1. Duverger's Law |
Duverger's law states that single-member district plurality (SMDP) electoral systems tend to produce two-party competition, whereas proportional representation (PR) systems are likely to foster multiparty systems. It operates through two distinct effects: the mechanical effect and the psychological effect.
The mechanical effect describes how the 'winner-takes-all' rule in SMDP (e.g. First-Past-the-Post) systematically under-represents third parties. Even if a small party secures 15% of the vote in every constituency, it may win zero seats unless its support is geographically concentrated. This was visible in the 2015 UK general election where UKIP won 12.6% of the national vote yet only one seat.
The psychological effect explains that voters and donors abandon minor parties because they fear wasting their vote on a candidate who cannot win. Over time this strategic behaviour shrinks the contest to two credible competitors. Duverger's law therefore provides a powerful framework for analysing how institutional rules shape party systems.
Limitations: India's SMDP system sustains a multiparty landscape because regional parties dominate in different states. This shows that Duverger's law is a tendency rather than a deterministic rule.
2. First-Past-the-Post Seat Calculation |
st (FPTP), the candidate who wins the largest number of votes in a constituency is elected — te with max(votes) in the constituency. While the operation is straightforward, its impact on proportionality can be dramatic.
For example, in a three-way marginal seat: - Candidate A: 18,000 votes (36%) - Candidate B: 16,500 votes (33%) - Candidate C: 15,500 votes (31%)
A wins with only 36% support. 64% of voters did not choose the winner, yet all representation goes to a single person. This is known as the 'plurality paradox'.
Aggregating this across 650 constituencies often produces a severe 'winner's bonus'. The effective number of parties is reduced and governments can be elected with less than 40% of the popular vote. While the calculation per seat is trivial, the overall seat-to-vote ratio rarely matches.
The raw formula for a party's total seats is the sum of constituencies where it ranks first. There is no threshold and no redistribution of surplus votes, which makes the seat outcomes highly sensitive to vote geography.
3. Droop Quota (STV) |
The Droop quota is the minimum number of votes a candidate must secure to be elected in a Single Transferable Vote (STV) contest. It is designed to ensure that as few votes as possible end up wasted or surplus.
Droop Quota = [Total Valid Votes / (Seats + 1)] + 1, rounded down to the nearest integer.
Any candidate reaching 20,001 first-preference or post-transfer votes is immediately declared elected.
The beauty of the Droop quota is that it prevents a fifth candidate from ever reaching the same threshold with the pool of remaining votes, thus guaranteeing seat allocation without over-electorality. It is used in elections to the Northern Ireland Assembly and the Republic of Ireland’s Dáil.
4. Hare Quota (Largest Remainder Method) |
The Hare quota is the simplest proportionality floor. It divides the total number of valid votes by the number of seats to be filled. This quota is used in party-list PR systems that allocate seats by the largest remainder method, such as in elections to the European Parliament for some member states.
Hare Quota = Total Valid Votes / Total Seats
0,000 votes and 8 seats. The Hare quota is 120,000 / 8 = 15,000 votes per seat. Each party' eat allocation; any remaining seats go to the parties with the largest remainder of votes.
Unlike the Droop quota, the Hare quota requires an additional 'largest remainder' step and can occasionally yield a total seat count greater than the number of seats if remainders are too high, though rounding rules prevent this. The Hare quota tends to be more generous to small parties than the Droop quota because it sets a slightly lower entry bar per seat.
5. d'Hondt Formula (List PR) |
The d'Hondt method (also called the Jefferson method) is a highest-averages divisor method used to translate party vote shares into seats in many PR systems. It has a slight bias towards larger parties by requiring them to clear diminishing quotients.
The divisor sequence is 1, 2, 3, 4, 5, ... For each party, the total votes are divided by these integers. The resulting quotients are ranked from highest to lowest, and seats are assigned to the highest N quotients, where N is the number of seats.
| Party | Votes | /1 | /2 | /3 | /4 | Seats |
|---|---|---|---|---|---|---|
| A | 41,000 | 41,000 (1st) | 20,500 (3rd) | 13,667 (5th) | 10,250 | 3 |
| B | 29,000 | 29,000 (2nd) | 14,500 (4th) | 9,667 | 7,250 | 2 |
| C | 12,000 | 12,000 | 6,000 | 4,000 | 3,000 | 0 |
This example shows 5 seats allocated. The highest five quotients win: Party A gets three seats, Party B gets two, and Party C gets none despite 12,000 votes. d'Hondt is the default formula in many European democracies, including Spain and Poland.
6. Sainte-Laguë Formula (Webster Method) |
The Sainte-Laguë method is another highest-averages divisor system that uses an odd-number divisor sequence: 1, 3, 5, 7, ... This makes it more proportional towards small parties compared with d'Hondt, because the divisor rises more steeply, preventing large parties from hoarding quotients.
Using the same vote totals (41,000; 29,000; 12,000) for 5 seats, the first few quotients are:
| Party | Votes | /1 | /3 | /5 | /7 | Seats |
|---|---|---|---|---|---|---|
| A | 41,000 | 41,000 (1st) | 13,667 (3rd) | 8,200 (5th) | 5,857 | 3 |
| B | 29,000 | 29,000 (2nd) | 9,667 (4th) | 5,800 | 4,143 | 2 |
| C | 12,000 | 12,000 | 4,000 | 2,400 | 1,714 | 0 |
In this configuration the seat allocation remains the same, but with slightly more parties the Sainte-Laguë quota frequently gives a small breakthrough seat where d'Hondt would not. New Zealand uses the Sainte-Laguë method in its Mixed-Member Proportional (MMP) system.
7. Median Voter Theorem |
The median voter theorem, formalised by Anthony Downs, predicts that in a two-party majoritarian system both parties will converge towards the policy preferences of the median voter on a left–right spectrum. The logic is that moving towards the centre maximizes the chance of capturing the pivotal bloc of voters.
In formal terms: If voters are distributed along a single ideological dimension and have single-peaked preferences, the outcome under majority rule will be the position of the median voter. This is an equilibrium because any party that deviates too far from the median point risks losing the election.
The theorem helps explain why Labour and Conservative manifestos in the UK often gravitate towards the centre ground, especially in tight elections. However, when a party's core voters are more motivated by turnout than conversion, the theorem's predictive power weakens, as seen in recent polarised contests.
Empirical applications require measuring the median voter's income decile, ideology score or policy preference. The formula for the equilibrium position is simply the median of the distribution, denoted in many textbooks as the point where cumulative frequency reaches 50%.
8. Iron Law of Oligarchy |
Robert Michels' iron law of oligarchy states that all large organisations, including political parties, inevitably develop an oligarchic leadership class, regardless of how democratic they intend to be. He summarised it in the phrase 'Who says organisation, says oligarchy'.
The theorem rests on a mechanical necessity: as membership grows, direct decision-making becomes impossible, so a small bureau of officers must handle day-to-day affairs. This elite group gains control of communication channels, finances and specialist knowledge, allowing it to perpetuate its power.
Michels did not offer a tight mathematical formula, but his logic can be expressed as a concentration ratio: the percentage of key decisions made by the top executive team increases with organisational size, while grassroots influence diminishes. This dynamic is visible in modern parties where conference motions are often filtered by leadership-controlled committees.
Critics point out that direct primary elections and digital participation can counter oligarchic tendencies. Nevertheless, the Iron Law remains a valuable lens for evaluating internal party democracy in the UK and beyond. It reminds students of AQA Politics that structure matters as much as ideology.
