📚 Core Knowledge Review for Year 9 CIE Economics | CIE 9
Economics is the study of how people make choices when resources are limited. It helps us understand how individuals, businesses, and governments decide what to produce, how to produce, and for whom to produce. In Year 9, we build a solid foundation by exploring fundamental concepts such as scarcity, opportunity cost, and how markets work. This article brings together all the essential topics you need to master for the CIE syllabus, presented in a clear and structured way.
1. The Basic Economic Problem |
The basic economic problem arises because wants are unlimited while resources are scarce. This forces individuals and societies to make choices about how to allocate their limited resources. The key questions are: what to produce, how to produce, and for whom to produce.
The concept of scarcity means that we cannot have everything we want. Even the wealthiest individuals face scarcity of time. Resources such as land, labour, and capital are finite, so every decision involves a trade-off.
Needs are essential for survival, like food and shelter. Wants are desires that are not essential, such as luxury cars. The distinction helps us understand why choices must be made—we satisfy needs first, but unlimited wants still outstrip resources.
2. Factors of Production |
Land refers to all natural resources used in production, including minerals, forests, water, and land itself. It is a passive factor and is geographically immobile. The reward for land is rent.
Labour is the human effort, both physical and mental, used in producing goods and services. The quality of labour depends on education and skills, known as human capital. The reward for labour is wages.
Capital includes man-made goods used in production, such as machinery, tools, and factories. Investment in capital increases future output. The reward for capital is interest. Entrepreneurship is the fourth factor—the willingness to take risks and organise the other factors. Its reward is profit.
Mobility of factors is important: land is occupationally mobile but geographically immobile, labour can be both, capital can be mobile but depends on type, and entrepreneurship is highly mobile.
3. Opportunity Cost and the Production Possibility Curve |
Opportunity cost is the next best alternative forgone when a choice is made. Every decision has an opportunity cost, whether for individuals, firms, or governments. For example, a government spending more on healthcare may have to cut education spending—the lost education is the opportunity cost.
The Production Possibility Curve (PPC) shows the maximum possible output combinations of two goods an economy can produce with its resources fully and efficiently employed. Points on the curve represent efficiency, inside the curve represent under-employment, and outside are unattainable with current resources.
An outward shift of the PPC indicates economic growth, caused by an increase in resources or technological improvement. The shape of the PPC is usually concave to the origin, reflecting increasing opportunity cost as resources are not equally efficient in producing all goods.
4. Economic Systems |
An economic system determines how a society answers the three fundamental questions: what, how, and for whom to produce. The main types are market, planned, and mixed economies.
In a market economy, decisions are made by private individuals and firms through the price mechanism. Consumer sovereignty and competition drive efficiency. In a planned economy, the government makes all key decisions and owns most resources. In reality, most countries have a mixed economy, combining market forces with government intervention.
Advantages of a market system include efficiency, innovation, and consumer choice. Disadvantages include inequality and potential market failure. Planned systems aim for equality but often experience inefficiency and lack of incentives. Mixed systems try to balance these.
5. Demand and Supply |
Demand is the quantity of a good or service consumers are willing and able to buy at different prices over a period of time. The law of demand states that, ceteris paribus, as price falls, quantity demanded rises, and vice versa. This creates a downward-sloping demand curve.
A movement along the demand curve is caused by a change in the price of the good itself. A shift of the demand curve is caused by non-price factors such as income, tastes, prices of related goods (substitutes and complements), and expectations.
Supply is the quantity producers are willing and able to sell at different prices. The law of supply states that, ceteris paribus, as price rises, quantity supplied rises. The supply curve slopes upward. Shifts in supply occur due to changes in costs of production, technology, taxes, subsidies, and weather conditions.
6. Market Equilibrium |
Market equilibrium occurs where the demand and supply curves intersect. At this point, the quantity demanded equals the quantity supplied, and there is no tendency for price to change. The equilibrium price is also called the market-clearing price.
If the market price is above equilibrium, there is excess supply (a surplus), and producers lower prices to clear stock. If the price is below equilibrium, there is excess demand (a shortage), and consumers bid the price up. This process ensures markets return to equilibrium.
Government intervention can disrupt equilibrium. A maximum price (price ceiling) set below equilibrium creates persistent shortages. A minimum price (price floor) set above equilibrium leads to surpluses. Examples include rent controls and minimum wage.
7. Price Elasticity of Demand |
Price elasticity of demand (PED) measures the responsiveness of quantity demanded to a change in price. It is calculated as:
PED = Percentage change in quantity demanded ÷ Percentage change in price
PED = 需求量变动百分比 ÷ 价格变动百分比
unit elastic. Perfectly elastic demand is horizontal, and perfectly inelastic is vertical.
Factors affecting PED include availability of substitutes, degree of necessity, time period, and proportion of income spent. Goods with many substitutes and luxury items tend to have elastic demand, while necessities and addictive goods have inelastic demand.
8. Production and Costs |
Production involves turning inputs (factors of production) into outputs (goods and services). Productivity measures output per unit of input. Labour productivity is output per worker per hour. Higher productivity lowers costs and increases competitiveness.
materials). Total cost = fixed costs + variable costs. Average cost = total cost ÷ output.
As output increases, firms may experience economies of scale (falling average costs) due to technical, managerial, financial, and purchasing efficiencies. Diseconomies of scale occur when the firm becomes too large and average costs rise due to communication problems and coordination issues.
9. Market Structures |
Market structure describes the number and size of firms in a market, the degree of competition, and barriers to entry. The two extremes are perfect competition and monopoly, with monopolistic competition and oligopoly in between.
In perfect competition, there are many small firms, identical products, no barriers to entry, and firms are price-takers. In monopoly, a single firm dominates the market with high barriers to entry and can set prices (price-maker).
Oligopoly is a market with a few large firms, often with interdependent decisions and non-price competition. Monopolistic competition features many firms with differentiated products and some control over price.
10. Money and Banking |
Money serves four functions: a medium of exchange, a unit of account, a store of value, and a standard of deferred payment. Barter requires a double coincidence of wants, which money overcomes.
Commercial banks accept deposits and make loans. They create credit through the money multiplier process. Central banks, like the Bank of England, oversee monetary policy, issue currency, and maintain financial stability.
Interest rates are the cost of borrowing or the reward for saving. The central bank uses the base rate to influence economic activity. Lower rates encourage borrowing and spending; higher rates encourage saving and reduce inflationary pressure.
11. Government Macroeconomic Aims |
Governments aim for low and stable inflation, low unemployment, steady economic growth, and a satisfactory balance of payments. These goals often conflict, so policymakers must prioritise.
Inflation is a sustained increase in the general price level, measured by the Consumer Price Index (CPI). Demand-pull inflation is caused by excess demand, while cost-push inflation results from rising production costs. High inflation erodes purchasing power and savings.
Unemployment occurs when people willing and able to work cannot find jobs. Types include frictional, structural, and cyclical. High unemployment wastes resources and reduces incomes, leading to social problems.
12. International Trade |
Countries trade to obtain goods and services they cannot produce efficiently themselves. The principle of comparative advantage shows that even if one country is more efficient in producing all goods, trade can still benefit both if they specialise in what they produce relatively best.
Free trade increases consumer choice, lowers prices through competition, and allows access to larger markets. However, it may harm domestic industries and lead to job losses in some sectors. Protectionism uses tariffs, quotas, and subsidies to shield local producers.
Exchange rates determine the price of one currency in terms of another. A depreciation makes exports cheaper and imports more expensive; an appreciation does the opposite. The balance of payments records all transactions between a country and the rest of the world.
