📚 T Level Foundation Year Delivery Framework: What Standards Must Course Providers Meet | T Level
The T Level Foundation Year is a one-year, full-time study programme for 16-19 year olds who are not yet ready to begin a T Level. It is not a qualification in its own right, and it is not simply a repackaged Year 12 of GCSE resits. It is a nationally defined programme that colleges, sixth forms and independent training providers must design and deliver in line with a published framework from the Department for Education (DfE). This article explains, section by section, what that framework expects of a course provider - from provider eligibility and student recruitment, through the core components of delivery, to staffing, funding, data recording and quality assurance.
1. What the T Level Foundation Year Is | 什么是 T Level 预科年
The Foundation Year is a Level 2 programme that runs for one academic year, usually September to July, and is delivered as a full-time study programme. Its single purpose is progression: at the end of the year, the student should be able to move into a T Level, an apprenticeship, or another appropriate Level 3 programme.
The programme was previously known as the T Level Transition Programme. From the 2023/24 academic year the DfE renamed it the T Level Foundation Year and published an updated framework for delivery. Providers that still refer to the old title internally should align their marketing, curriculum documentation, ILR recording and learner-facing materials with the current name.
Critically, the Foundation Year is not a qualification. There is no single awarding organisation specification that a provider simply buys and teaches. Providers must construct the programme themselves, using existing qualifications (for example a Level 2 technical certificate) plus English and maths, work experience, personal development and progression support, arranged around the framework's requirements.
2. Who Sets the Standards: Policy and Regulatory Basis |
The primary standard-setter is the DfE, through the T Level Foundation Year framework for delivery. This document sets out the compulsory elements of the programme and the expectations against which provision is judged. It is updated periodically, so providers should work from the current version rather than an archived copy.
Funding rules sit alongside the framework. The 16-19 funding guidance determines how the programme is funded, what counts as a full-time study programme, and how the English and maths condition of funding applies. A programme can be educationally sound and still create financial and compliance risk if the funding rules are not followed.
Inspection is carried out by Ofsted under the Education Inspection Framework. There is no separate qualification-based inspection for the Foundation Year; instead, inspectors consider it as part of the provider's broader study programme provision for 16-19 learners, including its contribution to progression and destinations.
Where the provider is a school or academy with sixth form, careers duties also apply, including the provider access legislation (often called the Baker Clause) and the Gatsby Benchmarks. Where the provider is an FE college, the same benchmarks are normally used as the quality reference even though the statutory duty differs.
3. Provider Eligibility and Approval |
A provider must be funded to deliver 16-19 study programmes and must hold an allocation for the relevant academic year. Delivering the Foundation Year is not an automatic entitlement that comes with being an FE provider; it needs to be built into the curriculum plan, the staffing model and the funding return.
The most important eligibility test is progression capacity. A provider must be able to demonstrate that Foundation Year students genuinely have somewhere to go. In practice this means the provider either delivers T Levels itself, or has a formal partnership with a T Level provider that will accept its completers.
Providers should also be able to evidence employer engagement in the intended route, a curriculum plan that is distinct from existing Level 2 provision, and named staff with responsibility for the programme. A Foundation Year that exists only because a provider has spare Level 2 capacity, and not because of a coherent route plan, will struggle to justify itself.
4. Student Eligibility and Recruitment |
Foundation Year students are aged 16-19 on 31 August of the year they start, with provision extending to age 24 for students with an Education, Health and Care (EHCP) plan where the 16-19 funding rules allow it. The programme is not designed for adults or for pre-16 learners.
The defining eligibility criterion is readiness. A student should be working below the entry requirements for the T Level they aspire to - typically GCSE grades around grade 3 in English and maths rather than the grade 4 or 5 that most T Level providers require - but be capable of reaching that level within one year with the right support.
The framework does not allow the Foundation Year to become a general-purpose destination. Students who already meet T Level entry requirements should be recruited to the T Level itself. Providers need a transparent initial assessment process, including diagnostic assessment of English, maths and technical aptitude, and a clear record of why the Foundation Year was the right placement.
Recruitment should also include realistic information, advice and guidance. Students and parents or carers should understand that the year is a stepping stone with a defined outcome, not an open-ended holding year.
5. The Core Components of the Delivery Framework |
The framework groups its expectations under a set of core components. Every Foundation Year programme must contain all of them; a provider cannot pick the ones it finds convenient.
