📚 GCSE 9-1 Grading System: Qualification Conditions and Rules Applied Uniformly Across Subjects | GCSE 9
The GCSE 9-1 grading scale is not a subject-by-subject experiment. It is a set of qualification-level conditions imposed by Ofqual on every reformed GCSE in England, so the same structural rules on structure, tiers, assessment, awarding, resits and endorsements apply whether a candidate sits Mathematics, Art and Design or Combined Science. Understanding those uniform rules is essential, because they determine what a grade actually means and what a candidate must do to be awarded one.
1. What the 9-1 Scale Actually Is | 9至1评分制的本质
The 9-1 scale is a nine-point grading structure in which 9 is the highest grade and 1 is the lowest. It replaced the legacy A*-G scale for GCSEs taken in England. Grade 9 sits above the old grade A*, and grade 1 sits at the bottom of the pass range, broadly comparable to the old grade G.
The reform was phased rather than instantaneous. The first 9-1 awards were made in summer 2017 in English Language, English Literature and Mathematics. Most other subjects followed in 2018 and 2019, so any candidate sitting a GCSE in England today is assessed on the 9-1 scale regardless of the subject chosen.
The system is geographically specific. GCSEs taken in Wales and Northern Ireland continue to use letter grades for most qualifications, and Scotland uses National 5 and Higher. A grade 9 in England is therefore not directly transferable in wording to a Welsh or Northern Irish result.
2. The Uniform Regulatory Framework |
Every reformed GCSE is governed by the same Ofqual qualification-level conditions and requirements. These conditions set out the general rules that apply to all subjects: linear structure, grading scale, tiering permission, non-exam assessment controls, resit rules and endorsement requirements.
Subject content, by contrast, is set separately by the Department for Education for each subject. This produces a two-layer system that candidates often confuse: the content differs by subject, but the qualification rules do not.
Awarding organisations - AQA, OCR, Pearson Edexcel, WJEC Eduqas and CCEA - must all design and award their GCSEs within these conditions. A candidate cannot be offered a GCSE that departs from them, whichever board is chosen.
3. Linear Structure and Assessment Rules |
All reformed GCSEs are linear. That means all external examinations are taken at the end of the course in a single series, rather than in separate modules spread across two or three years.
There is no Unit Award Scheme or Uniform Mark Scale for 9-1 GCSEs. Marks are aggregated and converted directly into a final grade using that series' grade boundaries. Candidates therefore do not carry forward unit scores, and there is no partial credit that survives into a later attempt.
The main examination series is May and June, with results in August. A separate November series exists, but it is restricted to a narrow list of subjects, which is discussed in Section 9.
4. How Grade Boundaries Are Set |
Grade boundaries are not fixed percentages and are not published in advance. They are set after marking, when senior examiners have seen the actual difficulty of that year's papers.
The governing principle is comparable outcomes. Boundaries are set so that, in general, a cohort with the same prior attainment at key stage 2 achieves broadly the same proportion of each grade as the equivalent cohort in previous years.
Boundaries are produced at two levels: component level (each paper) and qualification level (the overall grade). A candidate's overall grade depends on the total mark, not on passing any single paper.
Overall grade = f(total mark across all components, series boundaries)
5. Tiered Entry Rules |
Tiering is permitted only in a defined list of subjects. These are mathematics, the sciences (biology, chemistry, physics and combined science) and modern foreign languages. All other GCSE subjects are untiered, with a single paper set covering grades 1 to 9.
Where tiering applies, the grade ranges are uniform across subjects. Foundation tier is capped at grade 5, while Higher tier spans grades 4 to 9 with one permitted lower grade as a safety net.
| Tier | Awardable grades | Notes |
| Foundation | 1, 2, 3, 4, 5 | Grade 5 is the ceiling |
| Higher | 4, 5, 6, 7, 8, 9 plus one allowed grade 3 | A candidate just below grade 4 is reported as grade 3, not U |
Combined Science is tiered and carries a double award, so the outcome is reported as a pair of grades rather than a single one, running from 1-1 up to 9-9.
Combined Science grades: 1-1, 2-1, 2-2, 3-2, 3-3, ... 8-8, 9-8, 9-9 (17 outcomes)
6. Anchor Points and the Award of Grade 9 |
To make the transition intelligible, Ofqual anchored key points of the new scale to the old one. Grade 7 was anchored to grade A, grade 4 to grade C, and grade 1 to grade G. This anchoring is applied uniformly across subjects.
Grade 9 is different. It is not anchored to any legacy grade because A* was formerly the top grade. Instead it is awarded to the highest-performing students within the group achieving grade 7 or above, broadly the top 20% of that group.
Grade 8 sits between grades 7 and 9 and has no direct legacy equivalent. Its existence is why candidates sometimes describe 8 as "a low A*", although formally it is simply the band between the anchor point and the top grade.
7. Non-Exam Assessment under Uniform Controls |
Non-exam assessment (NEA) - coursework, portfolios, performances and investigations - varies in weighting between subjects, from zero in mathematics to a substantial share in Art and Design. The weighting differs, but the rules governing how NEA is conducted are uniform.
The uniform conditions cover task setting, task taking, authentication, feedback and internal marking. Centres must be able to authenticate that the work is the candidate's own, and must record the level of feedback given.
Marks awarded by centres are moderated by the awarding organisation. Moderation may adjust a centre's marks up or down if the applied standard differs from the national standard.
Group work is permitted in some subjects, but each candidate must be credited for their individual contribution. This rule is identical in every subject where group work appears.
8. Endorsements and Practical Requirements |
English Language carries a spoken language endorsement. It is assessed and reported separately as Pass, Merit or Distinction, and it does not contribute to the 9-1 grade. A candidate can achieve grade 9 with a Pass endorsement, or grade 4 with a Distinction.
English Literature has no spoken language endorsement. This asymmetry is often misunderstood by candidates who assume all English subjects carry the same requirements.
In the sciences, there is no separate practical endorsement at GCSE. Instead, a minimum proportion of the marks in the written papers - at least 15% - assesses experimental skills, practical techniques and data handling, and centres must confirm that candidates have carried out the specified practical activities.
Science papers: practical-based questions ≥ 15% of total marks
9. Resits and the November Series |
There is no limit on the number of times a candidate may resit a GCSE, and no penalty for doing so. However, because GCSEs are linear, a resit means re-taking the whole qualification, not an individual paper or unit.
The November series is restricted. It is available for GCSE English Language and Mathematics only, and is primarily intended for candidates who need to improve those two subjects after the summer series.
A parallel condition operates outside the qualification rules:
