📚 Student-Perspective Indicators for City Rankings: Friendliness, Sustainability and Diversity Scores |
Every year millions of students choose a city rather than simply a university, yet most global city rankings are built for investors, tourists or executives, not for the people who will spend three or four years living on a student budget there. This article examines how friendliness, sustainability and diversity can be turned into measurable, defensible indicators, and how those indicators can be combined into a composite student city index.
1. Why City Rankings Matter to Students |
City choice affects far more than the quality of lectures. It shapes the cost of living, the availability of part-time work, the ease of making friends, the safety of the walk home at night, and the long-run value of the degree in the labour market.
A poorly designed ranking can therefore mislead applicants. If a ranking is dominated by GDP per capita or hotel occupancy, it tells a student almost nothing about whether they can afford rent, find a supermarket open at 10 p.m., or meet people from other countries.
Three student-centred criteria recur in the literature and in student surveys:
- Friendliness - how welcoming, affordable and administratively simple the city is for a newcomer.
- Sustainability - whether the city is environmentally viable and easy to move around without a car.
- Diversity - how many nationalities, languages, cultures and identities coexist and are included.
2. From Economic Power to Student Experience |
Traditional rankings such as the Global Power City Index or the Global Financial Centres Index weight "economy" and "research and development" heavily. Their implicit assumption is that a strong economy automatically produces a good student experience - an assumption that fails in cities with high GDP but extreme housing costs.
Economics gives a precise language for this failure. Housing in a successful city is a rival, congested good: agglomeration raises wages, which raises rents, which displaces the very students the city wants to attract. The student's real purchasing power is therefore a better indicator than nominal income.
A student-experience ranking should therefore rebalance weights:
| Domain | Traditional weight | Student-perspective weight |
|---|---|---|
| Economy and finance | High (about 30%) | Low (about 10%) |
| Affordability and housing | Low (about 5%) | High (about 25%) |
| Sustainability and mobility | Medium (about 10%) | High (about 20%) |
| Diversity and inclusion | Low (about 5%) | High (about 20%) |
| Culture and social life | Medium (about 10%) | High (about 15%) |
| Safety and administration | Low (about 5%) | Medium (about 10%) |
3. Defining and Measuring the Friendliness Index |
Friendliness is the most subjective of the three domains, which is precisely why it must be operationalised carefully. It is not the same as "being nice"; it is the measurable friction a new resident experiences.
Four sub-dimensions are commonly used:
- Affordability friction - rent as a share of a typical student loan or grant; price of a monthly transport pass; cost of a basic food basket.
- Administrative friction - days to obtain a residence permit; whether a bank account can be opened online; number of documents required.
- Social friction - share of residents reporting that "it is easy to make local friends" in expatriate and student surveys; existence of university buddy schemes.
- Safety friction - recorded crimes per 100,000 residents; share of students reporting they feel safe walking alone after dark.
A simple affordability sub-index can be written as a ratio, where a lower value means a friendlier city for a student on a fixed income:
Affordability Ratio AR = (Monthly Rent ÷ Monthly Student Income) × 100%
For example, if the median student room costs £700 per month and the median student income (loan plus part-time work) is £1,400, then AR = (700 ÷ 1,400) × 100% = 50%. A city where AR exceeds about 60% is generally experienced as stressful.
The overall friendliness score can then be a weighted mean of the four normalised sub-dimensions:
F = 0.35·Fafford + 0.25·Fadmin + 0.25·Fsocial + 0.15·Fsafety
The weights are value judgements, not natural constants, and any serious ranking must state them explicitly and test their sensitivity.
4. The Sustainability Score: Environment, Transport and Energy |
Sustainability matters to students for two reasons: it affects daily health and mobility, and it signals whether a city is planning for the long term in which their careers will unfold.
It is useful to separate sustainability into three measurable layers:
- Environmental quality - air pollution (PM2.5 annual mean in µg m⁻³), noise, green space per capita in m², urban heat island intensity in °C.
- Resource use - CO₂ emissions per capita in tonnes of CO₂ equivalent (t CO₂e), share of renewable electricity in the grid (%), recycling rate (%).
- Mobility and built form - modal share of walking, cycling and public transport (%); length of protected cycle lanes per 100,000 people; density in people per km².
A single transport indicator of great practical importance to students is the sustainable modal share:
Modal Share MS = (Walking + Cycling + Public Transport Trips) ÷ Total Trips × 100%
Cities such as Amsterdam, Zurich, Copenhagen and Vienna typically record MS above 60%, which translates directly into lower student transport costs and shorter commutes.
5. Quantifying Sustainability: Indicators and Data |
Unlike friendliness, sustainability indicators are mostly hard data, published annually in comparable form. This makes them reliable but also vulnerable to the "reporting gap": cities that measure more carefully may appear worse.
