The National Curriculum sets out the common educational standards and aims that schools in England and Wales must follow, so that students across the country receive a coherent and high-quality education. To help learners genuinely understand and engage with what is being taught, the curriculum is supported by a structured system of student assessment and feedback.
1. What the National Curriculum Actually Is | 英国国家课程究竟是什么
The National Curriculum was introduced by the Education Reform Act 1988 and is a statutory framework for maintained schools. It lists the subjects that must be taught, the programmes of study that define content at each stage, and the attainment targets that describe what pupils are expected to know, understand and be able to do. In England, the current version was published in 2013 and took effect in September 2014.
Wales, meanwhile, has moved to its own Curriculum for Wales, while Scotland follows the Curriculum for Excellence and Northern Ireland has its own arrangements. The original principle, however, remains the same everywhere: a shared national baseline guarantees that a pupil's education does not depend on which postcode they happen to live in.
The curriculum is organised into four key stages, each with its own expectations. The table below summarises the structure.
| Key Stage | Year groups | Typical ages | Status |
| KS1 | Years 1-2 | 5-7 | Core subjects compulsory |
| KS2 | Years 3-6 | 7-11 | Core and foundation subjects |
| KS3 | Years 7-9 | 11-14 | Broad curriculum retained |
| KS4 | Years 10-11 | 14-16 | Leads to GCSE qualifications |
Assessment exists because a statutory curriculum without any means of checking whether learning has happened would be little more than a list of good intentions. That is why evaluation and feedback are built into the framework rather than added on afterwards.
2. Assessment as a Powerful Educational Tool |
Assessment is regarded as a powerful educational tool because it offers an honest picture of a student's progress and growth trajectory. Rather than functioning as a verdict, it is a snapshot that can be compared with earlier snapshots to reveal movement, stagnation or decline. That comparison is what turns a score into useful information.
In the context of the National Curriculum, assessment also serves a diagnostic function. When a teacher sees that a class has understood a topic, that confidence allows the class to move forward. When the evidence points the other way, the same evidence tells the teacher exactly where to reteach, and tells the learner which specific sub-skill is missing.
Third, assessment has a motivational dimension. Clear evidence of improvement is one of the strongest drivers of sustained effort, particularly in subjects such as mathematics and the sciences where progress is cumulative and often invisible to the learner from one week to the next.
3. Formative and Summative Assessment |
Two broad categories dominate the discussion. Formative assessment, often called assessment for learning, happens during the learning process and is designed to shape the next steps. Summative assessment happens at the end of a unit, term or key stage and is designed to summarise what has been achieved.
Formative assessment includes questioning in class, mini whiteboards, exit tickets, low-stakes quizzes, live marking and peer discussion. Summative assessment includes end-of-topic tests, mock examinations, portfolios and formal national tests. The distinction is about purpose, not format: the same task can be formative if the results are used to adjust teaching, and summative if the results are used to report a level of achievement.
The research base for this distinction is well established. Black and Wiliam's 1998 work Inside the Black Box pulled together evidence showing that strengthening formative assessment produced substantial learning gains, and their findings reshaped classroom practice across the United Kingdom.
In practice, the two categories work together. Formative assessment generates the fine-grained information that summative assessment cannot, while summative assessment provides the external reference point that keeps formative judgements honest.
4. Assessment Methods in Practice |
Assessment in the National Curriculum takes many forms, including classroom quizzes, homework, project work and practical reports. This all-round approach helps students develop in a balanced way and allows their skills and knowledge to be displayed fully, rather than through a single narrow channel.
The main formats, and what each is good at revealing, can be summarised as follows.
- Classroom quizzes and low-stakes tests — recall speed, fluency and gaps in core knowledge. /
- Homework — independent application, time management and resilience when working alone. /
- Project work — sustained enquiry, research skills, creativity and collaboration. /
- Practical reports and laboratory work — procedural accuracy, data handling, evaluation of method and scientific reasoning. /
- Presentations and extended writing — structure, precision of language and depth of argument. /
- Self-assessment and peer assessment — metacognition and the ability to judge quality against criteria. /
A balanced assessment diet matters because different formats favour different learners. A student who freezes in timed tests may demonstrate genuine understanding in a practical report; a student who writes beautifully may struggle to think on their feet in a viva-style conversation. Using several formats reduces the risk that a grade reflects test technique rather than subject competence.
