📚 Plan 4 Student Loans and Overseas Income: Why Repayment Thresholds Differ by Country |
Most students assume that a student loan is a single national contract with one repayment rule. In reality the UK runs a family of loan plans, and the one usually called the 'fourth type' - Plan 4, the Scottish plan - does not use one threshold for the whole world. It uses a different threshold for almost every country in which a graduate might work, and those thresholds can be three or four times apart. This article explains the mechanism, the economics behind it, and how to avoid being overcharged.
The UK student loan system is split by nation and by the year a course started, not by the university's ranking. Plan 1 covers the oldest loans, Plan 2 covers England and Wales from 2012 to 2023, Plan 4 is the Scottish plan for courses starting from 2021-22, Plan 5 covers England from August 2023, and the Postgraduate Loan sits alongside them all. When a textbook or a news report says 'the fourth type of student loan', it is almost always referring to Plan 4: the loans funded by the Student Awards Agency Scotland (SAAS) and collected by the Student Loans Company (SLC).
The practical consequence is that two graduates with identical salaries can owe completely different monthly amounts. A Plan 2 borrower in Tokyo and a Plan 4 borrower in Tokyo are assessed against two different country tables, because each plan has its own domestic threshold and therefore its own overseas threshold set.
2. The Core Rule: You Repay Where You Earn |
For Plan 4 the arithmetic is simple and is applied everywhere in the world:
Annual repayment = 9% × (Annual income − Country threshold)
The complicated part is not the 9%. It is the definition of 'income' and the choice of 'country threshold'. Inside the UK, repayment is deducted automatically through PAYE and the threshold is the domestic Plan 4 figure. Outside the UK, there is no PAYE, so the borrower must self-certify their income to the SLC every year and pay directly by direct debit or bank transfer.
Crucially, the trigger is the payroll and not the postcode. If you are physically in Japan but still paid by a UK employer through PAYE, you remain on the UK threshold. If you are paid into a Japanese payroll, you fall under the overseas assessment and the Japanese threshold applies - even if you left the UK only a few weeks ago.
3. Why Overseas Thresholds Must Differ |
If the SLC applied the UK threshold of roughly £31,000-£33,000 to every country, the consequences would be absurd in both directions. In Switzerland, Norway or Singapore, almost every graduate would repay, because local salaries are high relative to the UK. In Vietnam, Kenya or Bolivia, a well-paid graduate might earn the local equivalent of £12,000 a year and would repay nothing at all - even though that salary represents a comfortable middle-class life locally. The loan would effectively become a grant for low-income countries and a heavier burden for high-income ones.
Policy-makers therefore aim for horizontal equity: two borrowers at the same standard of living should repay the same real amount, wherever they live. The tool is purchasing power parity (PPP), the exchange rate that equalises the cost of a basket of goods across countries, rather than the market exchange rate.
