📚 Official Frameworks for Student Mental Health and Wellbeing Support |
Almost every school claims to care about student wellbeing. Far fewer can show you the document that states who is responsible, what happens when a student discloses a problem, how long they should wait for help, and what evidence the school must keep. Official frameworks exist to close that gap. They turn goodwill into structure, and structure into something you can actually hold a school accountable for. This guide maps the main official frameworks that protect secondary and sixth-form students, from global WHO and UNESCO standards to the UK whole-school approach, NHS mental health support teams, exam access arrangements, safeguarding rules and international school accreditation. Whether you are a student, a parent or a teacher, knowing the framework is the first step to using it.
1. Why Official Frameworks Matter |
Informal kindness is inconsistent. One school has a brilliant counsellor, another has none; one head of year notices the quiet student who has stopped eating lunch, another does not. A framework removes that luck. It creates defined roles, referral routes, timescales, record-keeping duties and review points. Crucially, it converts mental health from a private moral concern into a public accountability question: what does this institution owe this young person, and how would we know if it failed?
Frameworks also protect students from the two most common failure modes: silence and over-reaction. A clear pathway tells a student that disclosing is safe and useful; it also tells staff exactly when confidentiality must be broken and when it must not.
2. Global Frameworks: WHO and UNESCO |
The World Health Organization sets the international baseline. Its Comprehensive Mental Health Action Plan 2013-2030 commits member states to mental health promotion and prevention, and the WHO and UNICEF joint programme Helping Adolescents Thrive focuses specifically on adolescent wellbeing. The WHO estimates that half of all mental health conditions begin by age 14, and that suicide is the fourth leading cause of death among 15 to 29 year olds. Those two statistics are why schools, not clinics, are treated as the primary setting for prevention.
In 2021, WHO and UNESCO published Making Every School a Health Promoting School, which sets eight global standards for a health-promoting school, covering government policy, school governance, resourcing, curriculum, staff wellbeing, community partnerships, monitoring and continuous improvement. UNESCO's Happy Schools Framework (2023) organises school wellbeing around four pillars: People, Process, Place and Purpose. The UN Convention on the Rights of the Child adds legal force, especially Article 3 (the best interests of the child), Article 12 (the right to be heard) and Article 24 (the right to the highest attainable standard of health).
3. The UK Whole-School Approach |
In England, the core official document is Promoting children and young people's mental health and wellbeing: a whole school or college approach, published by the Department for Education with the Office for Health Improvement and Disparities (originally Public Health England, 2015, refreshed 2021). It rests on eight principles, and schools are inspected and funded against them.
- Leadership and management that champions emotional health and wellbeing. |
- Ethos and environment that promote respect and value diversity. |
- Curriculum, teaching and learning that build resilience and social and emotional skills. |
- Student voice, so pupils influence decisions that affect them.
- Staff development, supporting teachers' own wellbeing as well as students'. |
- Identifying need and monitoring impact of interventions. |
- Working with parents and carers. |
- Targeted support and appropriate referral. |
The 2017 Green Paper Transforming Children and Young People's Mental Health Provision added three concrete commitments that now shape provision: a designated senior mental health lead in every school, mental health support teams linked to schools and colleges, and a pilot of a four-week waiting time standard.
+ Ethos + Curriculum + Student voice + Staff wellbeing + Identification + Parents + Targeted support
4. Ofsted and the Personal Development Judgement |
Ofsted's Education Inspection Framework (2019) inspects four areas: quality of education, behaviour and attitudes, personal development, and leadership and management. Mental health and wellbeing sit mainly inside personal development, where inspectors look at whether a school helps pupils become healthy, resilient and responsible, and whether pupils know how to keep themselves mentally and physically well.
Practically, inspectors gather evidence through pupil and staff interviews, curriculum review, scrutiny of safeguarding records and behaviour data. This matters to students because it means a school's wellbeing provision is not optional decoration; it is inspectable. Ofsted's 2021 rapid review of sexual abuse in schools and colleges also pushed schools to strengthen reporting systems and to treat peer-on-peer abuse as a safeguarding and wellbeing issue, not a discipline issue.
5. NHS Mental Health Support Teams and CAMHS | NHS
Mental Health Support Teams (MHSTs) are the most significant structural change in England in a generation. Jointly delivered by NHS England and the Department for Education, they place trained Education Mental Health Practitioners directly in or beside schools. Staff are trained through the Children and Young People's Improving Access to Psychological Therapies programme and typically deliver low-intensity, evidence-based interventions such as guided self-help and brief cognitive behavioural therapy, alongside whole-school work and liaison with specialist services.
Behind them sits CAMHS, Child and Adolescent Mental Health Services, which is usually described using a four-tier model. Schools and families mostly interact with Tiers 1 and 2 (universal and targeted support), while Tiers 3 and 4 cover specialist and highly specialist care.
