📚 How Mainstream Schools Meet Special Educational Needs: Research Conclusions |
Internationally, the large majority of pupils identified with special educational needs and disabilities (SEND) are educated in mainstream schools rather than in specialist settings. The practical question for teachers, school leaders and researchers is therefore not whether mainstream schools should include these pupils, but how they actually meet their needs, and what the accumulated research evidence says about the provision that works. This article sets out the policy framework used in England and then summarises the main conclusions of empirical research on mainstream SEND provision.
1. Policy Context and the Central Research Question |
In England, roughly one pupil in six is recorded as having special educational needs. Around 13 per cent are supported at the level known as SEN Support, while around 5 per cent hold an Education, Health and Care Plan (EHCP). The overwhelming majority of pupils at SEN Support, and a substantial share of those with an EHCP, are educated in mainstream classrooms. This makes mainstream schools the primary site of SEND provision in the system, not a marginal alternative to special schools.
Research on mainstream SEND provision clusters around three questions. The first is placement: who is taught where, and how placement decisions are made. The second is process: what actually happens inside the classroom and the school day. The third is outcome: what pupils achieve academically, socially and emotionally, and how they experience school. Most robust conclusions come from the second and third strands, because placement alone explains surprisingly little about pupil progress.
This distinction matters for revision and for practice. A school can be fully inclusive on paper, with every pupil physically present in a mainstream classroom, yet remain exclusionary in practice if the curriculum, assessment and social environment are not adapted. The research literature therefore increasingly evaluates provision rather than placement.
2. Defining Special Educational Needs |
The legal definition in England, set out in section 20 of the Children and Families Act 2014, states that a child has special educational needs if they have a learning difficulty or disability which calls for special educational provision to be made for them. Special educational provision is defined as provision that is additional to, or different from, that made generally for others of the same age in mainstream schools.
Learning difficulty or disability → provision additional to or different from the ordinary
The SEND Code of Practice groups need under four broad areas: communication and interaction; cognition and learning; social, emotional and mental health; and sensory and physical needs. These categories are administrative rather than diagnostic. A single pupil frequently has needs in more than one area, and the categories say nothing about severity or about what teaching should look like.
A central research conclusion is that need is a continuum rather than a binary category, and that its expression is context-dependent. The same pupil may require substantial support in one subject, with one teacher and one seating arrangement, and very little in another. Identification is therefore partly a function of the environment, the curriculum and the teacher's skill, not solely a property of the child.
3. The Statutory Framework |
Three pieces of legislation shape mainstream provision in England. The Children and Families Act 2014 introduced the 0 to 25 SEND system and replaced statements of special educational needs with Education, Health and Care Plans. The SEND Code of Practice 2015 sets out how schools should identify, assess and support pupils. The Equality Act 2010 imposes a duty not to discriminate against disabled pupils and a duty to make reasonable adjustments, including the provision of auxiliary aids where reasonable.
Key duties on mainstream schools include using best endeavours to secure the special educational provision a pupil needs, designating a qualified teacher as Special Educational Needs Coordinator (SENCO), publishing an SEN information report, and cooperating with the local authority. Where a pupil has an EHCP, the school must secure the provision specified in it and must not treat the plan as a ceiling on ambition.
Research on the framework highlights two recurring problems. The first is implementation variability: identical legal duties produce very different provision across schools and local areas. The second is the assessment bottleneck, where statutory timescales for needs assessment are frequently missed and tribunal appeals have risen sharply, indicating that the legal framework alone does not guarantee adequate provision.
4. The Graduated Approach: Assess, Plan, Do, Review |
The Code of Practice requires a four-part cycle of action known as the graduated approach. Provision should begin with high-quality teaching, move to targeted support, and only then to intensive individualised provision. This layered structure is often described as the wave model, with wave one being universal teaching, wave two small-group support and wave three individual provision.
| Assess
What exactly is blocking progress? |
Teacher assessment, standardised measures, pupil and parent views, classroom observation
| Plan
What will change, who does it, by when? |
Clear, measurable targets; agreed roles for teacher, TA and SENCO; parent involvement
| Do 实施 |
Is the plan being delivered with fidelity? |
The class teacher remains responsible; interventions are structured and time-limited
| Review
Did it work, and what happens next? |
Termly review against baseline data; decision to continue, change or escalate
Research conclusions on the graduated approach are consistent but qualified. The cycle is most effective when the review stage is treated as a genuine decision point rather than paperwork, when interventions are time-limited and evaluated against baseline data, and when the class teacher retains ownership rather than delegating the pupil entirely to support staff.
The most frequently documented failure is drift: an intervention continues long after it has stopped producing measurable benefit, or a pupil remains on a support list without any change in provision. Longitudinal case studies repeatedly show that pupils can spend years in the same intervention without review, which is the opposite of what the cycle is designed to achieve.
5. Quality First Teaching as the Primary Lever |
The most robust conclusion in the whole literature is that high-quality teaching in the ordinary classroom is the single strongest protective factor for pupils with SEND. Because pupils at SEN Support typically spend the great majority of their time in whole-class teaching, the quality of that teaching determines how much additional support is actually needed.
The Education Endowment Foundation guidance report Special Educational Needs in Mainstream Schools recommends that schools ensure all pupils have access to high-quality teaching, and treat it as the first rather than the last response to difficulty. Teaching practices with strong evidence include explicit instruction, worked examples, retrieval practice, formative assessment with frequent checks for understanding, and carefully sequenced curriculum content that builds on prior knowledge.
Cognitive load theory provides the mechanism. Pupils with working memory or processing difficulties are disproportionately harmed by split attention, extraneous visual clutter, long verbal instructions and tasks that require simultaneous decoding and composition. Reducing unnecessary load while keeping the content demanding is one of the clearest evidence-based principles in this field.
A second conclusion concerns expectations. Research on teacher expectation and self-fulfilling prophecy shows that lowered expectations for pupils with SEND depress attainment independently of ability. Studies of pupils with SEND in mainstream settings repeatedly find that they are given less cognitively demanding work, fewer opportunities for extended writing, and less teacher questioning time than peers.
6. Adaptive Teaching, Scaffolding and Universal Design |
Contemporary research and inspection guidance favour the term adaptive teaching over differentiation. Differentiation traditionally meant giving different pupils different tasks; adaptive teaching means teaching the same ambitious content to all pupils while adjusting the support, scaffolding and means of access. The distinction is important because producing a permanently easier worksheet removes the pupil from the shared curriculum.
Universal Design for Learning (UDL) offers a widely used framework with three principles: multiple means of engagement, multiple means of representation, and multiple means of action and expression. In practice this means offering content in visual and verbal forms, allowing pupils to demonstrate learning in different ways, and building choice and relevance into tasks so that motivation does not depend on compliance alone.
Specific scaffolding strategies with good evidence include pre-teaching vocabulary before a topic, providing worked examples and partially completed models, using sentence stems and writing frames, offering visual timetables and graphic organisers, and gradually withdrawing support as competence grows. The withdrawal phase is essential; scaffolding that is never removed becomes a permanent dependency.
