In England, the quality of support a child with special educational needs and disabilities (SEND) receives depends less on a single classroom than on an entire local system: schools, colleges, health services, therapy teams, social care and the local authority all have to work together. Since 2016, Ofsted and the Care Quality Commission (CQC) have inspected these local systems jointly under a framework known as area SEND inspection. After years of criticism, a national consultation and a formal pause, that framework is being reshaped, and the review work carried out through 2025 has produced a clear picture of what was working, what was failing and what any new framework must capture.

1. What Are SEND Area Inspections? | 什么是 SEND 区域检查
SEND area inspections are not school inspections. They examine whether the whole local area partnership identifies children's needs early, meets those needs well and improves outcomes for children and young people from birth to 25.

2. The Legal and Policy Backdrop | 法律与政策背景
The current SEND system rests on the Children and Families Act 2014 and the SEND Code of Practice published in 2015. Together they replaced statements of special educational needs with EHCPs, extended statutory protection from 0 to 25, and created a legal expectation of genuine co-production with parents and young people.

Two duties shape almost every inspection finding. The first is the 20-week statutory timescale for issuing an EHCP after a request for assessment. The second is the presumption of mainstream education, which means a mainstream place should be the default unless it is incompatible with a child's needs or the efficient education of others.

Political direction also matters. Alongside it, high-needs funding pressures, cumulative deficits in dedicated schools grant budgets and government intervention programmes in a number of local areas have shaped how inspectors interpret what they see.

3. How the Previous Framework Worked (2016-2024) | 旧框架如何运作（2016—2024）
The first area SEND framework was introduced in 2016, with a revised framework and handbook introduced in 2023. Inspections were usually carried out on a rolling cycle of roughly five years, so every area in England would eventually be visited.

Rather than a single number or grade, the revised framework used graded outcome statements. Inspectors judged whether arrangements typically led to positive experiences and outcomes, whether there were inconsistencies, or whether there were widespread and/or systemic failings.

Areas judged to have systemic failings usually received a monitoring visit or a re-inspection, and were required to produce a written statement of action with health partners.

4. Why the Framework Was Reviewed | 为什么要调整框架
Pressure for change came from several directions at once. Parent groups argued that inspections sometimes measured paperwork rather than the lived experience of families fighting for support. Local authorities argued that outcomes were being judged without sufficient weight given to funding, workforce shortages and rising demand.

A wider shift in inspection policy mattered too. Following the death of headteacher Ruth Perry and the coroner's prevention of future deaths report, Ofsted launched its 'Big Listen' consultation in March 2024, closing in May 2024 and reporting in September 2024. That process committed Ofsted to reducing inspection burden, reviewing its frameworks and reconsidering how judgements are expressed.
