美国留学 F1签证 I-20 SEVIS 住宿 选课 报到
拿到录取通知书只是起点，真正的麻烦从确认入学那天开始。很多学生以为签证到手就等于能顺利入境，结果在机场被官员问住，或者到校后才发现宿舍申请已经截止。这篇按时间顺序把行前要做的事拆开，每一条都对应到具体文件和具体窗口，方便照着核对。
An offer letter is only the starting point, and the real work begins the day a student confirms enrolment. Plenty of families treat the visa as the finish line, then find at the airport that a document is missing. This guide follows the calendar rather than the paperwork, so each step lands when it matters.
I-20 与 SEVIS 记录：录取后先处理的三份文件
确认入学并交完押金后，学校国际学生办公室会签发 I-20，表上的 SEVIS ID 与项目起止日期决定后面所有手续的顺序。收到 PDF 先逐字核对姓名拼写、出生日期、专业名称与资金数额，任何一处与护照不符都要请学校重发。改一份 I-20 通常要三到五个工作日，赶上七八月高峰期还会更慢。SEVIS I-901 费用按美国国土安全部 SEVP 官网公布的标准在线缴纳，缴费凭证打印两份。一份面签时带着，一份入境时随身带着，电子版存在手机里只算备份。I-20 第一页底部要学生本人签字，未满十八岁的还要监护人签。常见的错误是把电子版当成入境凭证，边检官员要看的是签过字的纸质原件。护照有效期最好覆盖整个项目再往后六个月，到期前在美国境内续理会牵扯到身份问题。
Once the deposit clears, the school issues the I-20, and the SEVIS ID on that form sets the order of every later step. Check the name, birth date, programme title and funding figures against the passport first, because a correction takes three to five working days; the I-901 fee is then paid online at the rate published by the Student and Exchange Visitor Program. Print the receipt twice, one copy for the interview and one for the port of entry, since a phone screenshot counts only as a backup. The student signs the first page, and a passport that expires before the programme ends creates a problem far easier to avoid at home.
DS-160 与面签预约：表格填错就没有第二次机会
DS-160 在美国国务院官网填写，提交之后除了姓名和护照号，其余信息基本改不了。填表前把护照、I-20、行程计划和美国住址放在手边，中途超时会退出，进度只保留二十分钟。上传的照片要求白底、六个月内、不戴眼镜，尺寸不合会被要求重新上传，面签当天也可能被退回。签证费通过指定银行或线上支付，缴费编号要留好，预约系统要用它核销。预约页面显示各使领馆的可选时段，五到八月北京、上海、广州的号常常排到两三周以后。早点约比反复刷号省事，改约次数也有限制。面签当天提前半小时到，安检不让带电子设备，附近的寄存点按小时收费。
The DS-160 is completed on the Department of State website, and after submission almost nothing beyond the name and passport number can be edited. Keep the passport, I-20, travel plan and a United States address within reach while filling it in, because a long pause logs the applicant out and only twenty minutes survive. 签证官处理一个申请人通常只有几分钟，问题集中在三点：是不是真去读书、钱够不够、读完会不会回来。回答先给结论再补一句依据，比如我读计算机硕士，两年，学校给了奖学金，家里准备了存款证明。材料按类别分装透明文件夹，问到哪一类就抽哪一类，翻找超过十几秒节奏就乱了。214(b) 条款是 F-1 被拒最常见的依据，它先假定申请人有移民倾向，再由申请人自己证明与母国有牢固联系。常见的错误是把回国计划讲得太宏大，听起来像背稿。房产、户口、家里生意的具体情况，比任何形容词都有说服力。被拒之后可以重新预约，但材料要有实质变化，原样再签一次结果多半相同。
The officer spends a few minutes on each applicant, and the questions come down to whether the study is genuine, whether the money is sufficient and whether the applicant intends to leave. Answer with the conclusion first and one supporting fact after it, such as a two-year computer science master's funded by the school and by family savings. Refusals under section 214(b) assume an intent to immigrate, which puts the burden of showing ties at home on the applicant, while grand plans for returning sound rehearsed. A family property, a household registration and a working family business carry more weight than any adjective, and a second interview with the same file usually produces the same result.
签发与入境窗口：365 天和 30 天是两条不同的规则
美国国务院官网写明，F-1 签证可以在项目开始前 365 天内签发，早签不会浪费，签证有效期与入境时间无关。入境受另一条规则约束，美国移民法规定 F-1 学生最早只能在 I-20 项目开始日前 30 天入境。七月的机票配八月底的开学日期，落地时可能被拒绝登机，航空公司会先查这一条。签证上的 Expiration Date 是入境许可的截止日，不是在美停留的期限。真正决定能待多久的是入境时生成的 I-94 记录，上面写着身份类别与 Admit Until Date。I-94 在美国海关与边境保护局官网免费查询和打印，F-1 通常显示 D/S，意思是凭有效身份停留。拿到记录立刻核对姓名、类别和日期，发现错误要在机场当场找官员更正。
The Department of State allows an F-1 visa to be issued up to 365 days before the programme starts, so an early interview costs nothing. Entry follows a separate rule, since a new student may be admitted no earlier than 30 days before the start date on the I-20, and an August start paired with a July ticket can end at the check-in desk. The visa expiry marks the last day it can be used for entry rather than the length of stay, and the I-94 record created at the border controls how long a student may remain. That record is free from the Customs and Border Protection website, where F-1 status normally shows as D/S.
体检与疫苗：小红本小黄本的办理顺序
中国学生出国体检一般在国际旅行卫生保健中心办理，出两个本子，红色的国际旅行健康检查证明书和黄色的疫苗接种证书。学校健康中心会另发一张免疫表，要求医生逐项填写并盖章，MMR、水痘、乙肝、脑膜炎各校要求不同。按学校官网的表格准备最省事，自己猜项目经常白做。结核筛查通常要求皮试或血检，部分学校只认指定机构的结果，预约之前先看清楚。疫苗有间隔期，两针之间可能隔一个月，拖到七月底才开始经常赶不上开学。体检报告有效期一般是六个月，办得太早到校时已经过期。两个本子和免疫表扫描一份存云端，原件随身带，注册时要交给健康中心。

