📚 China's Digital Economy and the Real Economy: Infrastructure, Integration and Challenges |

In little more than a decade, China's digital infrastructure has moved from a position of catch-up to one of global leadership. In both scale and technical sophistication it now ranks among the most advanced in the world, and behind that shift lie two driving forces: sustained, very large-scale investment, and continuous technological innovation. This article sets out the evidence, the policy architecture behind it, and the problems that remain unresolved, and it shows how the same material can be used in A-Level Economics, Business and Geography answers.

1. From Catch-Up to Leadership |

China's information and communications industry has passed through three clearly distinguishable phases. In the 3G era it was an outright follower, importing standards and much of the equipment. In the 4G era it ran level with the leading economies, building networks on a scale that matched its enormous user base. In the 5G era it has moved into a leading position, measured both by the number of base stations deployed and by the range of industrial applications built on top of them.

The consequence is not simply a faster consumer internet. Every generation of network lowered the cost of moving data between machines, and that is precisely what industrial digitalisation requires. The mobile network has therefore become the transport layer of the digital economy, and its expansion is the precondition for almost everything described in the sections that follow.

2. Information and Communication Network Construction |

By early 2025 more than 3.28 million 5G base stations had been installed across China, accounting for over half of the world total and delivering full coverage of all prefecture-level cities. The total length of optical cable lines nationwide has passed 65 million kilometres, forming the largest fibre broadband network on the planet. These facilities do not serve the consumer internet alone; they are also the underlying foundation of industrial digital transformation.

For exam purposes, the key analytical point is that a network is a classic example of infrastructure with large positive externalities: private firms would under-provide it, because they cannot capture all the benefits, so state-led investment can raise the productive potential of the whole economy.

3. Computing Power and the East Data, West Computing Project |

In recent years China's computing capacity has grown explosively. The total scale of standard racks in data centres nationwide exceeds 1.97 million, and total computing power ranks second in the world. At national level, planners have designated eight national computing hub nodes, including Beijing-Tianjin-Hebei, the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area, together with ten national data centre clusters. This is the "East Data, West Computing" project.

The strategic purpose is to optimise resource allocation: to guide the dense computing demand of the eastern seaboard, in an orderly way, towards western regions where renewable energy is abundant, thereby building a national computing power network system. In economic terms this is spatial reallocation of factors of production - land, electricity and cooling capacity in the west, data demand in the east - designed to lower the average cost of computation and to reduce the carbon intensity of digital activity.

4. Core Industries of the Digital Economy |

The core industries that represent artificial intelligence, big data and cloud computing have expanded rapidly. According to official statistics, the value added of China's core digital economy industries rose from 2.5 trillion yuan in 2012 to 10.8 trillion yuan in 2022, with an average annual growth rate clearly higher than that of GDP over the same period.

Within that aggregate, revenue of the software and information technology services sector had already exceeded 12 trillion yuan by 2023. The industrial internet has developed in parallel: the number of large industrial internet platforms now exceeds 240, and their applications have penetrated 45 major categories of the national economy, reaching into research and development, design, production and manufacturing, and much else besides.

Because the core digital sectors grow faster than the economy as a whole, their share of GDP rises year by year. That is structural change, and it is exactly the kind of evidence A-Level answers need when discussing supply-side policy or the shift towards a knowledge economy.

5. Enterprise Digitalisation and New Industrial Models |

At enterprise level, the use of digital tools is moving towards something close to universal adoption. By June 2023, among industrial enterprises above designated size in China, the CNC rate of key processes had reached 60.1%, while the penetration rate of digital tools for research, development and design had reached 78.3%. Over the preceding decade, these two indicators rose by more than 33.1 and 26.4 percentage points respectively.

New models and new formats have also spread widely across manufacturing, including digital management, platform-based design, intelligent manufacturing, networked collaboration and personalised customisation. Their combined effect is to raise production efficiency and to strengthen flexibility, meaning the ability of a plant to switch output quickly in response to changing demand.

6. Frontier Technology in the Core of the Real Economy |

Digital technology is extending from the consumption end towards the core of the real economy. Smart mines use 5G remote control to achieve unmanned underground operations, removing workers from a hazardous environment while maintaining continuous output. In smart ports, automated guided vehicles for containers have substantially raised throughput efficiency.

Nationwide, close to ten thousand digital workshops have been built, along with a substantial number of smart factories. Taken together, these examples show that digitalisation is no longer confined to back-office administration: it now changes how physical goods are extracted, moved and made.

7. The Consumer-Side Digital Ecosystem |

On the consumption side, China's electronic commerce transaction value occupies a leading position globally, its mobile payment penetration rate is among the highest in the world, and the market size of smart home devices is likewise world-leading. What matters analytically is the connection between the two halves of the economy.

Together these elements form a complete digital ecosystem running from production through to consumption. Mass consumer adoption generates enormous volumes of data, and data now functions as a factor of production: it feeds back into product design, inventory management and demand forecasting. That feedback loop, rather than any single application, is the distinctive feature of China's digital economy.

8. Challenges: Dependence, Data and the Digital Divide |

While the achievements deserve recognition, the challenges also require an objective look. Some core industrial software and high-end chips are still dependent on foreign suppliers, which exposes domestic producers to supply-chain risk and to price volatility in global markets.

Beyond hardware and software, the market-based circulation of data elements and the mechanisms for releasing their value are not yet fully developed. It remains difficult to define ownership, to price data, and to trade it safely. There is also a clear gap in digitalisation levels between different regions, different industries and firms of different sizes, the so-called "digital divide".

For an A-Level answer, each of these is a market failure or a policy constraint: information asymmetry in data markets, externalities in security, and unequal access creating differences in productivity across firms and places.

9. Energy, Data Security and Privacy |

Rapid development has also generated new problems. Data centres are electricity-intensive, so the growth of computing power raises energy consumption and carbon emissions unless it is matched by renewable supply and efficiency gains - one reason the western hubs of the national computing network are located near wind and solar capacity.

Data security and privacy protection raise a second set of questions: how much personal information should be collected, how long it may be stored, and who bears liability when it leaks. These issues cannot be resolved by technology alone; they require systematic solutions within the development process, combining regulation, technical standards and incentives for firms.

10. Key Indicators at a Glance |

The table below collects the quantitative evidence quoted above. Learning a small number of well-chosen figures is far more effective in an exam than memorising many vague ones.
