📚 GCSE and A-Level Special Consideration: How to Apply for Adjusted Grades in Exceptional Circumstances | GCSE与A-Level考试遇特殊情况如何申请成绩调整
Every exam series, thousands of candidates in England, Wales and Northern Ireland sit GCSE and A-Level papers while coping with illness, bereavement, accidents or a sudden family crisis. The UK exam system does not ignore these situations, but it handles them through a tightly regulated process called special consideration, and that process is controlled by the exam centre, not by the candidate. Understanding exactly what can be claimed, who must claim it, what evidence is needed and how tight the deadlines are is the difference between a small mark adjustment and nothing at all.
1. What Counts as Special Circumstances |
"Special circumstances" is the umbrella term for any event beyond a candidate's control that affects either their performance in an assessment or their ability to sit it at all. It covers genuine illness or injury at the time of the exam, the death of a close family member, a serious domestic crisis, being the victim of a crime, and a severe episode of a diagnosed mental health condition.
Two tests must normally be satisfied before any adjustment is possible. The circumstance must be unforeseen and outside the candidate's control, and there must be a credible link between the circumstance and the candidate's performance on the specific assessment.
- Acceptable examples: illness on the day, a hospital stay, a road accident, bereavement, a family breakdown, a house fire or sudden homelessness.
- Generally unacceptable: ordinary exam nerves, a mild cold, poor teaching, not having revised, a holiday booked in term time, a forgotten calculator, or a misread timetable.
- Long-term conditions: these should be handled before the exam through access arrangements, not afterwards through special consideration.
2. The Three Routes: Before, During and After the Exam |
The exam system offers three distinct mechanisms, and choosing the wrong one is one of the most common mistakes. Access arrangements are made before the exam. Special consideration is a post-exam adjustment. Post-results services are used after grades are issued.
|---|---|---|
| Access arrangements | 考试便利安排 | Before the exam | 考前 | 25% extra time, a reader, a scribe, a separate room | 加时25%、朗读员、代笔员、单独考场 |
| Special consideration | 特殊情况考虑 | After the exam, before results | 考后、成绩公布前 | Up to 5% or 2% of the maximum mark added | 最多加该卷满分的5%或2% |
| Post-results services | 成绩公布后服务 | After results day | 成绩公布之后 | Clerical re-check, review of marking, appeal | 核分、复核评分、申诉 |
A serious incident during the exam itself, such as a fire alarm, a broken clock or a printing error in the paper, is not handled by the candidate at all. The invigilator and the exams officer report it to the awarding organisation, which then decides how to treat every candidate affected.
3. Who Applies, and Who Cannot |
This is the single most important practical fact about special consideration: a candidate cannot apply for it. Only the exam centre, which is the school, college or registered private exam centre, can submit an application to the awarding organisation.
The centre must use its professional judgement. It decides whether the evidence is strong enough, whether the circumstances meet the awarding organisation's criteria, and whether an adjustment is justified. That judgement is then audited by the awarding organisation.
- School candidates: speak to your Head of Year, tutor or the exams officer immediately.
- Private candidates: your registered exam centre must apply on your behalf, so raise the issue with that centre at once.
- International candidates: Cambridge International and Pearson Edexcel International run equivalent schemes, but the terminology and deadlines differ.
4. Special Consideration: The 5%, 2% and 0% Tariff |
The Joint Council for Qualifications, usually known as JCQ, sets a national tariff for special consideration in England, Wales and Northern Ireland. The adjustment is expressed as a percentage of the maximum mark of the component or components affected, not as a percentage of the candidate's own mark.
Adjustment = 5% or 2% of the maximum mark of the affected component(s)
- 5% allowance: the candidate sat the paper but their performance was materially affected by an acceptable circumstance immediately before or during the assessment.
- 2% allowance: the candidate was absent from a component for an acceptable reason, having completed the rest of the assessment.
- 0% allowance: no adjustment is made, either because the circumstance is not acceptable, the evidence is insufficient, or the candidate's grade is already secure and an uplift would make no difference.
A key expectation to manage: a 5% uplift on a single paper is small. It may push a candidate across a grade boundary, but it frequently does not change the final grade at all. Special consideration is a modest corrective measure, not a substitute for the centre assessment grade arrangements used during the pandemic.
Where a candidate has missed so much of the assessment that they have not completed enough of it to be graded, no adjustment can rescue the qualification. In that situation the realistic options are a resit, or a grade based only on the components that were completed.
5. What the Awarding Organisations Accept and Reject |
JCQ publishes guidance listing circumstances that are and are not acceptable grounds for special consideration. Examiners and awarding organisations expect centres to apply this list consistently and honestly.