A useful comparison table shows units and typical ranges:
| Indicator | Unit | Strong performance |
|---|---|---|
| PM2.5 annual mean | µg m⁻³ | Below 10 |
| CO₂ emissions per capita | t CO₂e per person per year | Below 4 |
| Renewable electricity share | % | Above 60 |
| Green space per capita | m² per person | Above 20 |
| Sustainable modal share | % | Above 60 |
| Protected cycle lane density | km per 100,000 people | Above 5 |
Two indicators deserve special attention because they interact with the other domains. First, air quality is strongly correlated with the friendliness of the daily walk to campus. Second, green space per capita correlates with student mental health scores in several published surveys, though correlation is not causation.
6. The Diversity Score: Culture, Language and Inclusion |
Diversity is easy to praise and hard to measure. Counting nationalities is not enough; a city can host 150 nationalities while remaining socially segregated into parallel communities.
Three layers should therefore be distinguished:
- Composition - international student share (%), number of nationalities, share of residents born abroad (%).
- Inclusion - anti-discrimination law and enforcement, LGBTQ+ legal protection indices, gender pay gap, accessibility for disabled students.
- Interaction - residential segregation indices, intermarriage rates, share of students reporting meaningful contact with people of other backgrounds.
Composition can be summarised neatly by the Herfindahl-Hirschman Index adapted to nationality shares:
HHI = Σ sᵢ² where sᵢ = Share of Nationality Group i
The "effective number of groups" is then 1 ÷ HHI. If five nationalities each hold 20% ÷ HHI = 5, meaning the student body behaves statistically like five equally sized groups.
Interaction is best captured by the index of dissimilarity, which ranges from 0 (complete integration) to 1 (complete separation):
D = ½ × Σ |aᵢ ÷ A − bᵢ ÷ B|
ighbourhood i, while A and B are their city-wide totals. A value of D = 0.60 means that 60% of one group would have to move neighbourhood to achieve an even distribution.
7. Building a Composite Student City Index |
Once each domain has been scored, the composite index combines them. The simplest defensible form is a weighted arithmetic mean of normalised scores:
CI = wF·F + wS·S + wD·D, where wF + wS + wD = 1
If a ranking treats the three domains equally, then wF = wS = wD 78 out of 100 would mean the city averages in the upper quartile across all three domains.
A geometric mean, CI = (F × S × D)1÷3 ause a city that is unaffordable or unsafe cannot be rescued by excellent recycling rates.
percentage points shows whether the ranking is robust or merely an artefact of the analyst's preferences.
8. Normalisation, Weighting and Sensitivity Analysis |
Indicators arrive in incompatible units: percentages, tonnes, µg m⁻³, days and indices. Normalisation converts them to a common 0-100 scale before aggregation.
The two standard methods are:
- Min-max normalisation: x' = (x − xmin) ÷ (xmax − xmin) × 100. Simple and bounded, but extremely sensitive to outliers.
- Z-score standardisation: z = (x − x̄) ÷ σ, where x̄ standard deviation. Preserves the shape of the distribution but produces negative values.
r friendliness, so the indicator must be reversed before normalisation, often written as x' = (xmax − x) ÷ (xmax − xmin) × 100.
Finally, aggregation itself can distort results. Simpson's paradox shows that a city may lead in every subgroup yet lag overall once weights shift, which is why a ranking should always publish both domain scores and the composite score.
9. Data Sources, Reliability and Bias |
No indicator is better than its source. Student city indices typically draw on official statistics, university administrative data and perception surveys, each with distinct weaknesses.
- Official statistics - high reliability, but published with a lag of one to three years and defined differently across countries.
- University data - precise for enrolment and nationality, but selective: it covers only students at participating institutions.
- Perception surveys - capture lived experience, but suffer from small samples, self-selection and cultural response bias.
Response bias is a genuine problem. In some cultures, respondents systematically avoid extreme answers on a 1-5 scale, which mechanically depresses the measured friendliness of an entire city.
A robust index therefore triangulates at least two independent sources per indicator and publishes confidence intervals rather than a single precise rank.
10. Linking Indicators to A-Level Theory | 与A-Level理论的联系
These indicators are not abstract statistics; they map directly onto A-Level specifications in Geography, Economics and Mathematics.
- Geography - urban regeneration, gentrification, indices of multiple deprivation, sustainable urban development and the concept of liveability.
- Economics - externalities from congestion and pollution, public goods such as parks and cycle networks, housing market failure, and human capital migration.
- Mathematics and Further Mathematics - weighted means, standard deviation, normalisation, and correlation coefficients.
- Sociology and Politics - multiculturalism, social cohesion, integration policy and citizenship rights.
