📚 How UK Schools Use Attendance Monitoring Tools to Track Student Absence |
In England, attendance is not a background administrative task - it is one of the most closely monitored data streams in the entire school system. Every state-funded school takes a legal register twice a day, feeds those codes into a management information system (MIS), and watches dashboards that update in real time. Those dashboards trigger phone calls, text messages, meetings, welfare referrals and, in the most serious cases, fines and prosecutions.
This article explains how the machinery actually works: the legal rules behind the register, the codes that record why a pupil is missing, the software that turns those codes into analytics, the escalation ladder that follows, and the limits of what data can ever tell a school about an absent child.
1. Why Attendance Sits at the Top of the Dashboard |
Attendance is treated as a leading indicator rather than a lagging one. Schools look at it because it predicts almost everything else: attainment, safeguarding risk, behaviour incidents, and the likelihood that a pupil will leave school without qualifications.
Ministers have repeatedly framed attendance as a safeguarding issue as much as an academic one. A child who disappears from the register for weeks may be at risk of harm, exploitation or undetected mental health crisis, which is why attendance data is shared with safeguarding leads, not just with teachers.
Attendance also carries public accountability. Published school performance tables, inspection judgements and local authority monitoring all draw on attendance figures, so headteachers manage it with the same seriousness as exam results.
2. The Legal Architecture: Registers, Sessions and the 1996 Act |
The duty starts with parents. Under section 7 of the Education Act 1996, parents must secure efficient full-time education for their child, either by regular attendance at school or otherwise. Section 444 creates the criminal offence of failing to secure regular attendance at a school where the child is registered.
Schools must keep an attendance register for every pupil on roll. The register is a legal record, not an informal note, and it must be preserved for at least three years. It is completed twice per day - once in the morning session and once in the afternoon session.
A standard school year in England contains 190 pupil days, which equals 380 sessions. Every attendance percentage quoted by a school, a local authority or the Department for Education is calculated from those 380 possible sessions.
Attendance % = (Sessions Attended ÷ 380 Possible Sessions) × 100
Registers also have to be closed at a set time each session. Once a register is closed, a pupil arriving afterwards cannot be marked present - they receive a late code instead, and that distinction matters enormously in the data.
3. Attendance Codes: The Language of the Register |
Every mark in the register is a code defined in the Department for Education's statutory attendance guidance. The codes fall into three families: present, authorised absence, and unauthorised absence. Choosing the right code is a legal decision, because it determines whether absence can later be escalated.
The most frequently used codes in everyday school life are these:
Category |
|---|---|---|
| / \ | Present AM / Present PM | 出勤 Present |
| L | Late before register closed | 出勤 Present |
| U | Late after register closed | 未获批 Unauthorised |
| I | Illness | 获批 Authorised |
| M | Medical or dental appointment | 获批 Authorised |
| C | Leave of absence granted by school | 获批 Authorised |
| O | Unauthorised absence | 未获批 Unauthorised |
| G | Unauthorised family holiday | 未获批 Unauthorised |
| N | No reason yet provided | 临时 Temporary |
| B | Off-site educational activity | 获批 Authorised |
| V | Educational visit or trip | 获批 Authorised |
| # | School closed to pupils | 不计入 Not counted |
Two codes drive most of the daily workflow. The "N" code marks an absence for which no explanation has yet been received, and it is treated as a temporary flag that staff must resolve. The "O" code marks absence the school has decided not to authorise, and it is the code that unlocks formal enforcement.
Codes are also used to distinguish the reasons behind the reason. A pupil absent with a broken leg is usually coded I; the same pupil attending hospital appointments is coded M. Getting this wrong can distort a school's own analysis and create unfairness in later meetings with parents.
4. Reading the Numbers: PA, Severe Absence and the 90% Line |
Schools do not just measure the headline attendance percentage. They track specific thresholds that carry legal and strategic meaning. The most important is persistent absence, usually shortened to PA.
A pupil is defined as persistently absent if they miss 10% or more of their possible sessions. In practice, that means missing roughly one day every two weeks - the equivalent of 19 school days across the year.
The same 10% missed rises to a more serious category when half of all sessions are missed. This is severe absence, and it usually triggers multi-agency involvement rather than routine letters home.
The reason schools obsess over the 90% line is the compounding effect. A pupil who attends 90% of the time loses around 19 days a year, which is nearly 100 days across five years of secondary school - effectively half a school year of lost teaching.
| Attendance | Days missed per year | 中文说明 |
|---|---|---|
| 97% | about 6 | 约6天 |
| 95% | about 10 | 约10天 |
| 90% | about 19 | PA
| 80% | about 38 | 高风险 |
Severe |
Schools also monitor authorised and unauthorised absence separately. A pupil at 88% attendance made up entirely of unauthorised illness code O looks very different, in policy terms, from a pupil at 88% with a chronic health condition coded I.
5. Inside the MIS: SIMS, Arbor, Bromcom and the Data Pipeline | 走进MIS系统:SIMS、Arbor、Bromcom与数据管线
The register itself is only the input. The analysis happens inside a management information system, the software platform every English school now relies on. Common platforms include SIMS, Arbor, Bromcom, ScholarPack and IRIS Integris.
These systems share a common architecture. Registers are entered by teachers on a browser or tablet; codes are stored against each pupil and session; a calculation layer converts raw codes into attendance percentages, PA flags and absence reason breakdowns; and a reporting layer pushes that out as dashboards, letters and statutory returns.
Modern systems are heavily integrated. Data flows into the MIS from timetabling tools, behaviour platforms such as Class Charts, catering cashless systems, and parent communication apps. Data flows out to local authorities, the Department for Education and third-party analytics providers.
Because so much depends on the codes being right, many schools build internal checking routines. Attendance officers run daily exception reports listing every N code, every unexplained U, and every pupil whose attendance has dropped more than a set amount in a fortnight.
6. Real-Time Dashboards and the Morning Meeting |
The most visible change of the last decade is speed. Attendance used to be analysed termly from paper registers; it is now analysed live, often before the first lesson ends.
A typical dashboard shows the school-wide attendance figure for the day, the running year-to-date figure, a PA list, a severe absence list, and a breakdown by year group, tutor group, demographic group and absence reason code.
In many secondary schools, a short morning attendance meeting follows the closure of the morning register. Year leaders, the attendance officer and the safeguarding lead review the day's absentees, identify patterns, and allocate follow-up actions before midday.
The strong version of this practice is diagnostic rather than punitive. Instead of asking who is absent, staff ask why the same twelve pupils are absent on Mondays and Fridays, or why one tutor group's attendance has fallen four points since half term.
