Free tuition is one of the most misreported topics in international education. Germany's public universities largely live up to the claim, Norway stopped honouring it for non-EU students in 2023, Finland changed its rules in 2017, and France's differentiated fees are applied unevenly from one campus to the next. What follows separates countries by fee structure, dates every policy change, and quotes only figures that can be traced to an official page. The budgeting section at the end is written to be filled in directly.
What Tuition-Free Actually Covers
Tuition-free does not mean cost-free, and the distinction matters more than most families expect. German public universities usually waive tuition, yet every enrolled student still pays a semester contribution covering administration, the student union and often a regional transport ticket. Private institutions and some applied sciences programmes sit outside that arrangement, charging by semester or by credit. Before trusting any figure online, check three things: the type of institution, the federal state it sits in, and your own nationality, because each of them changes the answer. Budget the three lines separately rather than remembering one number.
State Law and the Baden-Wuerttemberg Fee
Germany leaves tuition law to its sixteen federal states, so the price of a degree depends on where the campus sits. Baden-Wuerttemberg is the long-standing exception, charging non-EU students 1,500 euros per semester since the winter semester of 2017/18, while EU citizens and graduates of local schools are normally exempt. Elsewhere, including Berlin, North Rhine-Westphalia and Bavaria, public universities charge nothing beyond the semester contribution. Rules drift, though, and several states reopened the debate around 2024, so a figure copied from a blog can be years out of date; the reliable check is the university's own fees page read alongside the relevant state act.
The Three Parts of a Semester Contribution
The semester contribution is the line item families most often overlook, because it appears on the enrolment form rather than in the brochure. It typically runs between 100 and 400 euros per semester and bundles student services, administrative registration and, in many cities, a transport ticket valid on regional buses and trains. Re-registration each semester triggers the same charge again, and missing the deadline can cost a student their place entirely. Budget around 300 euros per semester as a buffer, and treat the transport ticket as the one part likely to differ sharply between campuses.
Norway's 2023 Fee Reform
核对方法只有一个:目标学校官网的 Tuition fees 页面,看它写的是 applicants from outside the EEA 还是 all applicants。
Norway used to be the cheapest serious option in Europe, with public universities waiving tuition for every student regardless of passport. That changed in autumn 2023, when fees were introduced for applicants from outside the European Economic Area, set individually by each institution and varying widely between programmes. EEA citizens remain exempt, and exchange arrangements usually survive the change. Because the reform is recent, a great deal of Chinese-language material still describes Norway as entirely free, which produces budgets that are wrong by a factor of two. Read the tuition page for the exact wording, since programme pages and institutional overviews often disagree.
Finland and Sweden: Fee Plus Waiver
Finland introduced tuition for non-EU students in 2017, with a statutory floor of 1,500 euros a year and actual charges usually between 6,000 and 12,000 depending on the programme. The fee is deliberately paired with scholarships, so a large share of admitted students receive a waiver covering part or all of it, conditional on completing credits on schedule. Sweden works on similar lines, while doctoral positions there follow an employment model rather than a tuition model. In both countries the free-tuition claim applies to EU students only, and programme pages should be read alongside the scholarship page rather than in isolation.
France's Registration Fees and Differentiated Rates
French public universities charge registration fees rather than tuition, with amounts set nationally at separate undergraduate and master's levels. Since 2019 non-EU students have faced differentiated rates that are noticeably higher, yet implementation has been uneven: some institutions still bill them at the EU rate or waive the difference through exemptions. The real variable is the institution, not the degree level, and living costs in Paris can be double those in a provincial city on identical fees. Read the registration fee line and the French language requirement together, since admission and budget are decided by the same two constraints.
Italy and Spain: Fees Scaled to Income
Italy and Spain take a different route: fees exist on paper but are scaled to household income. Italian public universities charge enrolment plus a regional tax, and students who submit an ISEE declaration see the amount fall by income band, sometimes to a few hundred euros a year, with scholarships and accommodation support on top. Spanish universities bill per credit under regional rules that also include income-based reductions. The paperwork is the catch, since income statements, property records and bank balances all need certified translation, and an incomplete file is billed at the top rate with no retroactive correction.
Iceland, Austria and the Language Divide
Iceland charges public university students a registration fee so small it barely registers, but living costs sit among the highest in Europe, and rent plus food quickly absorb what the fee saves. Austria bills non-EU students roughly 726 euros per semester while exempting EU citizens who complete their credits on time. The Czech Republic and Poland waive tuition in publicly funded programmes taught in the national language and charge for English-taught equivalents, which makes language the real price divider. Add the cost and time of reaching the required language level before calling any of these routes cheap.
德国申请的三道关:APS 学校 签证 / APS, Application and the Visa File
The German route runs through three gates that cannot be reordered: credential review, university application and the visa's proof of funds. Chinese applicants normally need an APS certificate before most universities will look at the file, and many institutions then route documents through uni-assist rather than accepting them directly. Language proof depends on the programme, with DSH or TestDaF for German-taught degrees and IELTS or TOEFL for English-taught ones, and each department publishes its own threshold. The visa stage requires a blocked account whose amount is reset each year, so the only figure worth quoting is the one currently posted by the German mission in China.
A Four-Line Budget and Its Check Date
Build the budget in four lines, tuition, semester contribution, accommodation and living costs, and attach an official source plus a date to each. Convert currency at the current mid-market rate with a five percent buffer rather than last year's figure. Compare at least two pages per university, since fee pages and international student pages disagree often enough that the fee page should win. Recheck policy items every three months, because fee reforms tend to be announced just before the admissions cycle. Agency spreadsheets and official pages routinely differ by several thousand euros, and the gap is almost always in the lines nobody itemised.