A first arrival is easier on a direct flight or a single connection with at least three hours between legs, since the process runs through immigration, baggage claim and a second bag drop. The passport, signed I-20, admission letter, proof of funding and housing address belong in the cabin bag, because a delayed suitcase can leave a student in secondary inspection without the papers that explain the trip. Cash above ten thousand dollars must be declared under the rule published by Customs and Border Protection, and failing to declare it can mean seizure. Retrieve the I-94 online after landing to confirm F-1 status and duration of status.
选课与分级考试：第一学期的课表决定后面两年

A bank account does not require a Social Security number; a passport, an I-20, the admission letter and a United States address are enough, and student accounts usually waive the monthly fee. A Social Security number is issued only for authorised employment, which includes on-campus jobs and curricular practical training, and the application needs a letter from the international office first. A prepaid SIM works on the day of arrival, and a family plan can wait until housing is settled. Credit history starts with a secured card backed by a few hundred dollars, and six months of use is enough to be visible to landlords and utility companies.
医疗保险与 waiver：截止日期比保障内容更容易被忽略

A comparable outside policy can replace it through a waiver, but the deadline usually falls within two weeks of the first day and the window does not reopen. Compare deductibles, co-payment rates, coverage at the campus clinic, the in-network hospital list and the number of mental health visits rather than the premium alone. A waiver is normally rejected because the coverage limit sits below the school's threshold or one mandatory benefit is missing.

Checked baggage follows airline rules, typically two bags of twenty-three kilograms on an international ticket, with overweight charges applied per piece. The United States runs on 110 volts, so a rice cooker or hairdryer from home needs a transformer that often weighs more than the appliance. Prescription medicine travels in its original packaging with a doctor's note in English, limited to personal use, and controlled substances require checking the law of the state where the student will live. Meat, seeds and fresh fruit are prohibited, including the apple handed out on the plane, while bedding and adapters are cheaper to buy after arrival.
到校第一周：check in 与 orientation 的实际流程
