📚 The Four Education Stages Under the UK Department for Education and Their Policy Boundaries |

The Department for Education (DfE) is often described as "the ministry that runs schools in the United Kingdom". That description is only half true. The DfE is responsible for the education system of England alone, and even inside England its authority stops at a series of clearly drawn lines - lines set by statute, by devolution, by arm's-length regulators and by the legal status of the schools themselves. Understanding those four stages and, more importantly, understanding where the DfE's power ends, is one of the fastest ways to grasp how the English education system actually works.

1. What the Department for Education Actually Controls |

The DfE is a government department, not a delivery body. It sets the statutory framework, allocates funding, controls the accountability regime and regulates the teaching workforce. It does not run individual schools, does not mark examinations and does not inspect classrooms itself. Delivery is delegated to local authorities, academy trusts, colleges and a set of arm's-length bodies.

The four stages the DfE formally oversees are set out below. Everything after this table in the article is essentially a description of the lines that surround them.

16-19 KS5 A Level, T Level, Apprenticeship

Statutory school age: 5 ≤ age ≤ 16  |  Participation required until age 18

2. Stage One: Early Years Foundation Stage (0-5) |

The Early Years Foundation Stage is the only stage where education and childcare are treated as a single policy problem. Attendance is not compulsory, but provision is heavily regulated. Every registered provider - nursery, pre-school, childminder or school reception class - must follow the statutory EYFS framework, which sets seven areas of learning: three prime areas (communication and language, physical development, personal, social and emotional development) and four specific areas (literacy, mathematics, understanding the world, expressive arts and design).

At the end of the stage, the Early Years Foundation Stage Profile records whether a child has met the Early Learning Goals. This profile is not a public examination and is not published school-by-school, which is precisely a policy boundary: the DfE deliberately avoids creating a league table for five-year-olds.

3. Stage Two: Primary Education and Key Stages 1-2 (5-11) |

Primary education in England is split into Key Stage 1 (ages 5-7, Years 1-2) and Key Stage 2 (ages 7-11, Years 3-6). The National Curriculum applies, and the DfE uses a small number of high-leverage assessment points to monitor the system without inspecting every lesson.

The most famous statutory boundary in this stage is the infant class size limit. Since 1998, no infant class (Reception, Year 1 or Year 2) in a maintained school may contain more than 30 pupils with a single qualified teacher, except under a narrow list of lawful exceptions.

Infant class size ≤ 30 pupils per qualified teacher (maintained schools)

4. Stage Three: Secondary Education and Key Stages 3-4 (11-16) |

Secondary education runs through Key Stage 3 (ages 11-14, Years 7-9) and Key Stage 4 (ages 14-16, Years 10-11). This is the stage where the DfE's accountability machinery is at its most powerful, because school performance is measured through GCSE outcomes.

GCSEs are graded 9 to 1, with 9 the highest. Grade 4 is the standard pass and grade 5 is the strong pass. These two thresholds matter far beyond school: they are the entry requirement for many sixth forms, for the maths and English condition of funding in post-16 education, and for a wide range of employers.

Two headline accountability measures dominate this stage - Progress 8 and Attainment 8. Progress 8 compares each pupil's GCSE results with those of pupils nationally who had the same prior attainment at KS2.
