德国公立大学 免学费 注册费 DAAD奖学金
德国公立大学不收学费这件事，在中国家长圈里被讲了二十多年，但真正落到申请上，免掉的只是学费，注册费、保险、房租和封锁账户一分都少不了。这篇文章拆开三件事：钱到底花在哪，巴登-符腾堡为什么单独收费，以及 DAAD 奖学金要怎么申、什么时候申。信息以 DAAD 官网、德国驻华使领馆官网和 APS 官网的现行说明为准，政策有年份的地方都写清年份。
German public universities have not charged tuition for years, yet the phrase free education hides a budget that still has to be paid. The pages below separate what a semester actually costs from what a degree costs overall, explain why one state bills non-EU students directly, and set out how DAAD funding is applied for and when. 一、学费与学期注册费：账单上到底有什么
德国公立大学对本科和大部分硕士课程不收学费，这一点在联邦层面没有统一的法律，而是由各州的高校法决定，所以不同州的账单长得不一样。学生每学期要交的是学期注册费（Semesterbeitrag），里面通常包含学生会费、行政管理费和一张学期交通票。金额因校而异，从几十欧元到三百多欧元都有，交通票往往是最大的一块。注册费不是一次性的，每学期开学前要重新缴纳，学校把这套流程叫 Rückmeldung。没在规定期限内交钱，学籍会被注销，下一个学期就得重新申请。很多学生以为免学费等于零支出，真正到账的账单上，注册费和生活费才是主要项目。具体金额看学校 Studierendensekretariat 官网当学期公布的数字。
Tuition-free study in Germany is a matter of state law rather than a federal rule, which is why the bill looks different in Munich and in Stuttgart. What every enrolled student pays is a semester contribution, a bundle that covers the student union, administrative costs and usually a transport ticket valid across the region. The figure is set by each university and republished every term, so an amount quoted in a forum post from three years ago deserves a check against the current page. Missing the re-registration deadline is one of the few administrative slips that can end an enrolment outright, and it happens to students who assumed nothing was due.
二、巴登-符腾堡州为何单独向非欧盟学生收费
巴登-符腾堡州是唯一对非欧盟学生普遍收学费的州，从 2017/18 冬季学期开始执行，标准是每学期 1500 欧元。读第二个学位的学生另外按每学期 650 欧元计算，这个规定写在该州 2017 年的高校收费法里。博士研究生、交换生、部分奖学金获得者以及有难民背景的学生可以豁免。州内大学包括海德堡、弗赖堡、图宾根、斯图加特这些中国学生熟悉的名字，申请前先确认目标专业是否落在收费范围内。同一条法律在不同学校的执行细节不完全一致，豁免材料由各校国际处审核。这也是同一份预算表在巴伐利亚和巴登-符腾堡能差出两万多人民币的原因。
One state stands apart: Baden-Wuerttemberg has charged non-EU students 1,500 euros per semester since the winter semester of 2017/18, with a further 650 euros per semester for a second degree. Doctoral candidates, exchange students and several groups of scholarship holders are exempt, and each university's international office decides which evidence it will accept. Heidelberg, Freiburg, Tuebingen and Stuttgart all sit inside that rule, so the fee belongs in the budget before the application rather than after the offer. Parents who compare a Bavarian and a Swabian offer often find the gap is larger than the rent difference.
三、私立大学与应用科学大学的收费差别
私立大学收学费，标准由学校自己定，商科、艺术与部分工程类硕士常见每学期几千欧元。判断一所私立学校能不能用，先查 Anabin 数据库里的认证状态，再查 DAAD 的国际课程库，两个都查不到就要小心。公立的应用科学大学（HAW 或 FH）同样免学费，课程更偏项目与实习，很多专业要求完成一段企业实习才能毕业。双元制学习（duales Studium）把企业培训与大学课程绑在一起，学生每月从企业拿津贴，代价是假期少、绑定年限长。常见的错误是只看学费数字，忽略了私立学校可能不提供学期交通票，通勤成本要自己算进去。
Private universities set their own fees, and a few thousand euros per semester is normal for business, art and some engineering master's programmes. Whether a private institution is recognised in Germany is a factual question, answered by the Anabin database and the DAAD course search rather than by a recruiter's brochure. Public universities of applied sciences charge no tuition either, but they build compulsory internships into the degree, which changes the timetable and often the city a student ends up living in. Dual study programmes trade long holidays for a monthly salary from a company, and the contract usually binds the student for the length of the course.
