1. HRM Defined: Scope and Purpose |
HRM is the strategic approach to managing people within an organisation. It covers recruitment, training, motivation, rewards and compliance, and treats employees as a resource to be developed rather than a cost to be minimised.
The purpose of HRM is to ensure the business has the right people, with the right skills, in the right place at the right time, so that organisational objectives can be met efficiently.
In exam answers, link HRM decisions to the wider objectives of the business: cost minimisation, productivity, quality, customer service, brand reputation and long‑term growth. A strong answer always shows the impact of an HR decision on the functional areas of finance, operations and marketing.
2. Human Resource Planning (HRP) |
Human resource planning is the systematic process of forecasting future human resource needs and ensuring the right number of employees with the right skills are available at the right time.
It involves analysing current workforce data, predicting labour turnover, and aligning HR needs with corporate objectives and budgets. Planning may be short term (covering seasonal peaks) or long term (covering expansion, relocation or automation).
Effective HRP prevents overstaffing, which wastes costs, and understaffing, which causes lost sales and employee stress. Both outcomes damage productivity and profitability, so accurate forecasting is a direct source of competitive advantage.
In IB and Edexcel case studies, look for data on staff numbers, sales growth forecasts, staff costs as a percentage of revenue, and the age profile of the workforce: these are the signals that planning is either adequate or failing.
3. Labour Supply: Internal and External |
Workforce planning considers both internal supply (existing staff and their promotability) and external supply (labour market conditions, local unemployment, wage rates and the availability of skills).
Internal supply is affected by labour turnover, absenteeism, retirement, promotion and internal training. Succession planning identifies employees who can fill key roles, reducing recruitment costs and protecting business continuity.
External supply depends on demographics, migration, the reputation of the industry, the pay offered and competition from rival employers. A shortage of skilled labour in the local market pushes wages up and may force a firm to recruit nationally, use agencies or relocate.
4. Flexible Workforce and the Core‑Periphery Model |
A flexible workforce strategy uses part‑time workers, temporary contracts, freelancers and zero‑hours contracts to provide numerical flexibility and reduce fixed labour costs.
The core‑periphery model distinguishes between a core of permanent, skilled employees and a peripheral ring of flexible workers, helping firms adapt to demand fluctuations. The core carries out the essential, business‑critical tasks; the periphery absorbs peaks and troughs in demand.
Benefits of flexibility include lower fixed costs, faster response to seasonal demand, and access to specialist skills on demand. Drawbacks include weaker loyalty, higher training costs per hour worked, inconsistent quality of service, and reputational risk when zero‑hours contracts are used excessively.
Useful exam contrast: numerical flexibility (changing the number of workers or hours) versus functional flexibility (training multi‑skilled staff so they can move between roles). Firms under pressure often pursue both at the same time.
5. Recruitment and Selection |
Recruitment is the process of attracting suitable applicants; selection is the process of choosing the best one. Recruitment begins with job analysis, producing a job description (duties and responsibilities) and a person specification (skills, qualifications and experience required).
Internal recruitment is cheaper, quicker and motivating for existing staff, but it limits the flow of fresh ideas and may create a vacancy elsewhere. External recruitment widens the talent pool and brings new experience, but costs more and carries greater uncertainty.
Selection methods include application forms and CVs, interviews, aptitude and psychometric tests, assessment centres, work samples and references. Reliability (consistency of results) and validity (whether the method predicts job performance) are the two criteria used to judge a selection method.
The cost of a poor hire is much higher than the cost of the recruitment process itself: it includes induction and training, lost productivity, customer dissatisfaction and the cost of repeating the whole cycle.
6. Training and Development |
Training improves the skills needed for the current job; development prepares employees for wider or future responsibilities. Induction training introduces new staff to the culture, systems, safety rules and colleagues, and reduces early resignation.
On‑the‑job training happens in the workplace, is relatively cheap and closely matches the real task, but poor habits of experienced staff can be passed on. Off‑the‑job training takes place away from the workplace, offers broader and more expert input, but costs more and means the employee is absent from work.
| On‑the‑job / 在职培训 | Low cost, immediately relevant / 成本低、即学即用 | Risk of passing on bad practice / 可能传递错误做法 |
A trained workforce raises labour productivity, improves quality and reduces accidents, but the firm risks losing the investment if skilled staff leave for higher pay elsewhere. This is the classic training dilemma in evaluation answers.
7. Appraisal and Workforce Performance |
Appraisal is the formal, periodic review of an employee's performance against agreed targets. It identifies training needs, supports promotion decisions, links pay to performance and provides documented evidence for disciplinary action.
Methods include self‑appraisal, appraisal by line manager, peer appraisal and 360‑degree feedback, which collects views from managers, colleagues, subordinates and sometimes customers. The wider the sources, the fuller the picture, but the slower and more costly the process.
