Many families assume that when a 16-year-old moves into a further education college's on-site halls of residence, the boarding side is inspected in exactly the same way as a boarding school. In England it is not. The education and training of a college and its residential provision are inspected by different Ofsted teams, against different standards, and the reports are published separately. This guide explains who regulates college boarding, which standards apply, what inspectors actually look at, and what parents should check before and after enrolment.

1. Who Actually Inspects College Boarding? | 到底谁来督察学院寄宿
In England, further education colleges are inspected by Ofsted. The college's teaching, learning, apprenticeships and outcomes are inspected under the education inspection framework (EIF). The residential - boarding - part is inspected separately by Ofsted's social care inspectors, using a framework and evaluation schedule based on the National Minimum Standards for residential provision in further education colleges.

The practical consequence is important: a college can be graded 'Good' for its education and simultaneously judged 'Requires improvement' for its residential provision. Always ask for the residential report as well as the main college report.

Other bodies also have a role. The Department for Education (DfE) sets policy and standards; the Education and Skills Funding Agency (ESFA) funds colleges and can attach conditions to that funding; the local authority children's social care service and the local safeguarding partners oversee safeguarding; the fire and rescue authority enforces fire safety; environmental health oversees catering. Note that the Independent Schools Inspectorate (ISI) inspects independent schools - it does not inspect further education colleges.

The residential provision of a college is grounded in the Care Standards Act 2000 and its regulations, alongside the Children Act 1989 (the welfare of children and duties of care), the Children Act 2004 (safeguarding partners), the Equality Act 2010, and data protection law. Ofsted's powers of inspection flow from education and care legislation.

The Prevent duty also applies.
