Edexcel

Government policy is examined on both papers of the Pearson Edexcel International GCSE in Economics (4EC1), and candidates are expected to explain mechanisms rather than list tools. The syllabus splits the topic into microeconomic intervention in 1.2.6 and fiscal, monetary and supply-side policy in 2.1.2, with the trade-offs between objectives in 2.1.3. The sections below follow that order and attach an official figure to each mechanism.

Both papers last 1 hour 30 minutes, carry 80 marks and are worth 50 per cent each, with four compulsory 20-mark questions. Microeconomic intervention sits in 1.2.6 and deals only with externalities, while fiscal, monetary and supply-side policy appears in 2.1.2 and the trade-offs in 2.1.3. Quantitative skills count for at least 10 per cent of the qualification, so the data in a policy question carries marks that no amount of extra prose will recover.

Government revenue divides into direct taxes on income and profits, such as income tax and corporation tax, and indirect taxes on spending, such as VAT and excise duty. The test is whether the burden can be passed on, and with an indirect tax the firm collects the money while the consumer ultimately pays it. The UK soft drinks industry levy, in force since 6 April 2018, charges 18 pence per litre on drinks with 5 to 8 grams of sugar per 100 millilitres and 24 pence above that, which is a textbook indirect tax built to price an external cost that the market ignores.

On the spending side the syllabus asks for the main areas of government expenditure rather than precise budget totals. Education, health, defence, transport and welfare payments dominate, and welfare spending rises automatically in a downturn. Splitting spending into current and capital items pays off in an answer, because capital projects raise productive capacity while current spending mostly supports demand, and the size of any multiplier then depends on how much leaks into imports and saving.

When spending exceeds revenue the government runs a fiscal deficit and borrows the gap, so the annual deficit and the accumulated national debt are separate ideas that examiners keep apart. A deficit is not automatically a failure, since in a recession tax receipts fall and welfare payments rise as the automatic stabiliser does its work. The useful question is what the borrowing buys, because infrastructure and training leave an asset behind while day-to-day spending does not.

Expansionary fiscal policy cuts taxes and raises spending to lift aggregate demand when unemployment is high, while contractionary policy does the reverse to cool inflation or close a deficit. The mechanism has to be spelled out, because lower income tax raises disposable income and consumption, lower corporation tax raises retained profit and investment, and direct government purchases enter demand at once. Evaluation usually turns on crowding out and time lags, since by the time a measure works the cycle may already have moved on.

Monetary policy in this specification covers interest rates only, and the money supply is explicitly not required. The Bank of England Monetary Policy Committee meets eight times a year and held Bank Rate at 3.75 per cent on 17 September 2026, with the next decision due on 5 November 2026 and an inflation target of 2 per cent. With CPI inflation at 3.5 per cent in the year to September 2026 according to ONS, core inflation at 2.8 per cent and services at 3.7 per cent, holding rather than cutting is the consistent choice.

An interest rate change moves prices first and quantities later, as saving pays more, mortgages and consumer credit cost more, and firms raise the hurdle rate for investment projects. The exchange rate channel matters too, since higher relative rates tend to attract capital, appreciate the currency and make exports dearer. Examiners want the chain in order, and jumping straight from a rate rise to lower inflation without the intermediate links is where analysis marks leak away.

Asset purchases, or quantitative easing, appear in the syllabus as an awareness point rather than a mechanism to derive from scratch. The central bank buys government bonds in the secondary market, which pushes down long-term yields and injects liquidity into the banking system. Its limitation deserves a sentence in any evaluation, because if banks will not lend and firms will not invest, the extra liquidity can lift asset prices without ever reaching spending.

Supply-side policy shifts the productive capacity of the economy rather than the level of demand, and its effects show up over the long run. Productivity gains come from technology, skills and market structure, not from extra government orders. The standard evaluation point is timing, since training and infrastructure take years to affect output, which is longer than most political cycles allow.

The listed tools are privatisation, deregulation, education and training, help for regions with high unemployment, infrastructure spending, lower business taxes and lower income tax rates. Privatisation brings profit incentives but needs regulation where natural monopoly persists, and deregulation cuts compliance costs at the risk of weaker safety and environmental standards. Lower income tax targets participation while lower business tax targets investment, and mixing the two in one sentence is a common way to lose precision marks.

Government controls cover regulation, legislation, fines and pollution permits, and the marks come from weighing advantages against drawbacks rather than describing each in turn. Legislation is the strongest lever, as the UK national minimum wage shows, standing at 12.71 pounds an hour for those aged 21 and over from 1 April 2026, 10.85 for 18 to 20 year olds and 8.00 for 16 to 17 year olds and apprentices under gov.uk rules. Fines only deter when they exceed the gain from non-compliance, while pollution permits cap the total yet raise questions about how the initial allowances are handed out.

The trade-offs in 2.1.3 follow from the fact that one instrument usually serves several objectives at once. Lower unemployment through demand expansion tends to raise inflation, fast growth strains the environment, and domestic inflation erodes export competitiveness and widens the current account deficit. Official figures give that argument a footing, since ONS reported unemployment of 4.7 per cent and 691,000 vacancies for June to August 2026, which points to supply-side constraints rather than excess demand.

Evaluation marks come from structure rather than length, so state the tool and its direct effect, trace the mechanism, then set out one credible counter-argument before reaching a conditional judgement. Government failure, time lags, opportunity cost and distorted incentives are the standard counter-arguments, and one developed fully beats four that are merely named. A quick check is to cover the policy label and see whether the sentence still stands, because a sentence that only names a policy carries no analysis at all.
