Families ask about Japan for a different reason now. A decade ago the question was whether a Japanese degree was worth the effort; today the first question is whether the budget holds and whether the paperwork will clear. Tuition at national universities was long treated as a fixed number, and that assumption no longer holds after the 2024 ordinance change. Immigration rules shifted as well in April 2023, when two new residence categories appeared for graduates. The sections below follow the money first, then the paperwork, then the exams.
National university fees come in three parts, and only one of them repeats every year. The application fee is 17,000 yen, the enrolment fee 282,000 yen, and tuition 535,800 yen, billed in two instalments. For almost twenty years that last figure sat in a MEXT ordinance and no university moved it, which explains why agency brochures still quote 530,000 yen today. The March 2024 revision turned the standard amount into a reference point, and the University of Tokyo responded with 642,960 yen for undergraduates entering from April 2025, about a fifth higher; Hitotsubashi and the Tokyo University of Science made similar announcements. Anyone budgeting for 2027 should open the fee table published on the faculty's own website rather than trust a senior's memory.
Private universities bundle tuition, facility costs and an enrolment fee into the first-year bill, and humanities programmes usually land between 1.2 and 1.5 million yen, with science and medicine far above that. Two-year specialist schools cost less in total but award a different qualification, and Chinese credential recognition depends on whether the school appears on the ministry's list. Tuition waivers for self-funded international students are common at private universities, often 30%, occasionally half or full, reviewed every year against grades and household income. JASSO pays 48,000 yen a month to privately funded undergraduates under its honours scholarship, with numbers and conditions set in each year's call for applications on the JASSO website. The mistake to avoid is treating a waiver as automatic once you are admitted; the paperwork is due annually and poor grades end it.
The visa sequence catches people out because the student is not the applicant at the first stage. The university files the certificate of eligibility request with the local immigration bureau on the student's behalf, a review that usually takes one to three months, and a growing share of it now runs through the online system expanded after 2024. Once the certificate arrives, the original is posted to China and the student applies for the visa at a Japanese embassy or consulate, typically a one to two week wait. The card issued at the airport on arrival states the period of stay and the status of residence, and both should be checked on the spot. A certificate is valid for three months only; let it lapse and the whole cycle restarts, costing a semester.
Two residence categories introduced in April 2023 changed what happens after graduation. J-Find lets graduates of top-ranked universities, within five years of finishing, stay up to two years to job-hunt or start a business, provided they can show savings of roughly 200,000 yen. J-Skip targets senior professionals, either a master's degree with a 20 million yen salary or ten years of experience at the same pay, and holders get broader scope of work plus a faster route to permanent residence. Most students still move through the standard engineer or specialist visa, where immigration officers check whether the degree matches the duties on offer. Generalist retail roles are the usual sticking point for humanities graduates, and vague job descriptions invite requests for more documents.
EJU is run by JASSO twice a year, in June and November, at centres in Japan and around a dozen overseas locations; mainland China has none, so candidates travel to Hong Kong or Taiwan. The Japanese paper carries 400 marks plus a 50-mark writing section and runs 125 minutes across reading, listening and integrated listening. Integrated studies and mathematics are worth 200 marks each, with mathematics course 1 for humanities and course 2 for science, and the science paper asks candidates to pick two of physics, chemistry and biology. National universities typically want Japanese, integrated studies and mathematics 1 from humanities applicants, and Japanese plus mathematics 2 and two sciences from science applicants. What separates applicants at the top is rarely the Japanese score; a mathematics paper in the low 100s sinks an otherwise strong file.
Only schools on the Ministry of Justice notification list may recruit students for a student visa, and the immigration agency publishes both the list and an annual classification of well-run institutions. Entry requirements include Japanese ability at around JLPT N5 or a certificate showing 150 hours of study, either one accepted. Tuition runs 700,000 to 900,000 yen a year, with Tokyo schools at the top of that range and Osaka or Fukuoka cheaper, accommodation excluded. The factors that matter are university placement results and attendance management: the first decides whether a teacher can revise your research proposal, the second whether anyone calls when attendance drops below 80%. Choosing on price and proximity to the station is how students discover in year two that the school offers no EJU preparation at all.
EJU narrows the field; the second-stage examination decides it. Formats vary by faculty, with the University of Tokyo asking for an essay and an interview, Kyoto weighting the interview and the research plan, and regional national universities setting their own subject tests at a level close to the Japanese national exam. Interviewers work through a familiar set: why Japan, why this faculty, who pays the fees, and what comes after graduation. An answer built on a taste for animation usually ends the conversation, and examiners say the weakest candidates cannot name a single course in the department they applied to. English scores function as a filter now, with TOEFL in the 70 to 80 range expected at several top national universities and TOEIC above 800 accepted at private ones.
Working backwards eighteen months makes the calendar manageable. For an April 2027 start, direction and budget are settled in late 2025, the first EJU sits in June or November 2026, applications go out that autumn, examinations fall between December and January, results arrive in February, and the certificate and visa take March. Savings need to sit in the account for six months, because a large transfer just before filing raises questions rather than answering them. The weak yen has made tuition cheaper in renminbi than five years ago, while Japanese prices have eaten the difference in living costs; 100,000 to 120,000 yen a month is a realistic Tokyo figure. Families who wait for the offer before arranging funds run into enrolment deadlines of about two weeks.
