📚 Plan 5 Student Loan Overseas Repayment Thresholds by Country |
Moving abroad does not switch off a Plan 5 student loan. It rewrites the rulebook. Plan 5, the repayment plan for English students who started full-time undergraduate courses on or after 1 August 2023, fixes the UK repayment threshold at £25,000 and charges 9% of everything earned above it over a 40-year term. The moment you live outside the UK for more than three months, the Student Loans Company (SLC) swaps the single UK threshold for a country-specific overseas threshold. Two borrowers on identical salaries in different countries can therefore owe completely different annual amounts.
1. What Plan 5 Actually Is | 第五类学生贷款究竟是什么
Plan 5 is a repayment plan, not a type of loan product you choose. It is assigned automatically to English-domiciled students who began a full-time undergraduate course on or after 1 August 2023. Part-time and postgraduate borrowers have their own arrangements, and students from Scotland, Wales and Northern Ireland sit under different plans, so the country rules below apply specifically to Plan 5 borrowers.
The four numbers that define Plan 5 are: a £25,000 UK repayment threshold, a 9% repayment rate on income above that threshold, a 40-year repayment term before any remaining balance is written off, and an interest rate equal to the Retail Prices Index (RPI), which means there is no real interest rate on top of inflation.
Crucially, the Plan 5 threshold is designed to stay at £25,000 and is not uprated each year in line with earnings or inflation. That single design choice is what makes the overseas threshold question so important: the gap between a frozen UK threshold and country-adjusted overseas thresholds grows wider over time.
2. The UK Threshold and the 9% Rule |
UK, repayments are collected through PAYE, and the calculation is mechanical. You repay 9% of the difference between your gross annual income and £25,000. If you earn £25,000 or less, you repay nothing that year. If you earn £35,000, you repay 9% × £10,000 = £900 across the year, which is £75 a month.
Annual repayment = 9% × (Gross annual income − Repayment threshold)
This formula is the same everywhere in the world. What changes when you move overseas is only the second term in the bracket. The threshold is no longer £25,000.
Because the threshold is frozen while salaries normally rise with inflation, a Plan 5 borrower who stays in the UK on an average graduate salary will gradually repay a larger and larger share of income over the 40-year term. Overseas borrowers face a parallel effect, but through a different mechanism.
3. Why the Threshold Changes When You Move Abroad |
The overseas threshold exists to keep repayment fair in real terms. £25,000 buys very different amounts of food, rent and transport in London, Zurich and Lagos. If the SLC simply applied the UK threshold everywhere, borrowers in low-cost countries would be pushed into repayment far earlier in real terms, while borrowers in high-cost countries would effectively get a discount.
So the SLC publishes an overseas earnings threshold for each country and territory. Each threshold is derived from the UK threshold of £25,000, adjusted to reflect relative price levels in that country. The higher the cost of living, the higher the threshold; the lower the cost of living, the lower the threshold.
The practical consequence is the one that surprises borrowers most: working in a cheaper country does not necessarily mean repaying less. It means the bar you must clear before repaying anything at all is set lower.
4. The Price-Level Method Behind the Numbers |
Although the SLC does not publish a single tidy formula for every territory, the underlying logic is a price-level or purchasing-power adjustment. You take the UK threshold, multiply it by an index representing the country's price level relative to the UK, and round the result to a sensible figure. The general shape is:
Overseas threshold ≈ £25,000 × (Country price level index ÷ 100)
If a country's price level index is 130 (prices 30% higher than the UK), the threshold lands near £32,500. If the index is 60 (prices 40% lower than the UK), the threshold lands near £15,000. The UK itself sits at index 100, which is why the domestic threshold remains £25,000.
Two practical warnings follow. First, the published thresholds are set administratively and are not simply "the exact index result"; SLC rounds and reviews them, so the real figure for your country must always be read from the official table for the correct plan and assessment year. Second, the table is updated periodically, so a figure you memorised two years ago may no longer be current.
5. Which Countries Sit High and Which Sit Low |
The pattern is broadly intuitive: high-income, high-cost economies receive the highest thresholds, while low-cost economies receive the lowest. The table below is an illustrative model built from the price-level method above, not a copy of the official SLC schedule. Use it to understand the direction and magnitude of the effect, then verify the actual number.
| Switzerland, Norway |
| Japan, Australia, Denmark |
| United States, Germany, France |
| China, Malaysia, Poland |
| India, Nigeria, Vietnam |
The takeaway is not the exact numbers but the spread. Across the world, the Plan 5 overseas threshold can plausibly range from roughly £8,000 to roughly £38,000 — a factor of nearly five. Two graduates with the same £40,000-equivalent salary would repay nothing in one country and thousands of pounds a year in another.
Care should also be taken with territories that are not fully captured by price indices, such as offshore financial centres or countries with dual exchange rates. In these cases the published threshold may look anomalous relative to the local cost of living.
6. Currency Conversion and Assessment Dates |
Thresholds are published in pounds sterling, but most overseas borrowers are paid in local currency. Converting income correctly is therefore half the battle. The SLC specifies which exchange rate and which reference date to use for a given assessment year, and the figure is typically fixed rather than left to the borrower's discretion.
Do not use the rate that flatters you. If you convert at a rate that understates your sterling income, the assessment will be wrong, and corrections usually cost more time than doing it properly the first time. Keep the source of the rate you used, for example a central bank reference rate or the rate stated on the SLC form.
Where income fluctuates — freelance work, commission, overseas bonuses — the assessment generally looks at total income for the relevant period rather than a single month. Bonus timing can therefore shift a borrower above or below the threshold for a whole year, so plan contract and payment dates with the assessment period in mind.
7. Worked Calculation: Three Borrowers, One Salary |
Assume three Plan 5 borrowers each earn the equivalent of £42,000 a year, but live in different places. Borrower A stays in the UK, Borrower B lives in a country with an index of 140, and Borrower C lives in a country with an index of 60.
Borrower A: threshold £25,000 → 9% × (£42,000 − £25,000) = £1,530
Borrower B: threshold £35,000 → 9% × (£42,000 − £35,000) = £630
Borrower C: threshold £15,000 → 9% × (£42,000 − £15,000) = £2,430
The spread is £1,800 a year between the highest and lowest case, on identical nominal income. Borrower C, in the cheapest country, pays the most in sterling terms, because the threshold there is lowest. This is the single most counter-intuitive result in the whole overseas system.
Monthly equivalents make the difference easier to grasp: A pays about £127.50, B about £52.50, and C about £202.50. Overseas repayments are normally collected in monthly instalments by Direct Debit, or as an annual lump sum if the borrower prefers.
8. Evidence You Must Provide |
Overseas repayment is self-declared and then verified. The SLC issues an overseas income assessment form, and the borrower must return it with supporting evidence by the stated deadline. Missing the deadline is treated as non-cooperation rather than as having no income.
Acceptable evidence commonly includes a local tax return or tax assessment notice, an employer letter stating gross annual salary, payslips covering the relevant period, and — for the self-employed — accounts or a tax computation. Documents in a foreign language normally need a certified English translation.