5. Statutory Assessment: Key Stages, SATs and GCSE | 法定评估:关键阶段、SATs 与 GCSE
Alongside everyday classroom assessment, England operates a set of statutory national assessments. The Reception Baseline Assessment is taken in the first weeks of primary school and provides a starting point against which later progress can be measured. The phonics screening check is taken in Year 1, with a retake in Year 2 for pupils who did not meet the expected standard.
At the end of Key Stage 2, pupils sit national curriculum tests, commonly known as SATs, in English reading, English grammar, punctuation and spelling, and mathematics. Science is monitored through teacher assessment and periodic sampling. Results are reported as scaled scores, where 100 represents the expected standard.
KS2 scaled score: 100 = expected standard · 110+ = exceeding the standard
The multiplication tables check is taken in Year 4 and consists of 25 questions, each with a six-second response window. At Key Stage 4, the National Curriculum culminates in GCSE qualifications, graded 9 to 1 in England, with grade 4 usually treated as a standard pass and grade 5 as a strong pass.
It is worth noting that Key Stage 1 statutory tests became optional from the 2023/24 academic year, and that A-level qualifications studied after GCSE are not part of the National Curriculum, although the assessment and feedback habits formed during those earlier stages carry directly into sixth-form study.
6. The Feedback Loop Between Teachers and Students |
The National Curriculum strongly promotes a positive feedback loop between teachers and students. A loop is the right metaphor: feedback that only travels in one direction is a broadcast, not a conversation, and it rarely changes anything.
In a functioning loop, the student reports progress, difficulty and goals; the teacher responds with guidance and support; the student acts on that guidance; and the resulting work generates new evidence, which starts the cycle again. Each turn of the loop should leave the learner slightly more capable of judging their own work.
Hattie and Timperley's 2007 review, The Power of Feedback, analysed hundreds of studies and found an average effect size of roughly 0.7, placing feedback among the most influential factors in education. Crucially, however, they also found that feedback can be neutral or even negative when it is vague, personally critical, or aimed at the wrong level.
Average effect size of feedback ≈ 0.7 (Hattie & Timperley, 2007)
Their framework distinguishes feedback about the task, about the process, about self-regulation and about the self. Feedback about the self - "good work" - is the least useful; feedback about the process and about self-regulation is where the learning leverage lies.
7. Channels and Formats of Feedback |
Feedback can be delivered through one-to-one conversations, small-group seminars, written comments or email exchanges. Each channel has distinct strengths, and a well-designed school policy will match the channel to the purpose rather than using one format for everything.
Through these channels, students can discuss their progress, difficulties and goals with teachers, while teachers can offer timely guidance and support. The essential requirement is that the channel allows dialogue: a written comment that cannot be questioned is far weaker than a two-minute conversation in which the student has to explain the next step back to the teacher.
- One-to-one conversation — highest bandwidth, best for misconceptions and confidence. /
- Small-group seminar — efficient when several students share the same difficulty. /
- Written comment — durable and revisitable, best for detailed work on extended writing. /
- Email or online platform — useful for drafting cycles and for students who are reluctant to speak up in class. /
Two design principles apply to every channel. First, feedback should be specific enough to be actionable and should normally point to one or two priorities rather than a list of ten. Second, it should arrive while the work is still fresh and still revisable, because feedback delivered three weeks later cannot change the piece of work it refers to.
8. From Feedback to Goals and Learning Plans |
The core purpose of this assessment and feedback system is to help students recognise their own strengths and weaknesses and to provide opportunities for improvement. Feedback that identifies a weakness but offers no route forward simply produces anxiety.
Using feedback, students can build study plans and set goals based on their teacher's advice, steadily strengthening their ability in each subject area. A practical translation of this is the "feedback to action" routine: read the comment, restate it in your own words, identify the single next action, schedule that action in the next seven days, and then check whether it worked.
Goal setting works best when the goals are specific, measurable and time-bound. "Get better at chemistry" is not a goal; "complete three past-paper questions on mole calculations each week and mark them against the scheme" is one. The second version creates evidence that can be assessed, and therefore creates a new turn of the feedback loop.
The Education Endowment Foundation's 2021 guidance report Teacher Feedback to Improve Pupil Learning makes a related point: schools should plan deliberately for how pupils will receive and use feedback, rather than assuming that a written comment will automatically be read, understood and acted upon.
