📚 UK Undergraduate Student Loan Eligibility and Disbursement Rules |

UK undergraduate student finance is often described as a "loan", but the way it is granted has far more in common with a residency and course-eligibility system than with a commercial bank's credit assessment. There is no credit check, no guarantor and no collateral. Instead, Student Finance England (and its devolved counterparts) asks three core questions: who you are, where you have been ordinarily resident, and what you are going to study. Only after eligibility is confirmed does the question of how much money you receive, and when it is paid, come into play.

1. Who Qualifies: Nationality and Status Categories |

The first filter is personal status. UK nationals, Irish nationals, and people with settled status in the UK (for example Indefinite Leave to Enter or Remain, or settled status under the EU Settlement Scheme) are generally in the eligible group, provided the residency rules described in the next section are also met.

Other categories can also qualify: refugees and those with humanitarian protection, their family members, certain family members of UK nationals, and some people with pre-settled status who have accumulated the required residence. Long-residence cases are assessed individually. Importantly, "home fee status" and "student loan eligibility" are two separate tests; a student can be charged home fees yet still be refused a loan, or vice versa in rare cases.

There is no upper age limit. Tuition fee loans are available at any age, and since 2016/17 maintenance loans have also been available to students aged 60 and over. Eligibility is not affected by your parents' income in terms of whether you qualify, only in terms of how much maintenance loan you receive.

2. The Three-Year Ordinarily Resident Rule |

The single most common reason for refusal is residence. To qualify in England you must be ordinarily resident in England on the first day of the first academic year of your course, and you must have been ordinarily resident in the UK, the Channel Islands, the Isle of Man or the Republic of Ireland for the three years immediately before that date.

"Ordinarily resident" is a legal concept, not simply a count of nights spent in the country. It means habitual, lawful residence adopted voluntarily. Crucially, the three-year residence must not have been wholly or mainly for the purpose of receiving full-time education. A student who moved to the UK at 16 purely to attend a boarding school will usually fail this test; a student whose family relocated for work will usually pass.

There are exceptions that preserve eligibility: temporary absence for education, Crown service, armed forces service, or employment abroad of a temporary nature may not break ordinary residence. Students taking a gap year abroad do not normally lose eligibility as long as the UK remained their base.

3. Designated Courses and Approved Providers |

Even a fully eligible student can only receive funding for a "designated" course. In practice this means a higher education course at a provider registered with the Office for Students, leading to a recognised qualification such as a BA, BSc, BEng, Foundation Degree, DipHE, CertHE or HND.

Mode of study matters. Full-time courses are straightforward. Part-time courses must usually be at least 25% of the intensity of an equivalent full-time course and last at least one academic year to attract a tuition fee loan. Distance-learning courses are funded only in restricted situations, most commonly where a student cannot attend a campus course because of a disability.

Private providers add another layer: a course must normally hold specific course designation before its students can access student finance. Sandwich courses with a placement year, and courses with a year abroad, are designated but attract reduced funding for those years.

4. The Tuition Fee Loan and Fee Caps |

The tuition fee loan is not means-tested. It is paid directly to the university, and it covers the full fee charged, up to the statutory cap. For 2024/25 the cap in England was £9,250; from 2025/26 it rises to £9,535. Because the loan is paid to the provider rather than to the student, it never appears in the student's bank account.

Reduced rates apply in certain years. In a placement (sandwich) year the fee cap was £1,850 in 2024/25, and in a study year abroad it was £1,385, so the loan covers only that lower fee.

Repayment is income-contingent rather than debt-based. English students starting courses from August 2023 are on Plan 5: 9% of income above £25,000 per year, with any remaining balance written off after 40 years. Students who never earn above the threshold repay nothing.

5. The Maintenance Loan and Household Income Assessment |

The maintenance loan is the only means-tested element. It is intended for living costs — rent, food, books, travel — and it is paid into the student's own bank account. The amount depends on where the student lives and on household income, which normally means the income of parents (or of a partner, if the student is independent).

The maximum is available when household income is £25,000 or below. Above that, the loan tapers downwards until it reaches a minimum level. Approximate 2024/25 maxima are shown below; always confirm current rates on gov.uk before planning a budget.

Living with parents |
Living away, outside London |
Living away, in London |

The London rate applies if you study at a London institution and live away from home, or in some cases if you live in London while studying elsewhere. Students with a longer academic year, such as medical students, may receive additional weeks of loan. Students with children or adult dependants may also access non-repayable grants such as the Childcare Grant and Parents' Learning Allowance.

6. Previous Study and Equivalent Level Rules |

Funding is finite across a lifetime. For a full-time course in England, the general formula is that the length of your new course plus one additional year must exceed the number of years of previous study. If you previously completed two years of another degree, a three-year course would normally still be funded, but a four-year course would not be fully funded.
