📚 How Students with Special Educational Needs Access Supported Internships |
For many young people with special educational needs and disabilities (SEND), the distance between the classroom and a paid job is not a gap in ability but a gap in support. Supported internships exist to close that gap. This article explains what a supported internship is, who qualifies, how it is funded, how job coaches and reasonable adjustments work in practice, and what families, schools and students themselves can do at each stage of the journey.
1. What a Supported Internship Actually Is | 支持性实习究竟是什么
A supported internship is a structured study programme for young people aged 16 to 24 who have an Education, Health and Care plan (EHCP) and who want to move into paid employment but need substantial support to do so. It is not a short work experience block and it is not unpaid volunteering. The defining feature is that the majority of the learner's timetable - typically at least 50 per cent, and often considerably more - is spent in a real workplace.
Internships normally run for a minimum of six months and frequently for a full academic year. A typical week combines workplace days with college-based sessions covering employability skills, English and maths, travel training, and independent living. The employer is not offering a favour; the placement is structured so that real tasks, real standards and real supervision are part of the deal.
Each intern is allocated a job coach whose role is to train the young person in the specific tasks of the job, then to fade that support systematically as competence and confidence grow. This deliberate fading is what separates a supported internship from permanent one-to-one assistance.
2. Who Is Eligible and What the Law Requires |
Eligibility rules differ between the four nations of the UK and between countries internationally, so always check the current local framework. In England, the core requirement is an EHCP maintained by the local authority, an age of 16 to 24, a clear aspiration to work, and a level of need that means the young person would not otherwise be able to sustain employment without ongoing support.
| Requirement | What it means | Evidence to gather |
| EHCP in place | Plan maintained by the local authority, with employment named in outcomes | Current EHCP, most recent annual review report |
| Age 16-24 | Usually starts in the final year of school or at college | Date of birth, transition plan from Year 9 onwards |
| Aspiration to work | Paid employment is the stated destination, not a general aim | Person-centred review notes, one-page profile |
| Support need | Significant support required to learn and retain job tasks | Vocational profile, assessments, therapist reports |
The legal backdrop matters because it determines who pays and who has a duty to act. In England the SEND Code of Practice requires that from Year 9 onwards, annual reviews must focus on preparing for adulthood: employment, independent living, community inclusion and health. The Equality Act 2010 creates a duty on employers and education providers to make reasonable adjustments, and protects interns from discrimination arising from disability.
In Scotland, the equivalent route runs through Additional Support for Learning legislation and local employability services. In Wales, the Additional Learning Needs system with Individual Development Plans applies. In Northern Ireland, Statements of Special Educational Needs and local transition services play the parallel role.
3. The EHCP Annual Review: Your Main Lever |
If you are a parent, carer or the young person yourself, the annual review is the single most powerful meeting in the calendar. It is where the plan is amended, where outcomes are rewritten, and where a supported internship can be formally named as the next step. Turning up without preparation wastes the opportunity.
- Before the meeting - request the draft report and any assessments at least two weeks in advance.
- Bring evidence - examples of tasks the young person does independently at home or in part-time work.
- Name the destination - ask for employment to appear explicitly in the outcomes, with a timescale.
- Ask who is responsible - each outcome should name a person and a service, not just a hope.
- Request a transition plan - covering travel training, benefits advice and work experience in the current year.
- Record disagreements - ask for your views to be minuted even if they are not adopted.
Person-centred tools such as one-page profiles, MAPS and PATH planning help the young person lead the conversation rather than being discussed. These tools produce exactly the evidence a college or provider needs when deciding whether to offer a place.
4. Choosing a Provider and Planning the Pathway |
Supported internships are delivered by further education colleges, independent specialist providers, and some schools with sixth forms, always in partnership with employers. Quality varies enormously, so the questions you ask before enrolment matter more than the prospectus photographs.
Ask how many interns were on programme last year, how many completed, and how many moved into paid work of at least 16 hours per week sustained for six months or more. Ask what happens when a placement breaks down, whether job coaches are employed in-house or bought in, and how travel to the placement site is arranged and funded.
A good provider will offer a rotation across two or three different job roles during the year. Rotation is not indecision - it is how an intern discovers which tasks and environments suit them, and it protects the learner if one placement proves unsuitable.
5. Funding the Support: Access to Work and Beyond |
The most common reason internships fail to start is not the young person and not the employer - it is unresolved funding. In practice three pots of money usually need to line up.
| Source | What it covers | Who applies |
| 16-19 education funding (England) | College programme, teaching hours, pastoral support | The college or provider |
| Access to Work | Job coach support, specialist equipment, travel costs, communication support | The intern or provider, before or during the placement |
| Local authority SEND transport | Travel to placement if it is beyond normal college routes | Parent or young person, via the EHCP team |
| Employer adjustments | Modified hours, equipment, quiet space, supervisory time | The employer, as a reasonable adjustment duty |
The critical point is that Access to Work can fund support for a supported intern before they become an employee. Many families do not know this and assume they must wait for a job offer. Applying early, with a clear breakdown of hours and costs, prevents the placement collapsing in week three.