Appraisal can fail if the criteria are vague, if managers are biased or untrained, or if employees see it as a punishment rather than development. In evaluation, note that appraisal only raises productivity if it is followed by action, such as training or clearer targets.
8. Motivation Theories |
Motivation is the willingness of an employee to work hard towards organisational goals. Financial motivation works through money; non‑financial motivation works through recognition, responsibility, autonomy and interesting work.
Taylor's scientific management claimed that workers are motivated mainly by money, and argued for division of labour, standardised tasks and piece‑rate pay to raise productivity. Its critics point to monotony, low morale and poor quality.
Mayo's human relations school found that social factors, attention from managers and teamwork raise output more than physical working conditions alone; the implication is that communication and group norms matter.
Maslow's hierarchy arranges needs from physiological and safety needs up to social, esteem and self‑actualisation needs, and suggests that lower needs must be reasonably satisfied before higher ones motivate. Herzberg's two‑factor theory separates hygiene factors, such as pay and working conditions, which prevent dissatisfaction, from motivators, such as achievement and responsibility, which create satisfaction.
Exam tip: apply theory to the case, then evaluate. A one‑line judgement such as 'Herzberg suggests the pay rise alone will only remove dissatisfaction, not create lasting motivation' is worth more than three paragraphs of pure theory.
9. Financial and Non‑Financial Rewards |
Financial rewards include time‑rate pay, piece‑rate pay, commission, bonuses, profit sharing, share ownership and fringe benefits such as company cars and private healthcare. Each links pay to a different behaviour and carries different risks.
Piece rate and commission link pay directly to output or sales but can damage quality and teamwork. Bonuses can be demotivating if targets are unachievable or if the criteria seem unfair; profit sharing may not motivate individuals who cannot see how their own effort affects profit.
Non‑financial rewards include job rotation, job enlargement, job enrichment, empowerment, teamworking, flexible working hours, praise and greater autonomy. They often cost the firm little yet support intrinsic motivation, which tends to last longer than a one‑off payment.
In evaluation, weigh the cost of the reward against its likely effect on productivity, turnover and retention, and consider whether employees in that particular industry value money or recognition more.
10. Labour Turnover, Absenteeism, Overstaffing and Understaffing |
Labour turnover measures the proportion of employees leaving the business over a period. High turnover raises recruitment and training costs, reduces productivity during the learning period and can damage customer relationships.
Labour turnover rate (%) = (number of employees leaving ÷ average number of employees) × 100
Absenteeism rate (%) = (days lost through absence ÷ total working days) × 100
Labour productivity = total output ÷ number of employees
Turnover is not automatically bad. Some replacement brings new ideas and promotion opportunities, and low turnover can signal complacency or an ageing workforce. The exam question is whether the level of turnover is above the industry benchmark and whether the resulting costs exceed the benefits.
Reducing turnover usually involves better induction, competitive pay, career paths, training, recognition and improving the quality of line management, since employees often leave managers rather than firms.
Overstaffing wastes wage costs and reduces the efficiency ratio, but keeping some spare capacity can improve customer service and flexibility. Understaffing saves wages in the short term but causes lost sales, errors, stress, higher accident rates and further turnover.
11. Employment Legislation and Employer‑Employee Relations |
Compliance means following the law on employment. Key areas include contracts of employment, the national minimum or living wage, working hours and rest breaks, health and safety, equal opportunities and anti‑discrimination, maternity and paternity rights, and protection against unfair dismissal.
Legislation raises business costs through higher wages, safer equipment, training and administration, and reduces flexibility by limiting working hours and the use of temporary contracts. In return it improves employee welfare, motivation and employer reputation, and avoids fines and tribunal claims.
Employer‑employee relations cover trade unions, works councils, collective bargaining, consultation, negotiation and, at the extreme, industrial action such as strikes and work‑to‑rule. Poor communication and perceived unfairness are the usual causes of conflict.
HL extension: stakeholder conflict is common in HR decisions. A redundancy programme may satisfy shareholders and protect cash flow while damaging employee trust, brand reputation and the motivation of survivors, so answers should weigh the interests of owners, employees, customers and the wider community.
12. Exam Skills and Common Pitfalls |
Read the command word before writing. 'Define' needs a precise definition; 'explain' needs a cause‑and‑effect chain; 'analyse' needs developed consequences; 'evaluate' or 'discuss' needs both sides plus a supported judgement.
Use the case. Application marks are lost when answers describe HRM in general instead of quoting the firm, its figures and its context. Quote numbers from the data, then explain what they mean for that business.
Common pitfalls include confusing recruitment with selection, describing Maslow and Herzberg without applying them, treating a high turnover rate as automatically negative, and ignoring the cost of HR recommendations in evaluation.
A strong final paragraph gives a judgement linked to the firm's objectives and priorities. For example: 'Given the firm's low margins and high seasonal demand, a core‑periphery structure with a small skilled core and temporary seasonal staff is likely to be more appropriate than a large permanent workforce.'
