It is a common assumption that German public universities are entirely free. Baden-Wurttemberg charges non-EU students 1,500 euros per semester, and the rule is easy to miss until the enrolment letter arrives. Programme choice in Germany depends on subject structure far more than on brand, since the same discipline can be taught in very different ways at two universities. The variables below, from institution type to NC cut-offs and credit matching, are the ones that decide whether an application works.
Major First, University Second
German master's admissions read the transcript, not the reputation of the university. A student with a strong average can still be turned down because the credit modules do not line up with the target programme. Mechanical and electrical courses usually expect thermodynamics, control theory and materials to appear as separate blocks, and a missing block often means a conditional offer with extra courses attached. Before comparing cities, list every module with its credits and syllabus content, then hold that list against the programme's module table. This one-page exercise narrows the shortlist faster than any ranking table.
Three Types of Institution
German higher education splits into three broad types: universities, universities of applied sciences, and art or music colleges. Universities lean theoretical, with derivations and reading lists carrying much of the load, which suits students aiming at a doctorate. Universities of applied sciences build an internship semester into the curriculum and draw thesis topics from partner companies. Art and music colleges run portfolio and audition rounds with very few places, so preparation starts a year ahead. Labelling every Hochschule as a vocational school is a common mistake made outside Germany; both bachelor's and master's degrees there are fully recognised.
三、TU9 与名校情结 / TU9 and the Prestige Trap
TU9 is an alliance of nine technical universities that includes Aachen, Berlin, Munich and Stuttgart. It carries weight in engineering circles, yet it is not the only door into German industry. Small and mid-sized employers tend to weigh internship records and thesis topics above the name on the diploma. Applying to all nine with the same statement wastes the one channel where you can show fit. Two ambitious choices plus two realistic ones usually beat a broad sweep of famous names.
四、NC 录取线怎么读 / Reading the Numerus Clausus
NC stands for Numerus Clausus, the cut-off used when a programme has more applicants than places. It is not a fixed number set in advance; it emerges each semester from the rank of the last student admitted. The same subject can show very different values in the winter and summer intakes. Three or four recent semesters tell you more than a single figure. If your average sits on the line, put the NC values for several universities side by side and the order of your choices becomes obvious.
Credit Matching and Course Descriptions
Germany measures workload in ECTS credits, where one credit corresponds to roughly twenty-five to thirty hours of study. A bachelor's degree usually carries 180 credits and a master's between 90 and 120. During review your courses are converted into ECTS and the key modules are checked for coverage. Chinese four-year degrees often convert low, particularly laboratory work and design projects. Sending a transcript translation without course descriptions leaves the reviewer guessing from course titles, and that guess rarely works in your favour.
Language Requirements
German-taught programmes generally ask for TDN 4 in all four sections of TestDaF, or DSH level 2. Neither certificate can be rushed; reaching lecture-ready German from zero usually takes a year to eighteen months. English-taught master's courses have grown in number, with IELTS 6.5 as the common threshold and 7.0 for some subjects. Language scores stay valid for two years, which matters when you apply across two intake cycles. Students who assume an English programme removes the need for German often find, at internship interviews, that employers ask for B2.
七、APS 审核与 uni-assist / APS and uni-assist
Chinese applicants normally need an APS certificate before a German university will open the file. The Akademische Pruefstelle in Beijing reviews transcripts, enrolment or degree certificates and issues the certificate after a document check. Without it, most universities will not process an application. uni-assist runs a separate pre-check for a large group of universities and charges per application. Both steps belong at the front of the timeline, since APS queues can stretch to two or three months in peak season, and a missing certificate cannot be fixed after the deadline.
Tuition and Living Costs
Most German states charge no tuition at public universities, only a semester contribution of roughly 100 to 350 euros that usually includes a regional transport ticket. Baden-Wurttemberg has charged non-EU students 1,500 euros per semester since the winter semester of 2017/18, and every university lists the rule on its fees page. Living costs vary far more than tuition: rents in Munich, Frankfurt and Stuttgart sit well above Leipzig or Dresden. Student halls are cheaper than private flats but waiting lists are long, so apply six months before enrolment. Budget for the blocked account as well, since the required amount is reset each year and published on the German embassy website.
Cities and Industry
Industry geography matters more than scenery when you pick a city. Automotive and machinery work clusters around Stuttgart, Munich and Wolfsburg, chemicals around Ludwigshafen and Leverkusen, logistics and ports around Hamburg and Bremen. An engineering student who lands an internship or writes a thesis with a company usually shortens the path to a first job. Smaller cities tend to have tighter links with local firms, and professors often recommend students directly. Big cities offer more openings but also more competition, and commuting time belongs in the monthly budget.
How to Use Rankings
Rankings carry less weight in Germany than in the UK, because resource gaps between universities are narrower. QS and THE weight citations and international staff heavily, and neither says much about undergraduate teaching. Subject tables, plus evidence of joint projects with research institutes or companies, are more useful. The CHE ranking is a domestic student survey scored by subject and works well as a check on curriculum design. Treating an overall position as the only criterion is a common mistake that hides laboratory equipment and internship arrangements.
Application Timeline
The German winter semester usually starts in October with applications due around 15 July, while the summer semester starts in March with deadlines near 15 January. Those are the common dates; individual programmes, especially those routed through uni-assist, close earlier. Work backwards to place language tests, APS review, statements and references. Allow extra days for international courier delivery. Ten months of preparation is a sensible baseline, and six months more if the language certificate is still missing.
Common Selection Mistakes
Most selection mistakes come from the order of decisions rather than a lack of information. Picking a city first and a programme second often lands you in a course pointing the wrong way. Choosing by university name without reading the module handbook can mean a semester of material you never covered. Applying because an agent says a school is easy to enter ignores hard credit requirements. A list split into ambitious, matched and safe tiers, two or three schools each, tends to produce a workable outcome.
