Every local area partnership in England is inspected against one published set of criteria, not against the performance of a single school. Inspectors from Ofsted and the CQC examine how education, health and social care work together for children and young people with SEND, from the first referral to the point where a young person leaves the system at 25. The handbook sets out what evidence counts and how each of the three possible outcomes is reached, so a partnership can predict the shape of its own judgement well before the visit.
The criteria sit in Part 1 of the handbook, which inspectors call the evaluation schedule. It is a guide rather than a checklist, and inspectors follow lines of enquiry as evidence emerges. The framework first appeared in November 2022, came into force on 6 June 2025 and was updated on 7 July 2025. It applies to children and young people aged 0 to 25 who are covered by the SEND code of practice, and it does not judge individual practitioners or hold one service responsible for a national shortage of specialists.
The first criterion covers how accurately and how early needs are identified. Inspectors ask whether assessment looks at a child's strengths and aspirations rather than only at deficits, which changes the evidence schools are expected to keep. They also examine whether the thresholds for services are understood in practice and whether referrals happen before a problem escalates. A late identification tends to weaken every other criterion that follows.
This criterion asks whether children and families genuinely take part in decisions about their own support. Inspectors look for impartial information, advice and support that allows families to make informed choices. They also check that a child understands the plan, the intended outcomes and the reasons why some requests cannot be met, which many families say is the first thing missing from the paperwork. Signing a form is not participation.
The third criterion is about the help itself. Inspectors ask whether plans are written on time and whether the support matches the needs already identified. A child waiting for an assessment should still receive help based on what is known, and plans need regular review so that support can be stepped down when need falls and widened again when circumstances change.
The fourth criterion is about preparation for the next stage. Inspectors check that the outcomes families care about most are understood and planned for, and that support is judged by the outcome it produces rather than by hours delivered. Transitions matter too, including the point at which a young person stops being eligible for a service, an area the inspectorates raised repeatedly in their first two years of reporting.
The fifth criterion looks at whether children are valued, visible and included in their communities. Inspectors check that families know what activities exist and that children are supported to join them, make friends and build relationships. Confidence, resilience and knowledge sit inside this criterion as well, because they decide whether a child can take part in universal provision as well as specialist provision; inspectors tend to test this through sampling visits rather than surveys alone.
The second group of criteria covers how leaders plan, commission and evaluate, and it starts with ambition. High expectations have to reach the quality of services and teaching rather than remain in a document. Responsibilities can be delegated, but oversight cannot be. Inspectors also look at whether decision-making structures allow leaders to agree necessary changes quickly, including changes that need money to move between services.
Here inspectors examine how leaders engage with children and families. Decisions about services should be shaped by the needs, experiences and ambitions of the people who use them, not announced after the fact. Leaders are also expected to hold accurate and current information about the local population, and to share it across education, health and social care, so that planning reflects the children who live there now.
Commissioning is judged on whether services are designed around children. Inspectors ask whether joint arrangements make the best use of available resources and whether they cover the statutory duties to identify, assess and meet needs. Alternative provision falls inside the criteria as well: full-time education for an excluded pupil should begin no later than the sixth day of the exclusion, a duty set out in section 19 of the Education Act 1996.
Evaluation is about whether leaders test their own system. The question is not whether a child received a service, but whether that service improved outcomes. Where provision is insufficient, leaders are expected to act rather than record the gap. Oversight of commissioned alternative provision, including unregistered settings, is part of the same criterion, and inspectors may visit those settings during the sampling week.
The final leadership criterion is about the conditions for good practice. Systems should help practitioners from different agencies work together and share information promptly. Safeguarding is not a separate evaluation area, yet inspectors consider it in every activity, including the higher risk of harm that children with SEND face, and they follow their own procedures if a concern arises mid-inspection.
Only three outcomes exist, and the handbook states exactly what each one requires. A positive outcome needs strong outcomes, positive experiences, effective action on improvements and no areas for priority action. If any of those conditions fails while no priority action area exists, the outcome becomes inconsistent, and one or more priority action areas means widespread or systemic failings, which brings a priority action plan and a monitoring inspection about eighteen months later.
Inspections are notified ten working days before on-site evidence gathering, with Ofsted contacting the director of children's services and the CQC contacting the integrated care board. Surveys for children, parents and practitioners open in the first week, tracking meetings follow, and sampling visits happen in the third week. Inspectors also meet parent carer forums and representative groups, and they do not investigate individual complaints on a family's behalf, which stays with the school or the local authority.
