📚 UK School Performance Tables: The Three Types of Information You Can Find |
Parents, students, governors and journalists all try to judge schools using public data. In England, that data falls into three distinct streams: attainment and progress statistics, Ofsted inspection reports, and financial information. Each answers a different question, and none of them is complete on its own. This article explains what each stream contains, how to read it correctly, and how to combine the three without falling into the traps that make league tables misleading.
1. Why These Three Streams Exist |
English schools are publicly funded, so the public has a right to know three things: whether pupils learn (outcomes), whether the school is well run educationally (inspection), and whether the money is being spent properly (finance). These correspond to accountability, quality assurance and stewardship. The three streams were created by different bodies at different times, and they are published on different websites, which is why they are rarely read together.
A common mistake is to treat test results as the only real measure and inspection or finance as background noise. In practice, a school with excellent results but a fragile budget, or a school with a healthy budget but weak progress scores, tells you something important that a single column of numbers cannot.
2. Where Each Type of Data Lives |
There is no single official page that combines all three. The Department for Education (DfE) publishes performance tables, Ofsted publishes inspection reports, and financial data is split between the DfE benchmarking service, academy trust accounts and local authority statements. Knowing the source matters, because it tells you who verified the numbers and how old they are.
| Attainment and progress | 成绩与进步 | DfE Compare School and College Performance | DfE 学校与学院绩效比较平台 | How well do pupils achieve and improve? |
| Inspection | 督导 | Ofsted reports service | Ofsted 报告服务 | How well is the school led and taught? |
| Finance | 财务 | DfE schools financial benchmarking, academy accounts, section 251 statements | DfE 学校财务基准、学院账目、第 251 条报表 | Is the money sufficient and well used? |
All three are retrospective. Performance tables are usually published in the autumn or winter following the summer examinations, inspection reports may be several years old, and financial accounts are published after the financial year ends on 31 August.
3. Type One: Attainment and Progress |
The performance tables contain two conceptually different kinds of number. Attainment measures describe the level pupils reached, such as the percentage reaching a standard or an average point score. Progress measures describe how much pupils improved compared with pupils who had the same starting point nationally. Attainment reflects the school and its intake; progress tries to isolate the school's contribution.
Attainment answers "how high did they get?"
Progress answers "how far did they travel?" |
Context tells you whether the starting point was high, low or unusually variable. |
A school with low attainment but strongly positive progress is often doing difficult work well. A school with high attainment but negative progress may simply be selecting already high-performing pupils.
4. Reading Key Stage 2 Tables |
At the end of primary school, pupils sit national curriculum assessments in reading, mathematics and grammar, punctuation and spelling, while writing is teacher assessed. The published measures include the percentage reaching the expected standard in reading, writing and mathematics combined, the percentage reaching the higher standard, and average scaled scores.
Scaled scores are set so that 100 represents the expected standard and 110 represents the higher standard. Progress measures at this stage are also scaled scores, centred on zero.
ess score = 0 means pupils made average progress; +2 means well above; −2 means well below | 进步分为 0 表示进步处于平均水平,+2 表示明显高于平均,−2 表示明显低于平均
Small primary cohorts make these figures volatile. A single pupil can move a percentage by several points, so the DfE suppresses data for very small cohorts and publishes confidence intervals where relevant.
5. Reading Key Stage 4 Tables |
At age 16 the two headline measures are Attainment 8 and Progress 8. Attainment 8 is an average grade across eight qualifications, with English and mathematics counting double, three English Baccalaureate subjects and three open subjects filling the rest.
Attainment 8 = ((English + maths) × 2 + EBacc subjects × 3 + open subjects × 3) ÷ 10
Progress 8 compares each pupil's Attainment 8 with the average Attainment 8 of pupils nationally who had the same Key Stage 2 results, then averages those differences across the cohort.
Progress 8 = ((English + maths + 3 EBacc + 3 open) ÷ 10) − pupil's prior attainment estimate
Values typically run from about −1 to +1. Anything above zero means pupils made more progress than similar pupils nationally. Crucially, the DfE publishes a confidence interval, so a score of +0.15 with a wide interval may be statistically indistinguishable from zero.
Other columns worth reading include the percentage entering and achieving the English Baccalaureate, the percentage achieving grade 5 or above in English and mathematics, and the percentage of pupils staying in education or entering employment after 16.
6. Reading Key Stage 5 Tables |
Post-16 tables focus on Level 3 qualifications, mainly A levels and applied general qualifications. The main measures are average point score per entry, the percentage achieving high grades such as AAB or better in at least two facilitating subjects, and Level 3 value added.
