📚 Assistive Technology Training Competency Framework for Special Schools: What Skills Must Staff Master? |
Assistive technology (AT) in special schools is often described as a device problem, but in practice it is a people problem. The devices exist; the competence to select, configure, teach with and maintain them frequently does not. This article sets out a research-informed competency framework for AT training in special school settings, organised into five domains and four proficiency levels, and explains in concrete terms which skills staff must master, how those skills are trained, and how their impact is evaluated.
1. Why a Competency Framework Is Needed |
In many special schools, assistive technology fails not because the device is wrong but because the adults supporting it were never trained to use it well. International research on AT abandonment consistently identifies inadequate staff training, rather than device cost or pupil ability, as the strongest predictor of non-use six to twelve months after provision.
A competency framework converts vague expectations ("staff should be confident with AT") into observable, trainable, measurable behaviours. It tells a new teaching assistant exactly what to learn in year one, tells a middle leader what to monitor in classroom observations, and tells the school what to fund.
Frameworks also protect pupils. When every adult uses the same vocabulary, the same assessment logic and the same safety rules, a pupil who changes class, teacher or school does not lose access to their communication device or reading support. Consistency of adult behaviour is itself an accessibility feature.
- For staff: a clear progression route instead of ad hoc INSET sessions.
- For leaders: a defensible way to allocate CPD time and budget.
- For pupils: predictable, uninterrupted access to their tools.
2. Five Domains and Four Proficiency Levels |
The framework proposed here organises AT competence into five domains: foundational knowledge; assessment and feature matching; configuration and troubleshooting; instructional integration; and collaboration, coaching and family partnership. Two cross-cutting strands - data-based decision making and ethical/legal practice - run through all five.
Each domain is described at four proficiency levels, so that a lunchtime supervisor, a class teacher, an AT lead and a specialist teacher can all be located on the same map without being expected to reach the same ceiling.
| Level | Descriptor |
| 1 Foundation | Uses a device as directed; follows a written access plan; reports faults. | |
| 2 Practitioner | Sets up, personalises and integrates AT into daily lessons; collects simple data. | |
| 3 Advanced | Conducts feature-matching assessments, troubleshoots complex faults, coaches colleagues. | |
| 4 Lead | Designs the framework, commissions training, evaluates impact and manages the device estate. | |
A simple weighted index can be used to summarise a team or an individual profile, and to check that training investment is actually moving people between levels:
Competency Index = (Σ Domain Score × Weight) ÷ Σ Weight
Evidence for each score should come from at least two sources: direct observation of practice, a portfolio or video of device use, pupil-level outcome data, and peer or specialist verification. Self-report alone is not sufficient evidence of competence.
3. Domain A: Foundational AT Knowledge | 领域A:辅助技术基础知识
Staff must first understand disability through a social and biopsychosocial lens rather than a purely medical one. The key insight is that "disability" often arises from an environment that was designed for a narrow range of bodies and communicators, and that AT is one way of redesigning that environment.
They should be able to classify devices by function rather than brand, using a low-tech to high-tech continuum. Common families include: augmentative and alternative communication (AAC) such as symbol boards, speech-generating devices and communication apps; motor access tools such as switches, joysticks, head pointers, eye-gaze systems and mounting arms; vision tools such as screen readers, refreshable braille displays, magnifiers and tactile markers; hearing tools such as FM and Roger systems, sound-field systems and live captioning; literacy tools such as text-to-speech, word prediction, speech-to-text and graphic organisers; and cognitive or executive-function tools such as visual schedules, timers and task-breakdown apps.
Staff also need policy and legal literacy: how AT is written into an individual education plan or education, health and care plan; what constitutes a reasonable adjustment; who owns a device; and what the school's duties are regarding entitlement rather than charity. Vocabulary precision matters in practice - "the pupil uses a communication device" is far more actionable than "the pupil can't talk".
4. Domain B: Assessment and Feature Matching | 领域B:评估与特征匹配
The central assessment skill is feature matching: identifying what a pupil needs to do, then selecting the device features that enable it, rather than choosing a popular product and hoping it fits. Staff should be able to work through a structured framework such as SETT (Student, Environment, Tasks, Tools) and record decisions in writing.
They must distinguish AT from instructional strategy. A switch is AT; the way a peer partner waits for a response is teaching. Confusing the two leads to blaming the device for a pedagogical problem.
Practical assessment skills include: conducting systematic observations using antecedent-behaviour-consequence recording; taking a baseline of communication turns, engagement minutes or words written per session; running a time-limited trial with a written protocol; sampling the pupil's own preferences, including for symbol style, voice and colour; and reviewing trial data against pre-agreed decision rules.
Assessment is never a one-off event. Skills, environments and curricula change, so feature matching should be revisited at least annually and whenever a pupil changes phase, class or communication partner.
Competence here is what separates a device that sits in a cupboard from one that is used every lesson. Staff must be able to position and mount equipment safely, calibrate access methods such as eye gaze or switch sensitivity, and adjust settings for individual comfort and fatigue.
