Families usually ask about tuition first, while students ask whether they can get in. The five destinations work on different logics: course fit and grades in the UK, holistic review and prerequisites in the US, funded places and interviews in Hong Kong, institutional scale in Macau, and province plus co-op in Canada. Comparing them properly means comparing the same cost lines rather than the headline fee.
The UK runs through UCAS, where one form carries up to five choices and the October deadline covers Oxford, Cambridge and most medicine courses. The US has no single system: the Common App reaches a large number of colleges, yet each one still asks for its own essays and supplements, with early rounds in November and regular rounds in January. Hong Kong separates local DSE candidates on JUPAS from non-local applicants who apply directly to each university, while Macau and most Canadian provinces outside Ontario expect institution-level applications.
Most English bachelor's degrees take three years, and the tuition cap is set each year by DfE. The November 2025 announcement put the 2026/27 cap at £9,790 and 2027/28 at £10,050, while maintenance loans for 2026/27 reach £9,118 at home, £10,830 outside London and £14,135 in London. Accommodation is priced weekly, so a London studio can pass £300 a week before any other cost, and a three-year degree removes a full year of living expenses compared with the American model.
American degrees run four years, with general education first and a major declared later. College Board's 2024 to 2025 pricing data puts average published tuition and fees at about $11,610 in state, $30,780 out of state and $43,350 at private non-profits, before housing, meals, insurance and books. International students rarely qualify for in-state rates or federal aid, so the sticker price is close to what they actually pay, and the community college route only saves money when the receiving university accepts the credits.
Hong Kong's eight UGC-funded universities raised the non-local intake to 40% from 2024/25, and each institution sets its own fee, broadly HK$140,000 to HK$200,000 a year for a bachelor's degree. Local students on funded places pay about HK$42,100, a gap built into the funding model rather than into grades. Applications usually include transcripts, English results and a personal statement, and taught master's degrees compress tuition and living costs into twelve months.
Macau has a small number of institutions, with the University of Macau, MUST and City University of Macau among those mainland students apply to most. Bachelor's degrees usually take four years, taught in English or Chinese, with some programmes in Portuguese. Non-local undergraduate tuition runs roughly MOP 40,000 to MOP 80,000 a year, hostel fees are charged separately, and deadlines fall later than in Hong Kong.
Canada has no federal education ministry, so curriculum and admission standards sit with each province. Ontario undergraduates apply through OUAC, while most other provinces take direct applications with deadlines from January to March and rolling admission in some colleges. Co-op placements can offset part of the tuition, though they extend time to graduation, and international fees plus housing in Toronto or Vancouver carry a large premium.
Once the bill is broken down, four lines dominate: tuition, accommodation, insurance and transport. The UK charges international students an immigration health surcharge of £776 a year, paid up front with the visa and separate from tuition, while American universities usually require a student health plan costing $2,000 to $4,000 a year. Flights are the line families underestimate most, especially around term start and Christmas.
The UK Student visa is charged at the gov.uk rate plus the health surcharge, which has been £776 a year for students since February 2024. F-1 applicants need an I-20, a $350 SEVIS fee and a $185 visa fee, and the interview has to show both funding and intent to return. Canada has required a provincial attestation letter since 2024, and Hong Kong or Macau student visas are usually handled through the institution.
English requirements are set by each institution, with most UK courses asking for IELTS 6.0 to 7.0 and law or medicine asking more. American colleges commonly list TOEFL 80 to 100 or IELTS 6.5 to 7.0, though actual admits usually score higher than the published floor. A-Level maps most directly onto the UK, IB travels well across all five destinations, and AP fits the American system best.
UK scholarships are mostly institutional, ranging from a few thousand pounds to full fees, and competition turns on grades and interviews. Student visa holders may work 20 hours a week in term time, F-1 students are limited to 20 hours on campus, and off-campus work is only allowed through CPT or OPT. Canada has allowed eligible students to work 24 hours a week off campus since November 2024, while Hong Kong keeps tighter rules.
A budget does not buy the same thing in two different years. Sterling, dollar and Canadian dollar rates against the renminbi have moved enough that tuition locked at enrolment and living costs priced locally can drift apart. The UK cap rises 2.71% for 2026/27 under the DfE announcement, and holding 8% to 10% of the total as a buffer is more useful than forecasting the rate.
The order should be reversed: set the four-year budget first, then the subject, then the ranking and the city. Three years in the UK suits students with a clear goal, four years in the US suits those who need room to switch, Hong Kong suits those who value proximity and the job market, Macau suits tighter budgets with English-medium teaching, and Canada suits migration plans. The constraint families forget is the post-study work route, which decides whether the money comes back within five years.
