📚 Year 8 CIE Economics: Core Knowledge Organiser | Year 8 CIE

Economics is the study of how people, businesses and governments make choices about using limited resources to satisfy their unlimited wants. Understanding core concepts like scarcity, opportunity cost and how markets work will help you see the world with a new perspective. This organiser summarises the most important ideas you will meet in Year 8 CIE Economics and gives you clear explanations you can use for revision.

1. What is Economics? The Basic Economic Problem |

Economics begins with the observation that we live in a world of scarcity. Scarcity means that resources – land, labour, capital, time – are limited, while human wants for goods and services are unlimited. Because we cannot have everything we want, every society must answer three fundamental questions: What to produce? How to produce? For whom to produce?

To manage scarcity, individuals and societies are forced to make choices. Every choice involves giving something up. This is the heart of economic thinking. Economists also distinguish between needs (things we must have to survive, such as food, water and shelter) and wants (things we would like to have but are not essential, such as video games or branded trainers). Understanding this difference helps us see why we must prioritise some spending over others.

2. Factors of Production |

The resources used to produce goods and services are called factors of production. They are traditionally grouped into four categories: land, labour, capital and enterprise. Land includes all natural resources – soil, minerals, water, forests, oil and even the air we breathe. Labour is the human effort, both physical and mental, that goes into making goods and providing services. A teacher, a builder and a doctor all provide labour.

Capital consists of man-made goods that help produce other goods, such as machinery, tools, factories and vehicles. It is important not to confuse capital with money in everyday language; in economics, capital means productive equipment. Enterprise, or entrepreneurship, is the factor that brings the other three together. An entrepreneur takes risks, organises production and makes decisions about what, how and for whom to produce. The payment for each factor is rent, wages, interest and profit respectively.

3. Opportunity Cost |

Whenever a choice is made, there is an opportunity cost. Opportunity cost is the value of the next best alternative that is given up when a decision is taken. For a student, spending an hour playing a video game has an opportunity cost: the revision or homework that could have been done in that time. For a government, building a new hospital might mean fewer resources are available for building schools. The opportunity cost is the benefit lost from the next best use of those resources.

The concept of opportunity cost highlights that the real cost of something is not just the money spent on it, but also what you have to forgo. Even free goods, like free public parks, have an opportunity cost because the land could have been used for housing or businesses. Understanding opportunity cost helps individuals and societies make more informed choices by weighing up trade-offs.

4. Economic Systems |

Different societies answer the three basic economic questions in different ways. The way a country decides what, how and for whom to produce is called its economic system. The main types are market economies, planned (command) economies and mixed economies. In a pure market economy, decisions are made entirely by private individuals and firms through the price mechanism. There is very little government involvement.

In a planned economy, the government owns most of the resources and makes all major decisions about production. It decides which goods to produce, how to produce them and who receives them. In reality, most economies today are mixed economies. A mixed economy combines elements of both market and planned systems: most decisions are made by individuals and firms, but the government also plays an important role, for example by providing public goods such as street lighting, defence and education, and by regulating some markets. The right mix is often a subject of debate among economists and politicians.

5. Markets and the Price Mechanism |

A market is any place or situation where buyers and sellers meet to exchange goods or services. This does not have to be a physical place; an online marketplace is also a market. The price mechanism refers to the way the forces of demand and supply interact to determine the prices of goods and services. Prices act as signals to both buyers and sellers. If the price of a product is high, it signals that the product is relatively scarce, encouraging producers to supply more and consumers to buy less.

When demand for a good increases and supply does not change, prices tend to rise. This higher price incentivises producers to produce more, because they can earn more profit, and at the same time discourages some consumers from buying. The price mechanism is how a market economy allocates scarce resources without any central planner. It answers the questions of what, how and for whom to produce automatically through the movement of prices.

6. Demand | 需求

In economics, demand is not just wanting something; it is the willingness and ability to purchase a good or service at a given price over a certain period. The law of demand states that, all other things being equal, as the price of a good rises, the quantity demanded falls. Conversely, as the price falls, the quantity demanded increases. There is an inverse relationship between price and quantity demanded.

Several factors can cause demand to shift – that is, change at every price level. Income is a major factor: for most goods (normal goods), a rise in income increases demand. For inferior goods, demand falls as income rises because people switch to better alternatives. Tastes and preferences, the prices of related goods (substitutes and complements), advertising and expectations about future prices also influence demand. It is crucial to distinguish a movement along the demand curve, caused by a price change, from a shift of the demand curve, caused by a change in one of these other conditions.

7. Supply | 供给

Supply refers to the quantity of a good or service that producers are willing and able to offer for sale at various prices over a given period. The law of supply states that there is a direct relationship between price and quantity supplied: as the price rises, the quantity supplied increases, because higher prices make production more profitable. As the price falls, the quantity supplied decreases.

Supply can also be affected by non-price factors. These include the costs of production (wages, raw materials, energy), improvements in technology, which can lower costs and increase supply, the number of sellers in the market, government policies such as taxes and subsidies, and external shocks like bad weather affecting crops. A change in the price of the good itself causes a movement along the supply curve, while a change in any of these other determinants causes the supply curve to shift to the left (a decrease) or to the right (an increase).

8. Money and Exchange |

Before money was invented, people used barter – directly exchanging goods and services for other goods and services. Barter is inefficient because it requires a double coincidence of wants: you must find someone who has exactly what you want and who also wants exactly what you have. Money overcomes this problem by acting as a medium of exchange, a unit of account, a store of value and a standard for deferred payment. Today, money includes not only coins and banknotes but also digital balances in bank accounts.

Different forms of money have been used throughout history, from shells and gold to modern fiat money, which has value because the government says it does. Payment methods have also evolved. We now use debit cards, credit cards, mobile wallets and online bank transfers. Each payment method has advantages and disadvantages in terms of security, convenience and acceptance. Understanding these choices is part of being financially literate.

9. Saving, Investment and Borrowing |

Saving means setting aside a portion of current income for future use rather than spending it immediately. People save for many reasons: to build an emergency fund, to plan for large purchases like a car or a holiday, or to feel more secure about the future. Financial institutions such as banks offer savings accounts that pay interest, rewarding savers for depositing their money. The rate of interest is the percentage reward earned on savings over a year.

Investment, in an economic sense, refers to spending on capital goods – machinery, equipment and new technology – that will be used to produce other goods and services in the future. Investment is vital for economic growth because it increases a country's productive capacity. Borrowing allows people and businesses to spend more than their current income by taking out loans. The cost of borrowing is the interest charged. Responsible borrowing means ensuring that future income will be sufficient to make repayments. Both saving and borrowing require careful decision-making and an understanding of how compound interest works over time.

10. The Role of Government |

Even in mostly market-based economies, governments play a significant part in economic life. One key role is to provide public goods, such as national defence, street lighting and flood defences. Public goods are non-excludable (you cannot stop someone from benefiting once they are provided) and non-rival (one person's use does not reduce availability for others). Because of these characteristics, private firms would not find it profitable to provide them, so the government steps in and funds them through taxation.

The government also aims to correct market failures, such as pollution. For example, a tax on carbon emissions makes firms pay for the environmental damage they cause. It provides a safety net through welfare benefits and free healthcare or education, and it tries to manage the economy as a whole to achieve goals like low unemployment, stable prices and economic growth. Governments redistribute income through taxes and benefits to reduce inequality. Understanding the government's interventions helps you appreciate the balance between free markets and regulation.
