📚 GCSE and A-Level Grade Appeals Rejected: How to Apply for a Procedural Review | GCSE与A-Level成绩申诉被驳回后如何申请程序审查
Every summer, thousands of GCSE and A-level candidates ask for a review of marking, and a large share of those enquiries come back with the same message: the original mark stands. For most students that is the end of the road. But it is not the only route. If an awarding organisation has mishandled your case, applied its own rules incorrectly, or failed to consider evidence you submitted, you can escalate the matter to a procedural review, a formal check on the process rather than on the academic judgement itself. This guide explains exactly what a procedural review is, who can request one, how to build a case that survives scrutiny, and what to do if it also fails.
1. The Two-Stage Appeal System in a Nutshell |
Since the 2017 reforms in England, the results enquiry system has been built on two clear stages. Stage one is a review of marking, sometimes called an enquiry about results, in which a senior examiner checks whether the original marker applied the mark scheme correctly. Stage two is an appeal to the awarding organisation, heard by a panel that is independent of the original marking team and looks at whether the review of marking was conducted properly.
A procedural review is a third layer that sits outside the awarding organisation. It asks a regulator, or the awarding organisation's own higher authority, to examine whether the appeal was handled fairly, consistently and in line with published procedures. It is not a second re-mark and it does not reopen the academic question of whether an answer deserved two more marks.
Procedural review = a check on the process, not a re-judgement of the mark
2. What "Rejected" Really Means at Each Stage |
Not every rejection carries the same weight. A review of marking may be rejected because the senior examiner found no marking error, or because a mark was corrected but the total still fell on the same grade boundary. Those are academic outcomes, and they are usually the end of the marking question. An appeal rejection is different in kind, because it is a decision about how a process was run.
Read the rejection letter carefully and classify it. Look for phrases such as "the marking was found to be consistent with the mark scheme", which signals academic judgement, versus "the appeal was not admissible", "the evidence submitted was not considered relevant", or "the panel found no procedural error", which signal process. Only the second family of reasons gives you grounds to escalate.
Also check whether you were given reasons at all. An awarding organisation that simply states the appeal is not upheld, without explaining what was considered or why the evidence was rejected, may itself have breached its own published procedures.
3. Valid Grounds for a Procedural Review |
Regulators and awarding bodies accept a fairly narrow set of grounds. The most common are that the awarding organisation failed to follow its own published procedures, applied those procedures inconsistently, failed to take relevant evidence into account, reached a decision that no reasonable body could have reached on the evidence available, or failed to communicate the decision and its reasons adequately.
Grounds that are almost never accepted include disagreeing with the examiner's professional judgement, believing a different examiner would have given more marks, comparing your script with a classmate's, or arguing that your teacher predicted a higher grade. Prediction grades and mock results are not evidence of a marking error.
A useful test is to write your complaint as a sentence that names a rule, a date and a document. If you cannot do that, you probably have an academic disagreement rather than a procedural one, and further escalation will simply consume the remaining weeks before university deadlines.
4. Who Reviews What: The Web of Regulators |
The body that hears your procedural review depends on where you sat your exams and which awarding organisation issued the grade. In England, Ofqual operates the Exam Procedures Review Service, usually shortened to EPRS. In Wales, Qualifications Wales performs a comparable function. In Northern Ireland, CCEA Regulation oversees CCEA. In Scotland, the system is entirely separate and runs through SQA's own post-results and appeals services.
| England 英格兰 | AQA, OCR, Pearson Edexcel, WJEC/Eduqas | Ofqual Exam Procedures Review Service |
| Wales 威尔士 | WJEC/Eduqas, Pearson Edexcel, AQA | Qualifications Wales |
| Northern Ireland 北爱尔兰 | CCEA | CCEA Regulation |
| Scotland 苏格兰 | SQA | SQA appeals, then SPSO |
Two limits apply everywhere. First, a regulator can direct an awarding organisation to correct a procedural failure, but it cannot simply award you a higher grade. Second, the regulator reviews the handling of your case, not the quality of your answers, so a well-argued procedural case can still end with the original mark.
5. Deadlines, Fees and the Priority Route |
Deadlines are the single most common reason candidates lose the right to escalate. In England, JCQ publishes key dates for each series. The priority review of marking service exists for candidates who need an outcome before a university place is confirmed, and its deadline falls within roughly a week of results day. Standard reviews close several weeks later, in mid to late September.
Appeals to the awarding organisation normally must be submitted within 30 days of the review of marking outcome, and always before the awarding body's published final date for that series. Regulators expect you to approach them promptly after the final appeal decision, so treat a fortnight as your working window and check the current guidance rather than relying on memory.
Fees matter too. Reviews of marking are charged per component, typically in the region of 40 to 65 pounds for a GCE unit, and are refunded if the mark is changed. Appeals to the awarding organisation are normally free, and a procedural review by a regulator is free. Advisers and private tutors who charge for appeal work add cost without adding authority.
6. Step-by-Step: Submitting a Procedural Review Request |
Start with a written record. Gather the results slip, the review of marking outcome letter, the appeal decision letter, every email exchanged with the exams officer, and the relevant section of the awarding body's appeals policy. Then build a dated chronology of what happened and when.
Submit the request through the correct channel. School and college candidates normally go through their exams officer or head of centre, because the centre holds the candidate entry and correspondence record. Private candidates can usually approach the awarding organisation and the regulator directly. If you are under 18, a parent or guardian can act on your behalf with your consent.
- Step 1: Identify the exact procedural failure and the rule it breaches.
- Step 2: Assemble a dated chronology with document references.
- Step 3: Submit the request in writing before the deadline, and keep proof of sending.
- Step 4: Ask explicitly for the outcome you want, whether a fresh appeal, a corrected decision or written reasons.
- Step 5: Diary the response deadline and follow up in writing if it passes.
7. How to Write a Review Request That Stands Up | 如何撰写经得起推敲的审查申请
Keep it short, factual and structured. A strong request runs to two or three pages with four headings: the decision you are challenging, the chronology, the procedural grounds, and the remedy you seek. Every claim should point to a document or a policy paragraph.
Avoid emotional language about unfairness, stress or lost opportunities. Regulators assess compliance, not sympathy. Sentences such as "the panel did not address the two pieces of evidence I submitted on 3 September" are far stronger than "the whole process felt unfair".
State clearly what you are not asking for. Confirming that you accept the academic judgement on your answers, and that your case concerns process only, prevents the reviewer from dismissing your request as a disguised re-mark appeal.
8. Evidence: What Helps and What Is Ignored |
Useful evidence includes copies of all correspondence with dates, the awarding body's own published appeals policy, the review of marking report if one was issued, contemporaneous notes of phone calls, and any statement from your centre confirming what was submitted on your behalf and when.
Evidence that is routinely ignored includes teacher predictions