四、免学费不等于零成本：房租、保险与广播费
免掉学费之后，生活费才是账本上的主角，房租通常占一半以上。学生宿舍由 Studentenwerk 管理，价格明显低于私房，但排队时间长，很多城市要提前半年申请。法定医疗保险对注册学生有专门费率，30 岁以前或第 14 学期以前适用，超过这条界线就要转成自愿保险，保费会跳一截。电视广播费按户收取，每户每月 18.36 欧元，合租时几个人分摊，这一项在 2015 年改按户计费后一直没变，具体以 Beitragsservice 官网为准。学期交通票通常已经含在注册费里，别重复买月票。很多学生以为小城市生活成本低一半，实际差的主要是房租，吃饭和保险的价格全国差别不大。
Once tuition is off the table, rent becomes the largest line in the budget and in most student cities it takes more than half of the monthly spending. Halls of residence run by the Studentenwerk are cheaper than the private market, yet waiting lists in popular cities can stretch for a semester or more. Public health insurance offers a reduced student rate until the age of 30 or the 14th semester, after which the premium changes and the budget has to be redone. The broadcasting fee is charged per household at 18.36 euros a month and split among flatmates, a level unchanged since the per-household system began in 2015.
五、资金证明与封锁账户：签证要看的那个数字
申请学生签证时要证明自己有能力负担在德国的生活，最常见的做法是开一个封锁账户（Sperrkonto），把钱一次性存进去，到德国后按月解冻。所需金额每年随 BAföG 标准调整，涨幅不大但方向一直向上，所以别照抄两年前学长给的数字。准确的数额写在德国驻华使领馆官网的留学签证页面上，递签前按那一页核对，比任何攻略都可靠。开户要预留时间，跨境转账到账通常要几个工作日，遇上开学季会更慢。很多学生以为账户里有钱就行，实际要求是资金在递交申请时已经到账并出具证明。常见的错误是把生活费和学费混在一个账户里，结果两边都对不上。
A student visa application has to show money that will genuinely be available in Germany, and the blocked account is the standard instrument: the full sum is deposited before departure and released in monthly instalments after arrival. The required amount is adjusted each year in line with the BAföG reference rate, so a figure copied from an older blog post is a poor guide to what the visa office will accept. The number that counts is the one published on the German mission's website in China for the current year, checked on the day the documents go in. Transfers take several working days and take longer in the weeks before a semester starts, which is why the account is usually opened months in advance.
六、中国学生的本科资格路径：高考程序、预科与 APS
中国高中毕业生申请德国本科，走的是高考程序，2019 年起由 APS 北京审核部执行。高考成绩达到总分的 70%（750 分制即 525 分），并且科目组合满足要求，可以直接申请相关专业；达不到这条线，通常要先读一年预科（Studienkolleg），再参加 FSP 考试。APS 审核证书是大学申请和签证的共同前提，没有它，材料在 uni-assist 这一步就过不去。部分学校还要求先做 VPD（Vorprüfungsdokumentation），由 uni-assist 出具，处理时间按周计算。常见的错误是把 APS 当成最后一步，实际上它排在最前面，晚一个月就可能错过冬季学期的截止。具体分数与科目要求以 APS 官网和 DAAD 官网当年说明为准。
For Chinese school leavers the route into a German bachelor's programme runs through the Gaokao procedure administered by the APS office in Beijing since 2019. A score of at least 70 per cent of the maximum, combined with the right subject mix, opens direct entry to a related field; below that line the usual path is a one-year Studienkolleg followed by the FSP examination. The APS certificate is required by both the university and the visa office, and without it a file stops at uni-assist. Several universities also ask for a VPD issued by uni-assist, which takes weeks rather than days, so the certificate belongs at the top of the list and not at the end.
七、DAAD 奖学金的类型：硕士、博士与短期课程
DAAD 的奖学金不是一个池子，而是几十个项目，对象和期限都不一样。面向毕业生的硕士奖学金（Study Scholarships for Graduates）资助整个硕士阶段，通常包含每月津贴、保险和旅费。研究资助（Research Grants）给博士生和年轻学者，期限从几个月到几年，按研究计划审批。大学暑期课程与冬季课程资助德语学习和文化课程，周期短，适合大二大三的学生试水。国家留学基金委与 DAAD 的联合项目走另一条通道，申请时间和材料要求都不同。所有项目的截止日期写在 DAAD 官网的项目页上，金额也以那一页为准，不要用中介给的数字做预算。
DAAD money is not a single fund but a family of programmes with different audiences and durations. The study scholarships for graduates cover a full master's course and normally bundle a monthly allowance with insurance and travel costs. Research grants support doctoral candidates and early-career academics for anything from a few months to several years, judged on the research proposal rather than on grades alone. Summer and winter course grants fund short language and culture stays, which suit second and third-year students testing whether Germany fits. Every deadline and rate sits on the programme page of the DAAD website, and that page is the only figure worth budgeting with.
