📚 What Do the Interim Results of England's SEN Support Reform Evaluation Reveal? |
England's system of special educational needs and disabilities (SEND) support is one of the largest and most contested policy areas in UK public services. Around 1.7 million pupils - roughly one in five of all school pupils in England - are identified as having some form of SEN, and the number of children holding a legally binding Education, Health and Care Plan (EHCP) has grown far faster than anyone predicted when the current legal framework was introduced in 2014. Interim evaluation outputs from the government's SEND Change Programme, alongside financial and inspection evidence published by the National Audit Office, Ofsted and the Care Quality Commission, now allow us to see clearly what is and is not working. This article explains what those interim results actually say, what they cannot yet tell us, and how A-Level and EPQ students can use the evidence rigorously.
1. Why the SEN Reform Evaluation Matters |
The evaluation matters because it tests a specific theory of change: that earlier identification, better multi-agency working and more consistent decision-making can reduce escalation to formal plans, reduce costly tribunal appeals, and improve outcomes for children. If that theory holds, the system becomes both fairer and cheaper. If it does not, England faces a structural funding crisis rather than a delivery problem. For students, this is a live, well-documented case study of the "implementation gap" - the distance between what a policy promises in legislation and what citizens actually experience.
2. From the 2014 Act to the Change Programme: A Policy Timeline |
The reform under evaluation did not appear from nowhere. It sits at the end of a decade of legislation, litigation and financial pressure. Understanding the sequence is essential, because interim findings are only interpretable against the baseline that the 2014 reforms created.

3. What "Interim Evaluation Results" Actually Measure |
Interim results are not a verdict on the whole reform. They are measurements taken part-way through implementation, and they typically cover four different levels of the system. Confusing these levels is the single most common mistake students make when writing about SEND policy.
- Inputs - funding allocated, staff recruited, training delivered. |
- Processes - how quickly and consistently decisions are made, including the statutory 20-week deadline for issuing an EHCP.
- Outputs - the number of plans, assessments and placements produced. |
- Outcomes - attendance, exclusion rates, attainment, wellbeing and post-16 destinations. |
A useful summary measure used across the evidence base is the identification rate:
EHCP identification rate = (pupils with an EHCP ÷ all pupils) × 100%
The critical point is that an improvement in one level does not automatically produce improvement in another. Faster assessments (process) do not necessarily raise attainment (outcome), and this is precisely the pattern the interim evidence is revealing.
The most robust finding is quantitative and unambiguous. The number of EHCPs in England has risen from roughly a quarter of a million shortly after the 2014 reforms to well over 600,000 by the mid-2020s, according to Department for Education statistics - more than a doubling in a decade. Overall, around 18% of pupils are identified with SEN, but the vast majority of those are on "SEN Support" in mainstream schools rather than holding a statutory plan. The rate of growth in EHCPs has consistently outpaced the growth in the pupil population, which means the share of pupils with plans, not just the absolute number, is rising.
Interim evidence also shows very large geographical variation. Identification rates differ substantially between local authority areas, and this variation cannot be explained by differences in child population alone. That finding matters analytically: when the same national criteria produce markedly different local outcomes, sociologists treat this as evidence that professional judgement, local capacity and parental advocacy - not just clinical need - are shaping who gets support.
5. Finding Two: Financial Sustainability Under Strain |
The second clear message is financial. High needs spending - the funding stream that pays for specialist provision and top-up funding attached to EHCPs - has risen to around £10 billion a year, yet many local authorities are running large cumulative deficits on their high needs budgets. The National Audit Office concluded in 2024 that the system as currently configured is not financially sustainable. In effect, demand is rising faster than the funding formula can absorb.
The underlying arithmetic is simple, and students should be able to state it precisely:
High needs deficit = high needs expenditure − dedicated high needs allocation
Interim findings on the government's deficit-reduction programmes - the so-called Safety Valve agreements and the Delivering Better Value programme, which together cover dozens of councils - are mixed. Some participating areas report slower growth in plan numbers and improved commissioning, but the savings are largely projected rather than realised, and a significant share depends on reducing reliance on expensive independent special school placements. That is a policy lever, not a guaranteed outcome.
6. Finding Three: Family Experience, Appeals and Trust |
The most striking qualitative finding is the persistence of what researchers describe as an adversarial "battle" narrative. SEND tribunal appeals have risen dramatically since 2014 - from a low base to well over ten thousand cases a year in recent reporting - and in the majority of decided cases parents either win or the local authority concedes before the hearing. When the state loses most of the disputes it enters, the interim conclusion is not simply that some decisions are wrong; it is that the decision-making process itself lacks credibility in parents' eyes.
This finding connects directly to A-Level Sociology debates about labelling, professional power and the reproduction of inequality. Parents with cultural capital, time and confidence navigate the system far more effectively than those without, and the interim evidence suggests the reform programme has not yet closed that gap. Trust, once damaged, is slow to rebuild, and trust is an outcome measure that no funding formula captures.
7. Finding Four: Early Intervention and Mainstream Inclusion |
The reform's core hypothesis is that better early support in mainstream settings prevents escalation to costly specialist provision. Interim results show partial movement rather than transformation. In Change Programme areas, new models have been tested: standardised "profiles" of need for children who do not require a full plan, multi-disciplinary panels that make decisions jointly with health and social care, and a stronger emphasis on listening to the child's own views.
However, the same evidence reports persistent capacity constraints in mainstream schools: teaching assistants redeployed, limited specialist expertise, and curriculum and accountability pressures that make it rational for a school to seek a plan - or an alternative placement - for a child it feels unable to support. Exclusion and attendance data for pupils with SEN remain a source of concern. The interim lesson is structural: you cannot create inclusion by guidance alone if the incentives and resources in mainstream schools point the other way.
8. Finding Five: Workforce Capacity, Training and Accountability |
Every strand of the interim evidence converges on one bottleneck: people. Special educational needs coordinators (SENDCOs) report heavy administrative loads with insufficient non-contact time. Educational psychologist services in many areas have long waiting lists, and speech and language therapy, occupational therapy and mental health support are frequently delayed or rationed. Where assessment depends on services that are themselves understaffed, statutory timescales become impossible to meet - and indeed the proportion of new EHCPs issued within the statutory 20-week window has fallen well below half in recent years.
Accountability has also intensified. Joint Ofsted and CQC area inspections have repeatedly identified weaknesses in how local areas identify and meet need, with a substantial minority of inspected areas showing widespread or systemic failings. The interim picture is therefore one of a system being measured more closely than ever while being resourced under growing strain - a classic tension in public policy between transparency and capacity.
