国际考试费用 报名费 迟报费 预算规划
国际课程的考试费从来不是一个数字，而是一组时间规则。同一门 GCSE 数学，在英国考点的官方报名费与国际考点不同；同一个考季，早报与迟报的价差可以翻倍。家长真正需要做的，是把报名费、行政费、迟报费与复议费拆开看，再按考试局的截止日把缴费排进日历。下面按英国与国际考试局公开的价目表与关键日期表，把一笔考试费的构成讲清楚。
Exam fees for international qualifications are less a single number than a set of deadlines. The same GCSE Mathematics paper carries one price at a UK centre and a higher one abroad, and the same exam series can double in cost between an early entry and a late one. What follows separates the entry fee from administration, late entry and post-results charges, using the published fee lists and key dates of the awarding bodies.
一笔考试费由哪几项组成
家长和学生看到的报价，通常只是报名费这一项。AQA 官网的《Entry fees and other charges》把收费拆成几类：报名费按资格或单元收取，迟报费、超迟报费与改科费在截止日之后另行加收，退考只在规定日期前才给信用凭证。数额随考试局与考季变化，AQA 2026 年夏季系列的 GCSE 数学，在英国考点的报名费是 51.20 英镑，国际考点是 58.90 英镑。同一份文件里，A 级生物是 118.10 英镑与 135.85 英镑。也就是说，同一门课在不同考点的价差接近 15%。把「报名费乘科目数」当成全部成本，是最常见的漏算。做预算时至少要把行政费与可能的迟报费预先列成两行。
A published fee is rarely the whole cost of an exam entry. Awarding bodies such as AQA split their charges into an entry fee, a late entry fee, a very late entry fee and an amendment fee, with refunds available only before a stated date. For the summer 2026 series, AQA charged GBP 51.20 for GCSE Mathematics at a UK centre and GBP 58.90 at an international centre, while A-level Biology was GBP 118.10 and GBP 135.85. Multiplying one subject fee by the number of subjects therefore underestimates the total, because administration and late charges sit outside it.
报名截止日不等于缴费日
AQA 的收费表把时间点写得很细。夏季 2026 系列的报名截止日是 2026 年 2 月 21 日，迟报费从 2 月 22 日开始按原报名费的 100% 加收；超迟报从 2026 年 4 月 21 日起按 150% 加收。同一天之后，改科也要按 100% 加收，退考不再退款。换句话说，四月中旬之后临时加一门课，实际支出会变成原价的两倍半。很多学生以为迟报只是多交一点手续费，实际是翻倍与两倍半的差别。退考只有在截止日前才有信用凭证，迟报费与改科费一律不退，只有病假等医疗理由可以申请部分退款。
The date that matters is not the exam date but the entry deadline. AQA's summer 2026 table set the entry deadline at 21 February 2026; entries received after 22 February carried an extra 100 per cent of the entry fee, and entries after 21 April 2026 were charged an additional 150 per cent. Amendments made after the same April date cost another 100 per cent, so adding a subject late can push the original fee to two and a half times its published value.

剑桥国际在每一份《Key dates》里给出四个节点。June 2026 系列的估报截止是 2025 年 10 月 10 日，正式报名截止是 2026 年 2 月 21 日，迟报截止是 2026 年 4 月 17 日。November 2026 系列的正式报名截止是 2026 年 8 月 16 日，重考与迟报都截止在 2026 年 9 月 21 日。估报不需要精确到人，但决定考试局是否为你所在考点印卷与派卷。错过迟报截止日，学校通常没有补报通道。预算表里要按这三个日期各留一列，而不是只记考试月份。
Cambridge International publishes four milestones for every series in its key dates document. For the June 2026 series, estimated entries were due on 10 October 2025, final entries on 21 February 2026 and late entries on 17 April 2026; for the November 2026 series, final entries fell on 16 August 2026 and both retake and late entries closed on 21 September 2026. Estimated entries do not need individual candidate names, yet they drive the printing and despatch of papers, so a missed estimate affects the whole cohort rather than one student.
国际考点的加价与年度行政费

Sitting the same paper outside the UK costs more. In AQA's summer 2026 fee list, GCSE Combined Science: Trilogy was GBP 93.25 at UK centres and GBP 107.25 at international centres, while A-level Accounting rose from GBP 125.80 to GBP 144.70. Overseas schools also paid an annual administration fee of GBP 1,191.00, an application administration fee of GBP 265.90, an inspection fee of GBP 265.90 and GBP 50.25 for replacement certificates or certified statements of results. Many families see only the per-subject mark-up, because schools fold the annual charge into general fees instead of listing it as an exam cost.
IB 的费用结构：注册类费用加六门评估费
IB 的账单结构与英国考试局不同。IBO 官网的《Fees and services》把评估费写成按科目向学生收取，另有学校层面的年度费用与注册相关费用。一名文凭学生要付一次注册类费用，再按六门学科各付一次评估费，HL 与 SL 通常同价。学校还会加收自己的考试管理成本，派卷、监考、考务人员与场地都算在里面。汇率是另一个变量，IB 的费用以瑞士法郎计价，学校按当期汇率折成本地货币。很多学生以为 IB 只收一次考试费，拿到账单才发现是注册费加六门评估费的组合。核对时可以直接向学校要一份逐项清单。
The IB bills differently from a UK awarding body. Its official fees and services page describes assessment fees as charged per subject, on top of school-level annual charges and registration. A full Diploma candidate therefore pays one registration-type charge and then six subject assessments, with Higher Level and Standard Level usually priced the same. Schools add their own administration cost for despatching papers, invigilation, staffing and rooms, and because the IB prices in Swiss francs the final local figure moves with the exchange rate applied at billing time.
语言考试的费用与转考退考窗口
语言类考试的花费主要在时间窗口上。雅思中文官网与教育部教育考试院的安排是：自 2026 年 1 月 1 日起，中国大陆 IELTS 与 IELTS for UKVI 的报名费统一为 1990 元，转考与退考手续费统一为 380 元。中国大陆自 2026 年 9 月 1 日起停止纸笔考试，全面转为机考，UKVI 类别自 2026 年 7 月 1 日起先行机考化。单科重考的费用是 1400 元，只面向机考考生，且要在原考试日起 60 天内完成。退考必须在报名截止日期前办理，截止之后除不可抗力一般不受理。很多学生以为退考可以随时按比例退款，实际是过了截止日就基本作废。
Language tests are mostly about timing. According to the IELTS China website and the National Education Examinations Authority, from 1 January 2026 the fee for IELTS and IELTS for UKVI in mainland China is RMB 1,990, and both a transfer and a cancellation cost RMB 380. Mainland China moves fully to computer-delivered IELTS from 1 September 2026, after UKVI tests moved on 1 July 2026. A one-skill retake costs RMB 1,400 and is open only to computer-delivered candidates who register within 60 days of the original test.
私人考生为什么要多付一笔转考费

