📚 Ofsted Inspection Framework and Grading Criteria Explained | Ofsted
Ofsted is the body that inspects and grades state-funded schools in England, and its judgements shape school budgets, staffing, admissions and reputation. For students, parents and tutors, understanding how an inspection is carried out, what evidence is collected and how a final grade is reached is far more useful than simply reading the headline outcome. This article unpacks the legal basis, the four key judgements, the grade descriptors, the deep-dive methodology and the reforms now reshaping the system.
1. What Ofsted Is and What It Does | Ofsted
Ofsted stands for the Office for Standards in Education, Children's Services and Skills. It is a non-ministerial government department, which means it reports to Parliament rather than to the Department for Education, and its remit covers schools, further education, early years, apprenticeships, initial teacher training and children's social care.
Its jurisdiction is England only. Scotland is inspected by Education Scotland, Wales by Estyn, and Northern Ireland by the Education and Training Inspectorate. This is why an "Ofsted grade" is not a UK-wide concept, even though it is often reported as if it were.
The legal basis for school inspection sits mainly in the Education and Inspections Act 2006 and the Education Act 2005. Graded inspections of maintained schools take place under section 5 of the 2005 Act, while ungraded or monitoring visits take place under section 8.
2. The Education Inspection Framework (EIF) 2019 | 2019
The Education Inspection Framework came into force in September 2019, replacing the 2015 Common Inspection Framework. Its central purpose was to reduce the influence of raw exam and progress data on inspection outcomes and to put the curriculum back at the heart of the process.
Under the old framework, inspectors judged teaching, learning and assessment, and outcomes, as separate categories. Under the EIF these were merged into a single judgement: the quality of education. This was a deliberate move away from lesson-by-lesson observation towards a broader "curriculum journey" model.
The EIF reduces the use of internal progress and attainment data, stating that inspectors will not use a school's own data as the primary evidence of quality, and will not expect to see a particular format of data tracking. Data is treated as a starting point for professional discussion, not as a verdict.
Overall Effectiveness ← Quality of Education + Behaviour & Attitudes + Personal Development + Leadership & Management
3. The Four Key Judgements |
A graded inspection produces four key judgements plus an overall effectiveness judgement. Each key judgement is graded on the same four-point scale, and the overall grade is derived from the pattern rather than from an average.
The four key judgements are not equally weighted in practice. The quality of education acts as an anchor: if it is judged to require improvement, the school cannot be judged outstanding or good overall.
Quality of education | 教育质量 - the intent, implementation and impact of the curriculum.
Behaviour and attitudes | 行为与态度 - conduct, attendance, bullying, attitudes to learning.
Leadership and management | 领导与管理 - vision, staff development, workload, governance, use of resources.
Safeguarding is not a separate key judgement, but it functions as a limiting judgement: if safeguarding is found to be ineffective, the school is normally judged inadequate overall.
4. The Four-Point Grading Scale |
The grading scale has four points, applied to each key judgement and to overall effectiveness. The wording is standardised and inspectors must apply the grade descriptors as written in the framework and its associated guidance.
| 1 | Outstanding |
| 2 | Good | 良好 |
| 3 | Requires improvement |
| 4 | Inadequate |
Outstanding means the school is meeting all its responsibilities effectively and that provision is of exceptionally high quality. Good means the school is effective and the standard of education is strong, but not exceptional in every respect.
Requires improvement means one or more key judgements are not good enough, and inspectors must be satisfied that leaders have the capacity to improve. Inadequate means there are serious weaknesses, and the precise category matters because it determines the level of intervention.
The combination rules are broadly as follows, and are applied with professional judgement rather than mechanically:
Outstanding overall requires quality of education = 1 and all other key judgements ≥ 2. |
Quality of education = 3 caps the overall grade at 3.
Two or more key judgements at 4 normally produce an overall 4. |
Ineffective safeguarding normally produces an overall 4. |
Overall = 1 ⇔ (QoE = 1) AND (BA ≥ 2) AND (PD ≥ 2) AND (LM ≥ 2)
5. Quality of Education: Intent, Implementation, Impact |
This is the most heavily weighted judgement and the one most likely to determine the final outcome. Inspectors assess it through three lenses: intent, implementation and impact.
Intent refers to the curriculum as designed: what knowledge and skills leaders intend pupils to acquire, in what order, and why that sequence is logical. Inspectors ask whether the curriculum is ambitious for all pupils, including those with special educational needs and disabilities (SEND) and disadvantaged pupils.
Implementation refers to how the curriculum is taught: whether teachers have strong subject knowledge, whether explanations and modelling are clear, whether assessment is used to check understanding and reshape teaching, and whether retrieval practice and formative assessment are embedded.
Impact refers to whether pupils actually learn what was intended. It includes published outcomes, but also the work in pupils' books, the quality of discussion, and the ability of pupils to recall and apply knowledge across the curriculum over time.
