📚 Assistive Technology Use by UK Students with Special Educational Needs: A Survey Review |
Assistive technology (AT) covers any device, software or system that helps a learner with a disability or special educational need to access learning: from a simple pencil grip or coloured overlay to text-to-speech software, eye-gaze communication devices and live captioning. In the United Kingdom, roughly 1.7 million pupils - around 18% of the school population - are identified as having special educational needs (SEN), and about 4-5% of pupils hold an Education, Health and Care (EHC) plan. Survey evidence on who actually uses AT, how often, with what support, and with what effect is therefore central to inclusion policy, school funding decisions and classroom practice.
This article reviews the design, findings and limitations of UK survey research into AT use among SEN students. It is written for A-Level and pre-university students of Education Studies, Sociology of Education and EPQ research projects, and it deliberately treats the survey as a piece of social research: sampling, instruments, analysis, ethics and interpretation.
1. Why This Survey Matters |
Policy commitments to inclusion are meaningless without data on what happens in classrooms. A survey of AT use answers four practical questions: how many learners have access, which technologies they use, whether staff and families are trained to support that use, and whether outcomes improve as a result. Without such data, local authorities and schools allocate high-needs funding on the basis of anecdote rather than evidence.
Survey evidence also exposes equity gaps. National averages can conceal the fact that uptake is high in one region and low in another, or that students with sensory needs receive technology while students with social, emotional and mental health (SEMH) needs do not.
- Access: who has a device or licence, and who is waiting for one? |
- Usage: how frequently is the technology actually used in lessons and at home? |
- Support: is there training for teachers, teaching assistants, SENCOs and parents?
- Impact: does use correlate with better reading, writing, attendance or wellbeing? |
2. Key Terms and Policy Context |
Precision in terminology is essential in exam answers and in research writing. In England, "SEN" describes a learning difficulty or disability calling for special educational provision; "SEND" adds disabilities that may not require special provision. A pupil is placed either at "SEN Support" (the majority) or, where needs are more complex and enduring, given an EHC plan. A SENCO (Special Educational Needs Coordinator) leads the graduated approach known as "assess, plan, do, review".
The SEND Code of Practice (2015) groups need into four broad areas, and each area maps onto a different typical AT profile. This mapping is the analytical backbone of most AT surveys.
| Area of need | 需求领域 | Typical AT | 典型辅助技术 |
| Sensory and/or physical (HI, VI, PD) | 感官与身体(听障、视障、肢体障碍) | Radio aids, screen readers, braille displays, magnifiers, switch access | 无线助听系统、屏幕朗读、盲文显示器、放大软件、开关接入 |
3. The Legal and Funding Framework |
AT provision in the UK is not discretionary goodwill; it sits inside statutory duties. The Children and Families Act 2014 requires local authorities to secure the special educational provision specified in an EHC plan, and Section F of the plan must specify provision, which may explicitly include AT. The Equality Act 2010 imposes a duty on schools to make reasonable adjustments and to provide auxiliary aids and services so that a disabled pupil is not placed at a substantial disadvantage.
Funding determines reality. Schools receive core funding plus a notional SEN budget; higher-cost provision is met from the high-needs block of the Dedicated Schools Grant (DSG) and from top-up funding attached to EHC plans. In further and higher education, the picture changes: Access to Work and the Disabled Students' Allowance (DSA) may fund equipment, whereas in schools the cost usually falls on the school or local authority budget.
Two international obligations complete the picture: Article 24 of the UN Convention on the Rights of Persons with Disabilities (inclusive education) and, in practice, the 2023 SEND and Alternative Provision Improvement Plan, which emphasises earlier identification and consistent standards.
4. Survey Design and Sampling |
A credible AT survey begins with a defined population and a defensible sampling frame. The population might be "all pupils at SEN Support and with EHC plans in state-funded schools in England"; the sampling frame might be the school census. Because AT use is unevenly distributed, stratified random sampling by phase (primary, secondary, 16-19), setting type and region produces more precise estimates than a simple random sample of pupils.
Sample size controls precision. For a large population, the margin of error is approximated by:
Margin of error ≈ 1 ÷ √n × 100% → n = 1,000 gives ≈ ±3%
Practical obstacles matter as much as statistics. Schools are busy, SENCOs are overloaded, and response rates of 20-40% are common in postal or email surveys. Low response introduces non-response bias: schools with strong AT practice are more likely to reply, which inflates estimates of use. Weighting responses back to the known composition of the sampling frame is the standard corrective.
5. Questionnaire and Data Measures |
Good instruments turn vague concepts into measurable variables. "Use of AT" must be operationalised as: whether a device or licence is held, frequency of use per week, contexts of use (lesson, homework, exams), and level of independence. Frequency items typically use ordinal scales, while presence or absence of a device is nominal data.
ability and validity must be reported. Internal consistency is often checked with Cronbach' lly acceptable for a research scale. Where two observers code the same lesson, inter-rater agreement should also be reported.
Analysis then depends on the data type: χ² tests for associations between categorical variables (for example, need type and AT use), t-tests or ANOVA for comparing group means, and regression to control for confounders such as prior attainment, age and school funding. Statistical significance alone is not enough; effect size must be reported:
Cohen's d = (M₁ − M₂) ÷ SD(pooled), where d ≈ 0.2 is small, 0.5 medium, 0.8 large
Accessibility of the instrument itself is an ethical and methodological requirement: easy-read versions, symbol-supported text, British Sign Language versions and audio formats reduce exclusion of exactly the learners being studied.
6. Findings 1: Prevalence and Device Types |
Across UK sector surveys, a consistent pattern emerges: most learners with EHC plans have used at least one form of AT, but use is far lower among pupils at SEN Support, and low-tech tools are systematically under-recorded because they are not counted as "technology" by schools.
The table below summarises indicative prevalence ranges. Exact percentages vary by survey year, sample and definition, so treat them as orders of magnitude rather than fixed constants.
| AAC devices and symbol apps | 辅助沟通设备与符号APP | ≈ 1-3%, concentrated in complex need | 约1%-3%,集中于复杂需求 | Moderate to strong | 中等偏强 |
| Screen readers, magnifiers, braille displays | 屏幕朗读、放大、盲文显示器 | High within VI/HI group, very low overall | 视障/听障群体内很高,总体很低 | Strong for access | 可及性证据强 |
| Radio aids and captioning | 无线助听系统与字幕 | Standard for deaf pupils | 听障学生的标准配置 | Strong | 较强 |
One recurring finding deserves emphasis: a large share of licensed software is unused or under-used, sitting on school networks while lessons continue unchanged. Provision without implementation is the single most common failure identified across surveys.
7. Findings 2: Differences by Need Type and Key Stage |
Uptake is not evenly spread. Pupils with sensory and physical needs (vision impairment, hearing impairment, physical disability) show the highest and most sustained AT use, largely because the technology is essential rather than optional and because specialist advisory teachers exist for these groups.
Pupils with cognition and learning needs, especially dyslexia, use mainstream tools such as text-to-speech and word processing widely, but often only in assessment contexts. Pupils with SEMH needs show the lowest recorded uptake, which partly reflects the fact that AT is rarely designed or marketed for this group and that surveys often fail to ask about it.
Key stage patterns reveal transitions as the critical risk points:
- Primary: high adult mediation - a teaching assistant often operates the device, so independence is low. |
- Transition to secondary: equipment frequently does not transfer, and new staff are unaware of existing provision. |
- KS4: use narrows towards examination access arrangements (reader, scribe, extra time), which can displace everyday AT.
