📚 Price Controls in IGCSE WJEC Economics | IGCSE WJEC
Price controls are a fundamental topic in IGCSE WJEC Economics. Understanding how maximum and minimum prices affect market equilibrium is essential for exam success. This guide covers definitions, diagram analysis, real-world applications and evaluation points, and explains exactly how to turn these ideas into high-scoring answers on the price mechanism, market failure and government intervention questions.
1. What Are Price Controls? |
Price controls are legal restrictions on how high or how low a market price is allowed to go. They are a form of government intervention that overrides the equilibrium price created by the free interaction of demand and supply. In IGCSE WJEC Economics you must know two types: the maximum price, also called a price ceiling, and the minimum price, also called a price floor.
A control only works, or binds, when it is placed on the correct side of the equilibrium price. A maximum price must be set below equilibrium; a minimum price must be set above equilibrium. If the government sets a control on the wrong side, the market simply trades at equilibrium and the policy has no effect at all.
Governments introduce price controls to correct market failure, to protect vulnerable consumers or producers, and to stabilise the price of essential goods such as food, fuel, housing and labour. In the exam you must be able to define, illustrate, analyse and evaluate the impact of these controls using supply and demand diagrams.
2. Maximum Price (Price Ceiling) |
A maximum price is a legal ceiling on the price a seller may charge. To be effective it must be set below the free-market equilibrium price Pe, for example Pmax. At this lower legal price, the quantity demanded Qd is greater than the quantity supplied Qs.
The gap between them is excess demand, or a shortage, equal to Qd − Qs. A shortage means that some consumers who are willing and able to pay the ceiling price cannot obtain the good at all, so the market has to ration it by non-price methods.
Shortage at a maximum price = Qd − Qs
Common examples include rent controls in cities such as Berlin, Stockholm and New York, caps on staple foods such as bread, fuel price caps, and regulated electricity tariffs. Remember the trap: a maximum price set at or above the equilibrium price is non-binding and changes nothing, so it cannot create a shortage.
3. Minimum Price (Price Floor) |
A minimum price is a legal floor below which the price is not allowed to fall. It is effective only if it is set above the equilibrium price, such as Pmin. At that higher price, the quantity supplied exceeds the quantity demanded, producing a surplus of Qs − Qd.
The classic example is the national minimum wage. If the wage floor is set above the equilibrium wage, firms demand fewer workers than the number of people seeking work, and unemployment results. The same logic applies to agricultural support prices, which create food surpluses, and to buffer stock schemes that buy up excess output to hold the price up.
Surplus at a minimum price = Qs − Qd
Supporters argue that a minimum price protects low-paid workers or farmers from exploitation and gives them a decent income. Critics argue that it may cause unemployment or wasteful surpluses, and that someone must pay for it through higher taxes, higher consumer prices, or the cost of storing and disposing of the surplus.
4. Diagram Analysis: Getting the Marks |
Almost every price control question requires a diagram. Always label the axes Price and Quantity, draw a downward-sloping demand curve D and an upward-sloping supply curve S, mark the equilibrium price and quantity Pe and Qe, then add the control line and mark Qd and Qs at that controlled price.
Shade or label the shortage or surplus clearly, and use small arrows to show the direction in which price would move if the control were removed. A diagram without labels earns very few marks, because the examiner cannot see that you know which curve is which.