6. Job Coaching and Reasonable Adjustments in the Workplace |
Two supports do most of the heavy lifting: a job coach and reasonable adjustments. A job coach does not do the work for the intern. Instead they carry out a task analysis, break the job into teachable steps, model each step, prompt the intern through it, and then reduce the prompt level over time. Support typically moves from full physical prompting, to verbal prompting, to a gesture or a glance, to independence.
Weekly support hours = job coach hours + Access to Work hours + employer adjustment time
Reasonable adjustments are legally required and often cheaper than employers fear. Typical examples include a fixed shift pattern that matches a support worker's availability, written instructions in addition to verbal ones, noise-cancelling headphones, an assigned mentor, extra time to learn a task, or a quiet break space. None of these are luxuries; each removes a barrier that has nothing to do with the intern's ability to do the job well.
Before the placement starts, the provider should produce a vocational profile and a support plan that the employer's line manager has actually read. A support plan nobody has read is not a support plan.
7. Building Employability Skills Before the Placement |
Interns who arrive with some prior exposure to work are consistently more likely to convert their placement into paid employment. That exposure can be built years before the internship through small, cumulative steps rather than one ambitious leap.
- Travel training - independent use of public transport, including what to do when a bus is cancelled.
- Micro-work at home - running a household rota, managing a small budget, taking responsibility for a repair.
- Structured volunteering - a regular weekly commitment with a named supervisor and real expectations.
- Part-time or holiday work - even a few hours builds a work history and referees.
- Self-advocacy scripts - practising how to ask for help, disclose a need, or say no politely.
- Digital basics - email tone, calendar use, timekeeping apps, basic spreadsheet work.
Communication and self-regulation skills predict employment outcomes at least as strongly as technical task performance. A young person who can tell a supervisor that they need a task repeated will keep a job far longer than one who cannot, even if the second person learns the task faster.
8. Preparing Employers and Managing Disclosure |
Employers say yes for practical reasons, not sentimental ones. The strongest pitch to a business is that a supported intern fills a genuine skills gap, that the job coach provides training the employer does not have to resource, and that the intern's productivity typically rises sharply across the placement.
Disclosure is a personal decision, and the young person should make it, not have it made for them. Explain the trade-offs honestly. Disclosing a condition makes reasonable adjustments easier to request and legal protection clearer. Not disclosing keeps privacy but may mean support has to be arranged less openly and adjustments may be delayed.
Preparation for the employer should include a short briefing before day one covering the intern's strengths, preferred communication style, adjustments already agreed, and who to contact if something goes wrong. Naming a single point of contact inside the workplace is one of the highest-value, lowest-cost things an employer can do.
9. Applications, Interviews and Onboarding |
Standard recruitment processes are usually the least accessible part of the whole journey. Many providers therefore negotiate an adjusted route with the employer: a working interview, a paid trial day, or a portfolio review instead of a formal panel.
The young person should still prepare for the elements that cannot be adjusted, because those are the same elements that will appear in any future job interview. Preparing a two-minute introduction, knowing three examples of tasks completed well, and being able to name one thing they want to learn are achievable targets for almost everyone.
Onboarding should be staggered rather than compressed. A first week of short days with the job coach present from the start prevents the overload that leads to early withdrawal. Travel should be practised on the actual route, at the actual time of day, before the first working day.
10. Tracking Progress: RARPA, Targets and Reviews | 追踪进展:RARPA、目标与审查
In non-accredited provision such as supported internships, progress is commonly recorded through RARPA - recognising and recording progress and achievement. This means setting individual learning targets, capturing evidence, checking progress regularly, and validating the outcome.
Targets work best when they are written as observable behaviours with a context and a criterion. "Improve communication" is not a target. "Greet the duty manager and ask one work-related question without prompting, on four out of five shifts" is a target that can be taught, measured and celebrated.
Employment outcome = paid work ≥ 16 hours per week × sustained ≥ 6 months
Reviews should involve the intern first and the professionals second. Monthly check-ins with the job coach, termly progress reviews with the provider and employer, and the annual EHCP review form a rhythm that keeps everyone honest about whether the placement is actually heading towards paid work.
11. When Things Go Wrong: Advocacy, Appeals and Paid Work | 出现问题时:倡导、申诉与有偿就业
Placements break down. Sometimes the job is a poor match; sometimes a line manager lacks capacity; sometimes funding is withdrawn mid-year. What matters is that a contingency plan exists before it is needed.
- Escalate internally first - the provider's named contact and the employer's workplace mentor.
- Request an early annual review - a review can be
