📚 Sexual Harassment and Sexual Violence in UK Schools: Findings and Recommendations |
In 2021, Ofsted published a landmark review of sexual abuse in schools and colleges in England. It followed thousands of anonymous testimonies posted on the Everyone's Invited website, and it concluded that sexual harassment had become so commonplace in pupils' lives that many young people treated it as normal. The review, published on 10 June 2021, set out what inspectors found and what schools, government and Ofsted itself needed to change.
1. Why the 2021 Review Happened | 2021
The immediate trigger was the Everyone's Invited website, founded by Soma Sara in 2020. In March 2021 it went viral, with thousands of pupils and former pupils posting anonymous accounts of groping, sexual assault, rape, "upskirting", online sexual harassment and rape jokes. By spring 2021 the site had collected tens of thousands of testimonies, many naming schools, universities and specific year groups.
The political pressure was not new, however. A 2016 report by the House of Commons Women and Equalities Committee, 'Sexual harassment and sexual violence in schools', had already found that around 29% of 16-18-year-old girls reported unwanted sexual touching at school, and that sexual name-calling was a daily experience for many. Earlier polling by the End Violence Against Women coalition and YouGov had produced similar findings. Successive inquiries therefore described a long-standing, well-evidenced problem rather than a sudden new one.
