📚 Rough Paper in Exams: Rules for Pens, Pencils and Paper |
Every exam series, the same questions arrive in the final week: can I bring my own rough paper, does the hall provide it, what pen am I allowed to use, and what happens to my scribbles at the end? Getting these details wrong is one of the most avoidable ways to lose marks - or worse, to be reported for malpractice. This guide explains the rules that apply across the main international and UK boards, and shows you how to turn rough paper into a genuine scoring tool rather than a nervous habit.
1. Why Scratch Paper Rules Exist |
The rules are not designed to make your life difficult. They exist because an examination script must be provably your own unaided work, produced under identical conditions to every other candidate in the world. Rough paper is treated as part of the examination record, not as personal stationery.
If candidates were free to bring their own paper, the security of the whole examination would collapse. A sheet of A4 can carry a formula sheet, a list of quotations, a periodic table annotation or a set of model answers. Once any paper is allowed in, invigilators cannot verify what was written before the exam started.
Rough paper also protects you. If a marker sees working that is clearly crossed out and initialled, or if an examiner needs to check how you reached an answer, the rough work can support your case. In some subjects, such as mathematics and physics, it can even earn credit when your final line is ambiguous.
2. The Universal Rule: Never Bring Your Own Paper |
Across every major board - Cambridge International, Pearson Edexcel, Oxford AQA, OCR, WJEC, the IB and the College Board - the same underlying rule applies: you may not bring loose paper of any kind into the examination room. Loose paper includes blank sheets, index cards, sticky notes, folded revision cards, printed formula sheets and even the blank pages torn from an exercise book.
Where rough paper is needed, it is supplied by the examination centre and it is collected at the end of the paper. In many specifications the question paper itself is the designated rough paper, and you are actively encouraged to write all over it.
Two practical consequences follow. First, if you arrive and find no rough paper on your desk, raise your hand and ask an invigilator before the exam begins - never assume it will appear. Second, whatever rough paper you are given must stay in the room. Leaving the hall with it, even accidentally, can be treated as a breach of security.
3. Cambridge International (CAIE) |
Cambridge expects candidates to write their answers in the answer booklet provided, using black or dark blue ink for all written responses. Multiple-choice answer sheets are completed in soft pencil, normally grade B or HB, and must not be folded or creased because they are machine-scanned.
For rough work, Cambridge's standard position is that the question paper is the rough paper. You are free to annotate, underline, cross out and calculate in the margins of the question paper, and this annotation is not marked. If additional rough paper is provided by the invigilator under centre arrangements, it is normally collected at the end of the examination.
Cambridge also stresses that you must not write anything on your hands, arms or the desk. Writing a formula on your palm is explicitly treated as malpractice, regardless of whether you glance at it. If you need to remember a formula, write it on the question paper once the exam has started.
Finally, Cambridge candidates should note the rules on additional answer booklets. If you run out of space, request a supplementary booklet rather than squeezing text into margins or continuing on rough paper, since rough work is not marked as an answer.
4. JCQ Boards: AQA, Edexcel, OCR and WJEC | JCQ
In England, AQA, Pearson Edexcel, OCR and WJEC operate under the Joint Council for Qualifications (JCQ) Instructions for Conducting Examinations. These rules are unusually prescriptive about stationery, and many international centres that offer A Levels follow them closely.
The most frequently broken rule is ink colour. JCQ requires black ink for written answers, because scripts are digitised and scanned; blue ink can scan poorly and has, in extreme cases, led to scripts being returned unscored. Diagrams, graphs, maps and sketches may be done in pencil, and coloured pencils are permitted where a specification calls for them.
On rough paper, the JCQ position is that candidates must not bring their own. Where a specification requires rough paper - typically in mathematics, the sciences and some design contexts - the centre supplies it and collects it in at the end of the examination. Rough work done in the answer booklet should be clearly crossed through so that markers do not mistake it for an answer.