八、DAAD 申请材料与时间线：动机信、公证与截止日
DAAD 的申请走自己的门户，材料清单比大学申请短，但每一项都要能自证。动机信要写清为什么是这个项目、这个城市、这个研究方向，套模板的段落一眼就能看出来。简历按欧洲格式排，时间线不能有空白，交换、实习、论文都写进去。成绩单和学位证需要翻译并公证，部分项目还要推荐信和研究计划。时间上，多数项目在入学前一年开放，冬季学期 10 月开学，夏季学期 4 月开学，大学自己的截止日多在 7 月 15 日和 1 月 15 日前后。奖学金和录取是两条线，有的项目要求先提交入学申请证明。很多学生以为拿到录取再申奖学金也来得及，实际大多数项目在前一年冬天就截止了。
DAAD runs its own portal, and the document list is shorter than a university application although every item has to stand on its own. The motivation letter needs a specific reason for that programme, that city and that research focus, and a recycled template shows within two paragraphs. Transcripts and degree certificates have to be translated and certified, while research proposals and references appear in the more competitive programmes. Most calls open a year before the course starts, with winter semesters beginning in October and summer semesters in April, and deadlines clustering around 15 July and 15 January. Admission and funding are separate tracks, and several scholarships close in the previous winter, well before any offer arrives.
九、语言要求：DSH、TestDaF 与英语项目
德语授课的项目一般要求 DSH-2 或 TestDaF 四个部分都到 4 分，部分学校接受 telc C1 Hochschule 或歌德学院 C2 证书。DSH 由各校自己出题，难度和题型差别不小，考前最好看目标学校往年的样题。英语授课的项目要 IELTS 或 TOEFL，商科和部分社科还会看 GMAT 或 GRE。预科申请通常要求 600 到 800 学时德语，不同州的标准不一样。语言成绩的有效期通常是两年，考试时间要倒排到申请季之前。很多学生以为考到证书就万事大吉，注册时学校还会核对证书类型，某些英语项目不接受雅思 Indicator 这类线上成绩。
German-taught programmes generally ask for DSH-2 or TestDaF 4 in all four sections, with telc C1 Hochschule and Goethe C2 accepted at some institutions. The DSH paper is written locally, so difficulty varies and past samples from the target university are more useful than a generic prep book. English-taught courses require IELTS or TOEFL, and business or social science programmes sometimes add GMAT or GRE. Language certificates usually stay valid for two years, which means the test date has to be planned backwards from the deadline, and online alternatives are not accepted everywhere.
十、申请顺序上的常见失误：先考语言还是先做 APS
申请季里最贵的错误不是分数不够，而是顺序排错。常见的错误是先把语言考试刷到高分，APS 和 VPD 却排在最后，等材料齐了截止日已经过了。另一个反方向的失误是把 APS 提前做完，语言却一直拖着，最后只能延期一个学期入学。合理的顺序是先确认专业与授课语言，再定考试类型，接着排 APS 与 VPD，最后才是文书和网申。每一步的处理时间都要按最长情况估算，寒暑假和圣诞前后会明显变慢。押金和封锁账户的钱也要提前准备，它们不占申请名额，但会直接影响签证排期。把整条时间线画在一张纸上，比记在脑子里靠谱得多。
The expensive mistake in application season is rarely a weak grade; it is the order of the steps. Students who spend the autumn chasing a language score often reach the APS and VPD queue in spring, by which time the deadline has gone. The opposite failure is just as common: a certificate obtained early and a language test postponed until the only remaining choice is to defer a semester. Fixing the subject and the language of instruction first, then the test type, then the APS and VPD, and only afterwards the essays and the portal, keeps the calendar realistic. Processing times should be estimated at their worst, because offices slow down around public holidays and the Christmas break.
十一、入学之后：注册、延签与打工额度
到德国之后的第一件事是注册（Immatrikulation），要带录取通知、医保证明和缴费凭证，缺一样都办不完。居留许可要在入境后 90 天内到当地外管局申请，带上资金证明、保险和注册证明，预约号往往要等几周。学生居留许可按学业进度延长，续签时要交成绩单，挂科太多会被要求说明学习计划。打工的规定在 2024 年 3 月调整过，学生每年可以工作 140 个全天或 280 个半天，学期内每周不超过 20 小时，校内助理岗位不计入这个额度。毕业后可以申请 18 个月的找工作居留，时间上够投两轮全职岗位。规定以联邦内政部与使领馆官网的说明为准，各城市外管局的执行细节会有出入。
Enrolment is the first task after arrival and needs the admission letter, proof of health insurance and the payment receipt in one folder. The residence permit application has to be filed within 90 days at the local foreigners authority, and appointment slots in big cities can be weeks away. Student permits are extended against academic progress, which is why transcripts are requested at renewal and why repeated failed modules invite questions about the study plan. Since March 2024 students may work 140 full days or 280 half days a year, capped at 20 hours a week during term, and the 18-month job-seeking permit after graduation leaves room for two hiring cycles.
