📚 Authorised vs Unauthorised Absence in Attendance Statistics |
Every school register contains two kinds of absence that look identical on a raw list of names but behave completely differently in the data: absence the school has permitted, and absence it has not. Getting the boundary right is not a clerical nicety. It determines the attendance rate a school publishes, the intervention a form tutor starts, the letter a parent receives, and in some jurisdictions whether a penalty is issued at all.
1. Why the Distinction Matters |
An attendance statistic is only meaningful if the categories behind it are applied consistently. If one teacher codes a term-time family trip as authorised and another codes the same trip as unauthorised, the school's published figures become an artefact of staffing rather than a measure of pupil behaviour. That is why almost every attendance framework separates absence into an authorised stream and an unauthorised stream, and reports them as two separate rates rather than one combined number.
The two streams also carry different consequences. Authorised absence normally triggers support: a welfare check, a referral to pastoral care, a conversation about workload. Unauthorised absence normally triggers escalation: a formal letter, a meeting, an attendance panel, and in England the possibility of a penalty notice under section 444 of the Education Act 1996. Mixing them up means either punishing illness or ignoring truancy.
2. Core Definitions |
Authorised absence is a session (half-day) in which a pupil is not present, the reason for the absence is known to the school, and the school has decided that the reason is acceptable. The key words are "the school has decided". Authorisation is an institutional act, not a parental declaration.
Unauthorised absence is a session in which a pupil is not present and either no acceptable reason has been provided, or a reason has been provided but the school has judged it insufficient. This includes cases where the reason is known perfectly well — an unauthorised term-time holiday is not a mystery, it is simply not permitted.
Two boundaries are worth stating explicitly. First, a session that is not counted at all — for example a school closure day or a pupil not on roll — is neither authorised nor unauthorised; it is excluded from the denominator. Second, an "approved educational activity" such as a supervised sports fixture or a field trip is normally counted as present, not as authorised absence, even though the pupil is physically off site.
3. The Attendance Code Framework |
Most systems operationalise the distinction through a small alphabet of codes keyed into the register. England's Department for Education code set is the most widely copied model, and international and independent schools frequently mirror it even when they are not legally bound by it. The codes matter because the statistics are calculated by aggregating codes, not by re-reading teachers' notes.
| Code | Meaning | Category | Counts in denominator? |
|---|---|---|---|
| / and \ | Present in the AM / PM session | Present | Yes |
| L | Late arrival before the register closed | Present | Yes |
| B, P, V, W | Approved off-site educational activity, visit, work experience | Present | Yes |
| I | Illness | Authorised | Yes |
| M | Medical or dental appointment | Authorised | Yes |
| R | Religious observance | Authorised | Yes |
| H | Leave of absence granted by the school | Authorised | Yes |
| S, J | Study leave; approved leave for an interview or similar | Authorised | Yes |
| C, T | Exceptional circumstances; traveller absence | Authorised | Yes |
| E | Excluded from school | Reported as authorised in most frameworks | Yes |
| N | No reason yet provided | Unauthorised (provisional) | Yes |
| O | Absent without authorisation | Unauthorised | Yes |
| G | Leave of absence refused by the school | Unauthorised | Yes |
| U | Arrived after the register closed | Unauthorised | Yes |
| # | School closed to pupils | Not counted | No |
| X, Y, Z | Not required to be in school; unable to attend due to exceptional circumstances; not on roll | Not counted | No |
Two features of this table drive most real-world arguments. First, the "not counted" codes sit outside both categories, so a missing # entry silently depresses the attendance rate. Second, N is a placeholder that begins life as unauthorised and can only move into the authorised column if a school makes an active, recorded decision to move it.
4. Authorised Absence in Practice |
Authorised absence covers reasons that the school accepts as legitimate obstacles to attendance. The categories below are the ones that appear most often in policy documents and inspection frameworks.
- Illness, including mental health conditions where the school has accepted the impact on attendance.
- Medical, dental and other health appointments that cannot reasonably be scheduled outside school hours.
- Religious observance on a day the pupil's faith requires it.
- Bereavement, family crisis, or a documented safeguarding or welfare situation.
- Leave granted in advance following a written request, where the school judges the circumstances exceptional.
- Exclusion, which is recorded separately but usually reported within the authorised stream.
Notice what these have in common: each one is documented, each one is time-limited, and each one has passed through a decision point. A school that codes illness as authorised without ever asking whether the pattern of illness is itself a concern has complied with the letter of the framework but missed its purpose.
5. Unauthorised Absence in Practice |
Unauthorised absence is not the same as unexplained absence, although unexplained absence falls inside it. The category is defined by the absence of permission, not by the absence of information.
- Truancy: the pupil is absent, the parent believes the pupil is in school, and no permission exists.
- Term-time holiday where leave was requested and refused, or where no request was ever made.
- Absence where the reason given is judged insufficient - for example, oversleeping, shopping, or a family outing.
- Absence where no reason has been provided at all and the follow-up window has expired.
- Late arrival after the register has closed, recorded as U for that session.
- Absence where a parent has notified the school but explicitly refuses to seek authorisation, or where the notification itself is retrospective and uncorroborated.
A common source of error is the assumption that a telephone call from a parent automatically authorises an absence. It does not. A call transfers information to the school; the school then decides. This is why attendance policies almost always use the phrase "the school may authorise" rather than "parents may authorise".
6. The Grey Zone: Illness, Term-Time Leave and Exceptional Circumstances |
The hardest cases are not truancy; they are the ones everyone agrees are real but nobody agrees are authorised. Three grey zones account for most disputes.
Grey zone one: illness without evidence. Short, self-certified illness is normally accepted. But when a pupil's illness absence climbs past a threshold — commonly around 10% of sessions — schools increasingly ask for medical evidence, and continued absence without it may be reclassified. This is not a judgement about whether the child is ill; it is a judgement about whether the school can continue to authorise on the evidence available.
Grey zone two: term-time leave. Most frameworks allow leave only in exceptional circumstances, and define exceptional narrowly — a close family bereavement abroad, a once-in-a-lifetime religious pilgrimage, a deployment or relocation that cannot be moved. Cost of travel, cheaper flights, and family convenience are routinely named as not exceptional. If leave is granted, the days are authorised; if it is refused and the pupil goes anyway, the same days become G.