JCQ also permits supplementary answer sheets. These must be tied to the main booklet with the treasury tag or string provided, and you should write your centre number, candidate number and the question numbers clearly. A supplementary sheet left loose on the desk may never reach the examiner.
5. Board-by-Board Comparison |
The table below summarises the practical position for the most widely taken qualifications. Always confirm the current version in your own board's official handbook before the series begins, because regulations can change year on year.
| Board | 考试局 | Own rough paper? | 可否自带草稿纸 | Where to do rough work | 草稿写在哪 | Ink | 墨水要求 |
|---|---|---|---|
| Cambridge International | 剑桥国际 | No | 不可以 | Question paper; centre-issued rough paper if provided | 试卷;考点发放的草稿纸 | Black or dark blue | 黑色或深蓝色 |
| AQA / Edexcel / OCR / WJEC (JCQ) | JCQ 体系 | No | 不可以 | Answer booklet or centre-issued rough paper | 答题册或考点发放的草稿纸 | Black ink only | 仅黑色 |
| IB Diploma | IB 文凭 | No | 不可以 | Question paper; cross out rough work in booklet | 试卷;答题册内草稿须划掉 | Black or blue ink | 黑色或蓝色 |
| AP (paper) | AP 纸笔考试 | No | 不可以 | Booklet margins; proctor-issued scratch paper | 答题册页边;监考发放的草稿纸 | No. 2 pencil or black/blue pen | 2 号铅笔或黑/蓝笔 |
| Digital SAT / digital AP | 机考 SAT / AP | Blank paper allowed at many centres | 多数考点允许空白纸 | Blank scratch paper, collected by proctor | 空白草稿纸,由监考回收 | Pen or pencil for scratch work | 草稿用笔或铅笔均可 |
The pattern is consistent: paper is either supplied by the centre or replaced by the question paper itself. There is no major board anywhere that lets you walk in with your own sheets.
6. IB, AP and Digital Tests | IB、AP
The IB is strict about what enters the examination room. Candidates may not bring any paper, notes or electronic device other than an approved calculator. Rough work is done on the question paper or in the answer booklet, and any rough work inside the booklet must be crossed out so that it is not marked.
For IB mathematics and the sciences, the formula booklet is provided by the school and collected afterwards. You may annotate it during the exam, but you may not bring your own annotated copy from a previous session - that is one of the most common and most serious IB infringements.
For College Board exams, paper-based AP subjects generally do not permit outside scratch paper; proctors distribute it where the subject requires it, and it is collected. Digital AP exams delivered through Bluebook and the digital SAT are different: candidates are typically advised to bring pencils and blank scratch paper, or use the paper supplied by the testing centre, and all scratch paper is collected before you leave.
The word to watch in every digital-test policy is "blank". Pre-written notes, formulae, worked examples or grids on your scratch paper are treated as unauthorised material, even if you never look at them. If a sheet has writing on it when you sit down, hand it in and ask for a clean one.
7. Approved Stationery: What Belongs on Your Desk |
A well-prepared pencil case removes a whole category of avoidable stress. The safest approach is to bring more than you need, keep it transparent, and never rely on borrowing from a neighbour - invigilators can supply spare pens, but they are not obliged to, and asking wastes time.
For written answers, bring at least two black ballpoint or rollerball pens that you have already tested on the paper type used in exams. Gel pens can smudge and are a poor choice when scripts are scanned. Carry a spare ink cartridge or a third pen if you write heavily.
For diagrams and multiple-choice sheets, bring two HB pencils, a soft eraser that does not smear, and a small sharpener. A 30 cm clear ruler, a protractor and a pair of compasses are needed in mathematics, physics and some geography papers. Coloured pencils are permitted for graphs, maps and biological drawings in most specifications.
Everything should fit in a transparent pencil case, or be placed loose on the desk. Fabric pencil cases and printed tins are often refused at the door