Customisation skills include editing AAC vocabulary to reflect a pupil's real life - family names, favourite foods, local places - adjusting symbol size and layout, changing speech rate and voice, setting dwell time, enabling high-contrast or dark modes, and configuring word prediction dictionaries.
Low-tech fabrication remains essential. Staff should be able to make and laminate communication boards, tactile markers, slant boards, object symbols and simple switch mounts using standard school resources, because these are immediate, cheap and robust.
A structured troubleshooting routine should be memorised, for example: check power and charging ⇌ check connections ⇌ check the access method ⇌ check the software profile ⇌ check the environment ⇌ log the fault. Staff should know the ten most common faults and the escalation route, including who to contact and within what timescale.
- Keep a labelled spare-parts box: chargers, cables, switch leads, batteries, keyguards.
- Back up AAC vocabulary and profiles to the school account, not a personal drive.
- Record licence renewal and update dates so devices do not stop working mid-term.
6. Domain D: Instructional Integration, AAC and Curriculum Access | 领域D:教学整合、AAC与课程参与
The most important teaching skill in AAC is aided language stimulation: the adult uses the pupil's communication system while talking, modelling words and phrases without demanding a response. Research on modelling suggests that pupils need to see thousands of modelled utterances before they use symbols spontaneously.
Staff must also master prompting hierarchies and time delay: least-to-most prompting, pausing for five to ten seconds after asking, and avoiding the trap of repeating a question six times while filling in the answer themselves.
Integration means AT is planned into every lesson, not delivered as a separate therapy session. In practice this means writing the access method into lesson plans and resources, preparing adapted texts and symbolised worksheets, and ensuring the pupil uses their tools in every subject rather than only in literacy.
Staff should understand access arrangements for assessment - reader, scribe, extra time, word processor, modified papers - and know which arrangements require prior evidence and approval. This is often the point at which good AT practice visibly converts into attainment.
7. Domain E: Collaboration, Coaching and Family Partnership | 领域E:协作、教练与家庭合作
AT competence is distributed across a team, not held by one expert. Staff must be able to work with speech and language therapists, occupational therapists, physiotherapists, teachers of the deaf and of the visually impaired, educational psychologists, and external AT services - each of whom owns a different slice of the problem.
Families are the experts on their child. Partnership skills include agreeing a consistent home-school vocabulary set, sending devices home with a simple one-page guide, using video calls to demonstrate rather than describe, and avoiding specialist jargon in meetings.
Coaching skill is the engine of the whole framework. Staff at Advanced level should be able to run a coaching cycle: co-plan a lesson, model the technique, observe the colleague teaching, and give specific, non-judgemental feedback focused on pupil behaviour rather than teacher personality.
- Model it: demonstrate in the real classroom with real pupils.
- Co-plan it: design the lesson together.
- Watch it: observe briefly and specifically.
- Name it: give feedback using shared framework vocabulary.
8. Data, Progress Monitoring and Evidence-Based Practice |
Without data, AT decisions become matters of opinion. Staff must be able to define a target behaviour operationally - for example, "independently requests a break using the device within 10 seconds of a task demand" - and then measure it consistently.
Core measurement skills include frequency counts, duration recording, percentage of opportunities, and trials-to-criterion. Staff should be able to draw a simple line graph, based on baseline and intervention phases, and read it honestly rather than selectively.
A regular review cycle is essential. A typical protocol is a formal review at six to eight weeks with pre-agreed decision rules: continue, modify the feature match, escalate to specialist assessment, or discontinue and return to a no-tech solution.
Progress Rate = (Intervention Mean − Baseline Mean) ÷ Baseline Mean × 100%
Alongside pupil data, staff should log implementation fidelity - how often the AT was actually available and used as intended. If a device was only present in 40% of lessons, no conclusion about its effectiveness can be drawn.
A communication device is a pupil's voice. Removing it as a sanction, shutting it down because a lesson is noisy, or answering on the pupil's behalf are all ethically serious acts, not minor management choices. Staff must be able to articulate why.
Data protection competence is now non-negotiable. Cloud-based AAC accounts, speech-to-text services and eye-gaze systems may transmit or store pupil data. Staff need to know what consent is required, what may be photographed or recorded, where data is stored, who can access it, and how to delete it on request.
Physical safety must also be assessed: mounting stability and pinch points, cable routing, battery and charging safety, eye-gaze hygiene between users, screen distance and duration, photosensitivity, and the risk that a device increases rather than reduces isolation if it becomes the pupil's only route to interaction.
Finally, staff should understand capacity, assent and the pupil's right to refuse to use a device, and how to document that refusal respectfully while continuing to offer the tool.
10. Training Delivery: Adult Learning, Coaching and Dosage |
Knowing the competencies is only half the task; the training method determines whether they are acquired. One-off INSET days produce low retention because they are passive, decontextualised and immediately forgotten. Adult learning research favours training that is problem-centred, immediately applicable, spaced over time and followed by feedback in the real setting.
A defensible dosage model for a special school might be: a 60-90 minute taught session per month; one co-plan
