In the United Kingdom, no single professional is responsible for keeping a child safe. Instead, social workers, police officers, health visitors, teachers, school nurses and youth justice staff work together in formal multi-agency teams, governed by statute and inspected by regulators. Two principles run through everything. First, the welfare of the child is paramount (section 1(1) of the Children Act 1989). Second, safeguarding is everyone's responsibility, but only a small number of agencies hold statutory duties.
