📚 Access Arrangements: Why Separate Rooms, Readers and Scribes Must Be Applied for Early |
Every year, thousands of candidates walk into an exam hall believing that a reader, a scribe or a quiet separate room will be waiting for them - and discover it was never approved. Access arrangements are not a favour granted on the day; they are a regulated, evidence-based process with hard deadlines set months in advance. This guide explains why the calendar matters so much, what evidence boards actually want, and how to build a timeline that never leaves a candidate exposed.
1. What Access Arrangements Actually Are | 考试便利安排究竟是什么
Access arrangements are adjustments approved before an exam so that a candidate with a disability, medical condition or specific learning difficulty can show what they know, without the format of the exam itself becoming the barrier. In the UK they sit under the JCQ document Access Arrangements and Reasonable Adjustments. Internationally, Cambridge International, Pearson Edexcel and the IB run equivalent systems under different names. In every case the arrangement must be approved in advance by the awarding body, not invented by the school on the morning of the paper.
The most commonly requested arrangements fall into a small number of families. Each one has its own evidence rules and its own lead time, which is why a single missed deadline can remove several forms of support at once.
- Separate room or separate invigilation |
- Human reader or computer reader |
- Scribe, amanuensis or recorder |
- Extra time, commonly 25% |
- Supervised rest breaks |
- Word processor with the spell check disabled |
- Prompter and practical assistant |
- Modified papers: enlarged print, braille, modified language |
2. The Three Arrangements in Focus |
A separate room is granted for reasons that make an open hall unsuitable: a candidate who needs to read aloud, who takes supervised rest breaks, who uses a reader, who has a prompter, who has a medical condition requiring monitoring, or who is so distractible that a large hall would invalidate the paper. It is a placement decision, not a reward, and it must still be fully invigilated.
A reader reads the question paper aloud, word for word, and may repeat a question if asked. A reader must not explain, paraphrase, translate, define or hint at an answer. A scribe - also called an amanuensis or recorder - writes down exactly what the candidate dictates, and must not correct content, alter spelling or grammar, or reorganise the answer. Both roles involve a person sitting with the candidate for the whole paper, which is precisely why they cannot be arranged at short notice.
3. Deadlines Are Driven by Logistics, Not Unkindness |
Boards do not set early deadlines to be awkward. Every arrangement consumes a physical resource: a room, a trained invigilator, a reader or scribe with a clear diary, and a printing slot. A centre with 60 candidates needing separate rooms may need six to ten extra rooms and ten to twenty extra invigilators on each busy exam day. Those people must be recruited, briefed and paid for months ahead, and they must be available at exactly the same hours as the main hall.
There is a second reason. Approval is a judgement made on evidence, and evidence takes time to gather, read and verify. A senior member of staff must review each file against the board's criteria, confirm that the arrangement matches the candidate's normal way of working, and submit it through the board's online system. If the file is weak or incomplete, the board will reject it, and the centre then has very little time to repair it before the series begins.
4. The Board Calendar |
The exact dates change slightly each year, so always confirm against the current year's regulations for your board and series. The pattern, however, is consistent: applications for the summer series close in late February, and applications for autumn or November series close in the previous autumn. Modified papers close earlier still.
|---|---|---|
| Cambridge International | 剑桥国际 | Around 21 February for the June series; around 21 October for the November series | 六月考季约在 2 月 21 日;十一月考季约在 10 月 21 日 | Months earlier; braille and enlarged papers need the longest lead time | 提前数月;盲文和放大卷需要最长周期 |
| JCQ boards: AQA, OCR, Pearson Edexcel, WJEC/Eduqas | JCQ 各局 | 21 February for the summer series (check the current JCQ AA/RR document) | 夏季考季 2 月 21 日(以当年 JCQ 文件为准) | Requested well before the main deadline | 远早于主要截止日期 |
| IB Diploma Programme | IB 文凭项目 | Requests submitted through IBIS several months before the session, commonly in the previous autumn | 通过 IBIS 提前数月提交,通常在前一年秋季 | Very long lead time; special papers are produced individually | 周期极长;特殊试卷需单独制作 |
Note the term hard deadline. It means what it says. A centre that submits on 22 February is not slightly late; it is outside the window, and the board is entitled to refuse, however strong the candidate's need.
5. The Normal Way of Working Rule |
This is the single most common reason applications fail. Boards do not grant an arrangement because a candidate would benefit from it in June. They grant it because it is already the candidate's normal way of working in class and in internal tests, and because there is documented evidence of that history. A reader appearing for the first time in the summer of Year 13 is a red flag, not a reasonable adjustment.
Acceptable evidence of a normal way of working typically includes teacher statements describing classroom practice, marked work showing the arrangement in use, records of its use in mock exams and internal assessments, an individual education plan or support plan, and a note of who decided what and when.
- Start the arrangement in class now, not in the exam term |
- Use it in every internal test and mock exam |
- Keep written records with dates and staff names |
- Tell the candidate why it is being used, so they can describe it | 告诉考生为什么使用它,让他们自己能说清楚
6. Assessment Reports and Qualified Assessors |
For a specific learning difficulty such as dyslexia, the board usually expects a diagnostic assessment carried out by an assessor holding an approved qualification, and it expects that assessment to be reasonably recent. The report must contain standardised scores from recognised tests, a clear diagnosis, and a recommendation that links directly to the arrangement being requested. Generic letters saying the candidate is a slow reader will not do.
Booking an assessor, waiting for the appointment, and receiving a full written report can easily take six to twelve weeks, and longer in a busy spring term. Medical evidence has its own delays: a consultant letter or a report from a specialist may require an NHS or private appointment that is itself booked months ahead.
