📚 GCSE Linear vs Modular Exams: What Did the Reform Change? | GCSE
Between 2012 and 2018 the structure of GCSE examinations in England changed more than at any time since the qualification was introduced. Modular courses, in which pupils sat unit tests throughout the two years and could resit individual units, were replaced by linear courses examined only at the end of the programme, alongside a new 9-1 grading scale and a sharp reduction in coursework. This article explains what actually changed, why it mattered, and how the reform still shapes teaching, revision and results in England and in international schools.
1. What the Reform Actually Changed |
At its simplest, the reform moved GCSEs from a unit-based model to a terminal model. Before the changes, a student could sit one biology unit in Year 10 and further units in Year 11, with each unit contributing a fixed percentage to the final grade and each unit generally resittable once.
Alongside the structural change, three further elements were introduced: the 9-1 grading scale in England, a reduction of non-exam assessment to subjects where practical or performance skills cannot be examined in writing, and the withdrawal of the January exam series.
The reform is England-specific. Wales kept unitised GCSEs and A*-G grades for its made-for-Wales qualifications, and Northern Ireland retained modular GCSEs through CCEA, so a candidate's experience still depends on which UK nation or which international board they are entered with.
The changes were phased in over roughly six years, and the pace differed by subject, which is why past papers from the mid-2010s can look inconsistent in format and grading.
