📚 Two Threshold Conditions for a City to Enter the Best Student Cities Ranking |
Every year, when the QS Best Student Cities ranking is published, students and parents ask the same question: why is my city, or my target city, not on the list? The answer is usually not about the quality of its universities at all, but about two eligibility thresholds that a city must pass before it can be scored. Understanding these two gatekeeping conditions helps you read the ranking correctly, and it also helps you decide how much weight to give it when you are choosing where to study.
1. What the Best Student Cities Ranking Really Measures |
The QS Best Student Cities ranking has been published annually by Quacquarelli Symonds since 2012. Its unit of analysis is the city, not the university. It compares urban study destinations on tuition costs, living costs, safety, student diversity, graduate employment prospects and the strength of the local higher education ecosystem.
Because the ranking is produced in two stages, it should also be read in two stages. Stage one is a gate: a city either qualifies or it does not. Stage two is a score: qualified cities are measured against a set of indicators and then ordered from first place to last.
This distinction matters more than most readers realise. A city can be academically outstanding and still never appear in the table, because a city that fails the gate has no score, no position and no ranking history, no matter how famous a single institution inside it may be.
2. Threshold One: A Minimum Population of 250,000 | 门槛一:常住人口不低于 25 万
The first threshold is demographic: the city must have a population of at least 250,000. A town of 30,000 people, however prestigious its university, is not treated as a comparable study destination, because the ranking is designed to describe a city environment rather than a single campus.
The logic behind the figure is practical rather than symbolic. A genuine student city needs a labour market large enough for part-time work and internships, a public transport network, a housing market with some degree of choice, a cultural and social scene, and a student population large enough to create its own community. Below a certain size, these features simply cannot exist at scale.
Population data for this gate comes from official sources such as national statistics agencies and international demographic datasets, rather than from university self-reporting. That is why the threshold is applied consistently: it is a factual filter, not a judgement about quality.
A direct consequence is that many beloved historic university towns are structurally excluded. A famous campus town with a few tens of thousands of residents fails this test before any academic consideration begins.
3. Threshold Two: At Least Two Universities in the QS World University Rankings | 门槛二:至少两所大学进入 QS 世界大学排名
The second threshold is academic and institutional: the city must be home to at least two universities that appear in the current QS World University Rankings. Note the precision of the wording. It is not enough for the city to contain two universities; those universities must actually be ranked in the global university table used as the reference.
This answers a question many families ask: a large city may host five or six universities, yet if none of them is internationally ranked, the city still fails. Conversely, a mid-sized city with two ranked institutions can pass comfortably, even if neither is in the global top ten.
The reasoning is about ecosystem rather than prestige. Two ranked institutions mean genuine academic competition, cross-institutional collaboration, joint research centres, shared libraries and conferences, transfer and exchange possibilities, and a graduate labour market that employers treat as a reliable talent pool. One institution, no matter how strong, cannot generate that density on its own.
So the two thresholds can be summarised in a single Boolean expression, where both conditions must hold simultaneously:
Eligible = (Population ≥ 250,000) AND (Number of QS-ranked universities ≥ 2)
符合条件 =(人口 ≥ 250,000)AND(QS 上榜大学数 ≥ 2)
4. Why Both Thresholds Must Be Met at the Same Time | 为什么两个门槛必须同时满足
The two conditions are joined by AND, not OR. This is the single most misunderstood point about the ranking. A city with ten million residents and only one ranked university fails. A town with two world-leading universities and 120,000 residents also fails.
The AND logic protects the ranking from two opposite distortions. Without the population threshold, tiny towns would be rewarded purely for hosting a famous campus, and the comparison would stop being about cities. Without the two-university threshold, a single dominant institution would define an entire city's score, and the result would effectively be a university ranking wearing a city label.
There is also a fairness dimension. Applicants compare cities on things that only exist at a certain scale: transport passes, part-time job markets, shared student housing, cultural events, airport connections. Applying a fixed population floor keeps those comparisons meaningful.
5. Cities That Miss the Cut: Typical Scenarios |
Because the gate is binary, the failure modes are easy to classify. The table below shows how the same two conditions sort very different places into eligible and ineligible groups.
| Large metropolitan city with many ranked institutions
| Big city with one dominant ranked university
Yes 是 | No 否 | No 不符合 |
| Small historic town with one world-famous university
No 否 | No 否 | No 不符合 |
| Mid-sized city with two ranked universities
| Small college town with two ranked universities
No 否 | Yes 是 | No 不符合 |
The important lesson for applicants is that absence from the list is not a verdict on teaching quality. It may simply mean the town is small, or that the local higher education sector is dominated by one institution. A specialised music conservatory town, for example, will rarely satisfy the two-university rule even if its training is world class.
6. Once Inside the Gate: The Scoring Indicators |
Passing the two thresholds earns a city nothing except the right to be scored. From that point onward, performance is judged on a set of indicators that QS publishes in its methodology. The exact number of indicators and their relative weights are revised periodically, so always check the methodology note of the edition you are reading.
The composite score can be expressed conceptually as a weighted sum of indicator scores:
ity Rankings + w₂·Student Mix + w₃·Desirability + w₄·Employer Activity + w₅·Affordability + w₆·Student Voice
| Indicator 指标 | What it captures 考察内容 |
| University Rankings 大学排名 | How many ranked universities the city hosts and how highly they place. |
| Student Mix 学生构成 | Size, density and international diversity of the student population. |
| Desirability 向往度 | Liveability, safety, environmental quality and overall attractiveness.