Private candidates pay for more than the paper. AQA charges a transferred candidate fee when a student sits at a host centre rather than the centre that entered them: GBP 42.20 for a single student in the UK, GBP 84.35 for a group of two to five and GBP 126.40 for more than five, rising to GBP 84.35, GBP 168.55 and GBP 252.75 outside the UK. The host centre then adds its own administration and invigilation charge, which is set locally and varies between centres.
重考的完整成本：重报加一次复核
重考不是交一次报名费就结束。重考一门课要重新付该科的报名费，A 级生物是 118.10 英镑，GCSE 数学是 51.20 英镑，均按英国考点价。若需要复议，AQA 2026 年夏季的评分复核是 44.85 英镑（一二级资格）与 51.95 英镑（三级资格），优先复核是 61.70 英镑，纯程序性核查是 9.70 英镑。申诉还要再付费，第一阶段 133.20 英镑，第二阶段 228.20 英镑。真正的成本还有时间：重考要把下一学年的备考时间重新切一遍。很多学生以为重考只是多交一次报名费，忽略了复议与时间这两块。按重报加一次复核两笔算，才是完整的重考预算。
A retake costs more than a second entry fee. The subject has to be entered again, at GBP 118.10 for A-level Biology or GBP 51.20 for GCSE Mathematics in a UK centre, and any challenge to the result sits on top. AQA's summer 2026 post-results list prices a clerical re-check at GBP 9.70, a review of marking at GBP 44.85 for level 1 and 2 qualifications and GBP 51.95 for level 3, a priority review at GBP 61.70, and appeals at GBP 133.20 and GBP 228.20 for the two stages.
复议与查卷的钱花在哪里
复议的花费按动作分档。AQA 的价目里，程序性核查只核对加分与转录是否有误，价格最低；评分复核会由另一名阅卷员重读答题，并附一份试卷副本；优先复核用于临近大学录取决定的场合，价格更高。非考试评估的调分复核是 268.90 英镑（一二级）与 299.75 英镑（三级），人数在五人及以下的学校按半价。复核不保证提分，很多学生以为交了钱分数就会变，实际大部分复核结果维持原判。AQA 在价目表里写明，原始答卷副本与优先副本免费，可以先看卷再决定是否花钱复核。
The price of a challenge depends on what is actually re-examined. A clerical re-check only verifies that marks were added and transcribed correctly, which is why it is the cheapest option, while a review of marking sends the work to a different examiner and includes a free copy of the reviewed script. Review of moderation for non-exam assessment costs GBP 268.90 at level 1 and 2 and GBP 299.75 at level 3, halved for cohorts of five or fewer students. Free copies of marked papers let students read the script before paying for a review, and a review never promises a higher grade.

Cross-border payment is where budgets quietly slip. Entry fees are set in pounds sterling or Swiss francs, then converted by the school or the payment channel, so what a family pays depends on the rate and the handling charge applied on the day. Different channels use different spreads, and the same fee can vary by one to three per cent depending on the card or transfer route. Recording the payment date next to the exchange rate, and paying through one currency and one channel, removes a large part of that uncertainty.
把缴费日写进考季时间表

A budget only works if it is tied to dates. Four milestones belong in the calendar: estimated entries, the entry deadline, the late entry deadline and the last date for a refundable withdrawal. Taking AQA's summer 2026 series, entries closed on 21 February 2026, the late entry fee applied from 22 February, very late entries and amendments were charged from 21 April, and credit notes for withdrawals stopped on the same April date. Paying two weeks before the official deadline is the simplest way to avoid those extra charges entirely.
三个最常见的预算错误
综合下来，最常见的差错有三个。第一个是把单科报名费乘以科目数当成总支出，漏掉国际考点加价、学校行政费与考点监考成本。第二个是把迟报费当成意外支出，没有在截止日之前完成缴费。第三个是只算重考报名费，没有给复议与时间留预算。核对方法很简单：向学校或考点索取一份逐项清单，把每一笔收费对应到官方价目表的条目上。凡是找不到官方出处的收费，都值得再问一次。预算表最后要落到一个区间，而不是一个精确数字。
Three mistakes turn up again and again. The first is multiplying one subject fee by the number of subjects and calling it the total, which ignores international centre mark-ups, school administration charges and invigilation costs. The second is treating the late entry fee as an unexpected expense rather than something the calendar could have prevented. The third is budgeting for a retake without setting anything aside for a review of results. Asking the centre for an itemised quote and matching each line to an official fee list settles most of these questions.
