📚 Student Participation and Leadership Development in the National Curriculum |
Society keeps changing, and the abilities young people need have changed with it. Flat organisations, project teams, digital collaboration and frequent career switching all reward people who can speak up, organise others and take responsibility for results. Leadership is no longer understood as the preserve of a few senior figures; it is a set of transferable behaviours that can be taught, practised and recognised. This is why student participation and leadership development have become an explicit aim of schooling in England rather than a happy by-product of it, and why they now sit inside the National Curriculum and its surrounding frameworks.
This article looks at why the trend matters, how schools design participation and leadership into the curriculum, how achievement is assessed and recognised, what the evidence says about impact, and what still needs to improve.
1. A Changing Society and the Rising Value of Leadership |
The case for student leadership starts with the labour market and with citizenship. Employers consistently place communication, teamwork, initiative and problem solving near the top of the skills they look for, and those skills are learned by doing rather than by reading. At the same time, democratic life depends on people who are willing to attend meetings, weigh evidence, disagree respectfully and act on decisions that affect their communities. A school that only trains students to pass examinations leaves both needs unmet.
Four forces explain why this agenda has grown in England:
- Civic expectation: young people can vote at 18 in general elections and at 16 in some devolved elections, volunteer, campaign and petition. Citizenship education exists so that they arrive at those moments informed and confident.
- Employer demand: graduate recruiters and apprenticeship providers use group exercises and competency questions precisely because teamwork and initiative are hard to fake.
- Wellbeing: autonomy, belonging and a sense of influence are protective factors for adolescent mental health, and pupil voice work strengthens all three.
- Inclusion: leadership roles give pupils who do not shine in written examinations a legitimate route to recognition and status.
2. The Policy Position: Where Participation Sits in the National Curriculum |
Participation is not a single subject; it runs through several statutory and non-statutory strands. The National Curriculum in England was established by the Education Reform Act 1988 and the current framework was published by the Department for Education in 2013, coming into force in September 2014. Within that framework, Citizenship is a statutory foundation subject at Key Stages 3 and 4, while at Key Stages 1 and 2 citizenship content sits mainly within the non-statutory PSHE programmes of study.
Several other levers matter just as much:
- Citizenship programmes of study: pupils are expected to research and interrogate evidence, debate and evaluate viewpoints, present reasoned arguments and take informed action.
- Relationships, Sex and Health Education: statutory in all state-funded schools in England from September 2020, covering healthy relationships, respect and personal safety.
- Ofsted's Education Inspection Framework (2019): includes a separate judgement on personal development, covering character, resilience, independence and preparation for life in modern Britain.
- Character Education Framework (2019): non-statutory DfE guidance that names volunteering, school councils and opportunities to take responsibility as practical benchmarks.
- UN Convention on the Rights of the Child, Article 12: the right of children to be heard in matters affecting them, ratified by the UK in 1991, underpins pupil voice practice.
Because provision differs by age, it is useful to map participation onto the key stages:
3. The Core Philosophy: Pupils as Owners of Their Own Learning |
The philosophy behind participation is simple to state and demanding to practise: pupils are not containers to be filled but participants with a stake in what happens. When students help to shape a project, negotiate the ground rules of a discussion or represent their peers, they move from compliance to commitment. Motivation research supports this, showing that engagement depends on autonomy, competence and relatedness, and that self-regulation can be taught rather than merely hoped for.
The whole-school version of this philosophy can be summarised as a relationship rather than a slogan:
Leadership Capacity = Self-Management × Collaboration × Decision-Making × Responsibility
Because the elements are multiplied rather than added, a weakness in any one of them limits the whole. A student who organises beautifully but cannot listen, or who decides quickly but avoids accountability, is only partly developed. Curriculum design therefore needs to touch all four areas, which is exactly what the next sections examine.
4. Personal Growth and Self-Management |
The first dimension of provision is inward-facing: helping pupils manage themselves before they are asked to manage others. Schools build this through target setting, reflection, independent study and wellbeing education. Personal development is treated as a taught set of habits, not as something that arrives with age, and it is deliberately linked to the practical demands of school life such as deadlines, revision planning and asking for help early.
Typical practices include:
- Target setting and review: termly academic and personal goals, reviewed one-to-one with a tutor so that pupils articulate their own next steps.
- Reflection journals and portfolios: short structured entries that turn experience into learning rather than leaving it as anecdote.
- Organisation and time management: explicit teaching of planning tools, revision timetables and workload triage.
- Resilience and self-regulation: strategies for setbacks, exam pressure and disappointment, closely linked to mental health education.
- Self-advocacy: knowing when and how to ask a teacher, a tutor or a pastoral lead for support.
5. Leadership and Social Skills |
The second dimension is outward-facing: working with and through other people. This is where the language of leadership becomes concrete. Students learn that leading is often a matter of clarifying a goal, allocating tasks fairly, keeping the group on track and giving credit away rather than keeping it. Social skills such as listening, disagreeing well and repairing a damaged working relationship are practised in low-stakes settings before they matter in high-stakes ones.
Key skill areas and how schools develop them:
- Communication and public speaking: oracy work across subjects, form presentations, assembly slots, debate club and mock council sessions.
- Delegation and project management: group projects with defined roles, timelines and a shared output that is assessed as a team.
- Conflict resolution and negotiation: mediation scripts, restorative conversations and structured peer mentoring.
- Empathy and inclusion: listening to less confident peers, representing views that are not your own, and noticing who has been excluded.
- Ethics and accountability: discussing what a leader owes a group when a decision goes wrong, linked to citizenship themes.
