📚 The National Curriculum in England: History, Development and Evolution |
The National Curriculum is the statutory framework that sets out what children in England should be taught, how their progress is measured and what standards schools are expected to reach. It is also a political document, rewritten whenever governments change their mind about what education is for. This article traces its history from the narrow elementary codes of the nineteenth century to the knowledge-rich programmes of study of the 2010s and the curriculum review of the 2020s.
1. What the National Curriculum Actually Is | 英国国家课程到底是什么
The National Curriculum in England is a legal requirement placed on maintained schools, which must teach the subjects, programmes of study and attainment targets set out by the Department for Education. It is not a textbook, nor a single syllabus: it is a framework of expectations that defines the minimum entitlement of every pupil, whatever school they attend.
Structurally, it is organised into four key stages, each with its own content and assessment arrangements.
- Key Stage 4: ages 14-16, Years 10-11, mostly taught through GCSE specifications | 关键阶段4:14-16岁,10-11年级,主要通过GCSE考试大纲实施
Within each key stage, English, mathematics and science are the core subjects. The foundation subjects include history, geography, art and design, music, physical education and computing, together with a modern foreign language at key stage 3. Religious education and sex and relationships education are handled through separate statutory duties.
urriculum = Core Subjects + Foundation Subjects + Programmes of Study + Attainment Targets
Academies and free schools are not legally obliged to follow the National Curriculum, but the overwhelming majority do so in practice, because GCSE, A level and university progression are built on the same body of knowledge. That informal convergence is one reason the framework still matters even in a supposedly deregulated school system.
2. Nineteenth-Century Roots: The Three Rs | 19
The earliest precursor of a national curriculum was not a curriculum at all, but a funding mechanism. The Revised Code of 1862 introduced "payment by results", tying government grants to examination performance in reading, writing and arithmetic. For the first time, the state had a direct financial interest in what children were actually taught.
The Elementary Education Act of 1870, often called the Forster Act, created elected school boards in areas where provision was inadequate, and established the principle that elementary education should be available to all. Compulsory attendance followed in 1880 for children up to the age of ten, and the leaving age was raised to twelve in 1899.
During this period the state prescribed only the basics: reading, writing and arithmetic. Everything else, including history, geography, scripture and drill, depended on the school, the church or the local board. Arguably the deeper legacy of 1870 is conceptual rather than curricular: it established that the state has a legitimate interest in what is taught, and that this interest can be expressed through law.
3. Early Twentieth Century: Widening Expectations | 20
As industrial society deepened and educational thinking changed, expectations of pupils became more varied. The Education Act 1902, the Balfour Act, abolished school boards and created local education authorities, which were also allowed to fund and run secondary schools.