Key risk areas that frequently push this judgement down include curriculum narrowing in Years 10 and 11, where pupils are entered early for GCSEs or steered away from subjects to protect league-table measures.
6. Behaviour and Attitudes |
This judgement is about the climate for learning, not about whether pupils are simply quiet. Inspectors look at low-level disruption, the consistency of routines across the school, and whether pupils can explain why good behaviour matters.
Attendance has become a much heavier focus since 2022, following the rise in persistent absence after the pandemic. Inspectors examine overall absence, persistent absence (below 90% attendance) and severe absence, and they compare these with national figures and with the school's own context.
Bullying, including online bullying and discriminatory language, is examined both through pupil voice and through the school's recorded incidents and responses. A school that records very few incidents but where pupils report widespread bullying is in a weaker position than one that records more but handles them well.
Exclusions, off-rolling and the use of internal exclusion units are also part of this judgement. Inspectors check whether pupils are being removed from the roll in ways that flatter results, which is treated as a serious concern.
7. Personal Development |
Personal development covers the wider, non-academic formation of pupils: character, resilience, confidence and the school's contribution to pupils' spiritual, moral, social and cultural (SMSC) development.
Inspectors examine whether the curriculum extends beyond the academic, for example through extracurricular clubs, music, sport, debating, volunteering and leadership opportunities, and whether disadvantaged pupils actually access these opportunities.
Careers education is assessed against the Gatsby Benchmarks, particularly the provision of encounters with employers and with further and higher education. For sixth forms, advice on apprenticeships and non-university routes is scrutinised.
Relationships, sex and health education (RSHE), protected characteristics and the promotion of fundamental British values are also considered, alongside how well the school prepares pupils for life in modern Britain.
8. Leadership and Management |
This judgement asks whether leaders have a clear, ambitious vision and whether they have built the systems, staffing and culture to deliver it. Inspectors look at how well leaders know their school's strengths and weaknesses, and whether improvement planning is realistic rather than rhetorical.
Staff workload and wellbeing are explicitly part of this judgement. Inspectors ask whether data collection, marking and meeting practices are proportionate, and whether teachers are protected from unnecessary bureaucratic tasks.
Continuing professional development (CPD) is examined closely: whether teachers receive subject-specific development, whether early career teachers are properly supported, and whether professional learning is linked to the school's curriculum priorities.
Governance and trusteeship are also assessed. Governors and trustees must be able to explain the school's priorities, challenge leaders appropriately, and demonstrate that they understand the school's performance data.
Use of resources, including the pupil premium and the catch-up premium, is reviewed for value for money: whether spending demonstrably improves outcomes for the pupils it is intended to support.
9. Safeguarding: The Limiting Judgement |
Safeguarding does not receive a numbered grade, but it is inspected in every school and it has a decisive effect on the overall outcome. Inspectors record it as either effective or not effective, and a finding of ineffective safeguarding normally leads to an inadequate overall judgement.
The evidence base includes the single central record of staff checks, safer recruitment procedures, the training and workload of the designated safeguarding lead, and the school's response to recorded concerns, including referrals to external agencies.
Online safety and filtering and monitoring arrangements are checked, in line with the requirements set out in Keeping Children Safe in Education. Pupils are asked directly whether they know how to report concerns and whether they trust adults to act.
Because safeguarding is a limiting judgement, a school with strong curriculum and behaviour but weak safeguarding cannot achieve a good or outstanding overall grade. This asymmetry is intentional, reflecting the statutory duty schools hold.
10. How an Inspection Actually Runs: Deep Dives and Evidence |
Most graded inspections are conducted with one day's notice: the lead inspector contacts the school around midday and the team arrives the following morning. This is designed to prevent excessive staging, though some schools still over-prepare.
A typical inspection lasts two days for a primary or secondary school, with a smaller team and a shorter timetable for a section 8 visit. Team size rises with the size and complexity of the school, and usually includes at least one serving practitioner.
The core method is the deep dive. Inspectors select a sample of subjects, typically four to six, and trace the curriculum from the top of the school down, looking at planning, teaching, work in books and pupil outcomes.
Deep dives normally include reading and mathematics plus at least one foundation or non-core subject, precisely to check that the school has not narrowed its curriculum to league-table subjects.
Inspectors also gather evidence from pupil, staff and parent surveys, including Ofsted Parent View, from meetings with governors and senior leaders, and from a scrutiny of attendance, exclusion and safeguarding records.
Curriculum journey: leaders explain the sequencing of knowledge. |
Lesson visits with subject leaders, not graded lesson observations. |
Work scrutiny: books and outcomes over time.
Pupil voice: structured discussions with sampled groups. |
Feedback meeting at the end to share provisional judgements. |
The draft report is usually sent to the school for a factual accuracy check within a short window, and the final report is normally published within roughly fifteen working days of the inspection.
11. Consequences and Reform: From Intervention to Report Cards |
Grades carry real consequences. A school judged inadequate is normally issued with an academy order if it is a maintained school, and is placed in a category such as special
