📚 KCSIE and School Mobile Phone Policies: A Practical Safeguarding Guide | 儿童安全保护（KCSIE）指南与学校手机政策的衔接
Mobile phones are no longer a classroom management nuisance. In England they sit at the centre of a statutory safeguarding framework: Keeping Children Safe in Education (KCSIE) expects every school to have a whole-school approach to online safety, Part 5 deals with child-on-child abuse, and the DfE's 2024 non-statutory guidance on mobile phones in schools pushes leaders to restrict device use across the school day. The result is a genuine policy problem: a phone policy that is written only by the behaviour team will almost certainly fail a safeguarding audit, and a safeguarding policy that ignores phones will fail to protect pupils.

1. What KCSIE Actually Says About Mobile Phones | KCSIE 究竟如何规定手机问题
KCSIE contains no single clause headed "mobile phones". Instead the duty is distributed across several parts. Part 1 tells all staff that technology is a significant component in many safeguarding and wellbeing issues, and that children are at risk of abuse online as well as face to face. Annex B, which deals with online safety, expects a whole-school approach and specifically asks schools to consider the use of mobile phones and personal devices as part of that approach. Part 5 covers child-on-child sexual violence and sexual harassment, much of which is now mediated by phones.

The practical consequence is that a school cannot treat "phones" as a behaviour issue that sits apart from safeguarding. The two documents - the behaviour policy and the child protection policy - must be mutually consistent. If the behaviour policy says a phone is confiscated and returned at 3pm, but the safeguarding policy says the DSL must be informed of any device containing suspected indecent imagery, the two must not contradict each other.

A useful test of alignment is simple and can be applied to any clause in a draft policy:
Safeguarding alignment = (Awareness + Written Policy) × Consistent Daily Practice
Note the multiplication sign. If consistent daily practice is zero, the whole product is zero - however good the written policy is. This is precisely the point Ofsted inspectors make when they talk about the difference between a policy that exists and a culture that operates.