Value added at this stage works like progress at Key Stage 4: it compares students' results with those of students nationally who had the same GCSE profile. Around zero is average; positive means better than expected.
Destination data is increasingly important here. The tables show the percentage progressing to higher education, to Russell Group or top-third institutions, and to sustained apprenticeships or employment, which is often more meaningful than an average point score in a school with a mixed cohort.
7. Type Two: Ofsted Inspection Reports | 第二类:Ofsted 督导报告
Ofsted inspects schools on a cycle, examining the quality of education, behaviour and attitudes, personal development, and leadership and management. Inspectors visit, observe lessons, speak to pupils and staff, scrutinise the curriculum and safeguarding, and publish a report with judgements and areas for improvement.
The report has two layers. The first is the graded evaluation in each area. The second, and often more useful, is the narrative: what inspectors saw, what the school does well, and what it must fix. A school may hold a strong overall judgement while the report body flags a specific weakness, such as provision for lower-attaining pupils.
Safeguarding is reported separately as met or not met, and this judgement carries serious consequences regardless of the other grades.
8. Decoding Judgements and the New Report Card |
For many years schools received one of four headline grades: outstanding, good, requires improvement, or inadequate. From September 2024 the single headline grade was removed for school inspections, and Ofsted has since moved towards a report card format that sets out evaluations across several areas rather than one word.
This change matters for anyone reading older data. A report from a previous framework cannot be directly compared with a new one, and a school that has not been inspected since the change will have an outdated grade on its profile. Always check the inspection date.
Check the date of the inspection before drawing conclusions. |
Read the areas for improvement, which are the school's own to-do list. |
Note whether the inspection was graded or ungraded. |
9. Type Three: Financial Data |
Financial information shows what a school receives and how it spends it. For academies, the main sources are the annual audited accounts and the DfE's schools financial benchmarking service. For local authority maintained schools, the section 251 outturn statement published by the council provides comparable figures.
The benchmarking service lets you see income per pupil, expenditure per pupil, the proportion spent on teaching staff, the proportion spent on support staff and premises, and the school's reserves. You can filter for similar schools, which is essential because costs depend heavily on pupil characteristics and site conditions.
| Indicator | 指标 | What it suggests | 说明什么 |
| Income per pupil | 每生收入 | Level of funding, including pupil premium and high needs top-ups | 资金水平,含学生津贴与高需求追加拨款 |
| Teaching staff as % of spend | 教学人员支出占比 | How much goes directly to classroom staffing | 有多少直接投入课堂人力 |
| Revenue reserves | 经常性储备 | Financial resilience and capacity to absorb shocks | 财务韧性与承受冲击的能力 |
Note the distinction between revenue and capital. Revenue pays for staff, energy and resources; capital pays for buildings and equipment. A school may look cash-rich because it holds an unspent capital grant, while its day-to-day revenue position is tight.
10. Reading Finance Like a Governor |
Governors read three years of accounts, not one. A single deficit year can be a planned drawdown of reserves; three consecutive deficit years with falling reserves is a structural problem. The key ratio is reserves expressed in months of expenditure, because it shows how long the school could operate without new income.
Compare staffing costs with similar schools. Extremely high teaching costs may reflect a generous but unsustainable staffing model, while unusually low teaching costs with high support costs may indicate reliance on teaching assistants to cover gaps.
Finally, remember that money is a means, not an outcome. The interesting question is always whether spending patterns connect to the educational priorities revealed by the performance tables and the inspection report.
11. Cross-Reading the Three: Common Traps |
Used together, the three streams become far more informative than any one alone. But several traps recur, and exam-style questions about education policy often turn on exactly these points.
Small cohorts. Percentages based on 15 pupils swing wildly; confidence intervals may span zero. |
Intake differences. Raw attainment largely reflects who the school admits; progress measures adjust for prior attainment. |
Curriculum choices. Entry rates for the EBacc and for facilitating subjects change the meaning of headline figures. |
Data lag. Published results describe a cohort that has already left; leadership and staffing may have changed. |
Assessment disruption. The 2020 and 2021 examination series were cancelled or replaced, and primary assessments were suspended, so trend lines break. |
Age of inspection. A judgement from several years ago may not describe the school today. |
What is not measured. Wellbeing, arts provision, pastoral care and community role rarely appear in any table. |
A school can be simultaneously strong on progress, good in inspection and financially stretched. That combination is common and does not mean the data is contradictory; it means the school is achieving a lot with limited headroom, which is precisely what a careful reader should notice.
