霍恩比基金 英语教师 在英进修 MEd TESOL
英语教师想赴英国进修，多数人看到的第一道门槛是费用。英国慈善机构 A.S. Hornby Educational Trust 从 1961 年起为这件事提供资金，形式是全额硕士奖学金与项目资助。它由牛津高阶学习词典的编写者 A.S. Hornby 创办，词典版税至今仍是资金的来源。本文把官网上的资助内容、资格线、申请顺序与日历整理成一份可以逐条核对的清单。
Study in the UK for English language teachers usually starts with a funding question, and the A.S. Hornby Educational Trust has been answering it since 1961; the charity was set up by the author of the Oxford Advanced Learner's Dictionary, and royalties from that dictionary still pay for everything it does. Its support for ELT professionals in low- and middle-income countries comes through full Master's scholarships, project grants and dictionary research awards, often delivered with the British Council. Every figure below is taken from the trust's own pages, so it can be checked at source.

The trust is a UK charity registered in England and Wales under number 1198267, and its activity is funded by royalties from the Oxford Advanced Learner's Dictionary; much of its work has been delivered jointly with the British Council. Its charitable aims fall into three strands, namely Master's scholarships, project and teacher-association grants, and the dictionary research awards. Funding is concentrated on English language teaching in the Global South rather than on general overseas study.
奖学金覆盖哪些费用
Hornby 奖学金是全额资助，不是部分减免。官网列出的覆盖项包括课程费、每月生活与住宿津贴、机票与签证费用、语言测试费用、御寒衣物补助与论文补助。学生本人在英国期间的主要开销基本都在这张清单里。这里没有学费自理、生活费自付这类隐藏条款，也没有要申请人先垫付再报销的公开说明。很多学生以为全额奖学金只包学费，实际上生活津贴与差旅同样由基金会承担。津贴的具体数额由基金会与合作院校按当年情况确定，官网不公布固定数字。要判断资金是否够用，应以录取当年收到的奖学金函为准。
Coverage is comprehensive rather than partial. Course fees, a monthly stipend for accommodation and living costs, travel and visa costs, language test fees, a warm clothing allowance and a dissertation allowance all come from the trust, which leaves very little for the scholar to fund personally. The award letter issued with an offer is the document that fixes the amounts, because no single figure for the stipend is published.
就读院校与课程范围
目前的硕士奖学金只对应一个课程，即埃克塞特大学的 MEd TESOL。官网写明这一轮合作由基金会与埃克塞特大学共同提供，其它院校的硕士项目不在资助范围内。2025 至 2026 学年的申请说明写得更细，奖学金只适用于该校的 MEd TESOL，不适用于 PGCert 或 PGDip。历史上获得资助的学者分别去过华威、利兹、兰卡斯特等院校，校友页面保留了这些记录。这意味着换学校不能自带奖学金，课程与院校是绑定的。申请前先确认自己想读的正是一年制 TESOL 硕士，而不是研究型学位或教育学其它方向。
The scholarship is tied to one programme, the MEd TESOL at the University of Exeter, delivered jointly by the trust and the university. Earlier cohorts studied at Warwick, Leeds and Lancaster, as the alumni pages record, but the current award cannot be carried to another institution or another Master's degree, and the PGCert and PGDip routes are excluded in writing. Applicants should therefore confirm that the MEd TESOL is the qualification they actually want before starting the paperwork.
三项硬资格线怎么理解
资格要求可以压成三条硬线，任何一条不满足都过不了初筛。申请人须是 OECD DAC 名单上低收入、中低收入、中高收入或最不发达国家的公民，并且在这些国家居住和工作。学历方面要求有完整的本科学位，成绩达到英国一等或二等荣誉学位水平，或持有相关硕士学历。经验方面要求第一个学位之后至少有三年全日制 TESOL 教学或相关专业经验。DAC 名单按收入分组，会随年份调整，是否在名单内要以 OECD 官网的最新名单为准。很多学生以为教学年限可以按兼职折算，官方口径写的是全日制经验。工作年限的计算起点是第一个学位拿到之后，本科期间的兼职教学不计入。
Eligibility reduces to three tests, and failing any one of them stops an application early. Applicants must be nationals of, and work in, a country on the OECD DAC list; they need a full first degree at First or Second Class UK level, or a relevant postgraduate qualification; and they need at least three years of full-time TESOL teaching or comparable professional experience gained after that first degree. The income bands on the DAC list are revised over time, so the current version on the OECD site counts rather than a number remembered from an older article.
申请顺序里的前置条件
顺序搞反是申请里最常见的失误。第一步是向埃克塞特大学提交 MEd TESOL 的硕士入学申请，拿到学校分配的学生编号。第二步才是填 Hornby 奖学金申请表，表格入口在埃克塞特大学的资助申请系统里，官网给出的表单带固定编号。没有学号就交不了奖学金申请，所以两条线的前后关系不能交换。申请材料通过系统上传，基金会与大学共享申请人信息，条款里写明这一点。奖学金评审以完成埃克塞特申请为前提，录取与资助是两个独立决定。常见的错误是先写自述信再去看课程要求，结果发现课程方向与自己的教学经验不合。
The order matters. Apply to Exeter for the MEd TESOL first, obtain a student number, and only then complete the trust's scholarship form through the university's funding portal, because the form cannot be submitted without that number. Admission and funding remain two separate decisions, so an offer to study does not by itself carry an award, and applicant details are shared with the selection panel and the university under the published terms.
一千词自述信的三段分工
奖学金申请要求一封不超过一千词的自述信，题目由官网公布，分成三问。第一道题最多四百词，讲一个你与同行在日常教学中共同面对的关键困难，并说明埃克塞特的 MEd TESOL 如何帮你回应它。第二道题同样最多四百词，描述一次你支持同事课堂实践或更广专业发展的经历。第三道题最多两百词，说明你的知识、技能与经验为什么适合这项奖学金。三问合起来是一千词，写超了要自己删到线内。评审看的是具体情境与证据，不是形容词。很多学生以为把教学理念写满就能得分，实际上评审要读的是可以核对的行动与结果。
The written statement is capped at 1,000 words and is answered in three parts. One part, up to 400 words, asks for a daily challenge shared by English teachers in your context and how the Exeter programme would help you respond to it; another, also up to 400 words, asks for an occasion when you supported a colleague's classroom practice or wider professional development; the last, up to 200 words, asks why your knowledge, skills and experience suit the award. Reviewers read for verifiable episodes rather than teaching philosophy, so specific actions and outcomes carry more weight than adjectives.
2027 至 2028 学年日历
官网已经公布 2027 至 2028 学年的日历。申请在 2026 年 11 月开放，细节在当月的页面上公布。说明网络研讨会在 2026 年 12 月安排，面向所有有意申请者。申请截止在 2027 年 3 月，未入选者会在 4 月至 5 月收到结果，入围者随后接受面试并收到最终通知。学者在 2027 年 9 月抵达埃克塞特，课程正式开始。论文写作安排在 2028 年 5 月至 9 月，学者在 4 月出席 IATEFL 年会，9 月结业回国。上一轮的形状相同，截止日在 2025 年 2 月 26 日，入围通知不晚于 4 月 18 日，面试排在 4 月 28 日至 5 月 14 日，最终结果不晚于 5 月 22 日。
The published calendar for 2027-28 runs from an open call in November 2026 and a briefing webinar in December, through a March 2027 closing date, to interviews and outcome letters in April and May. Scholars arrive at Exeter in September 2027, present at IATEFL the following April, write dissertations between May and September 2028, and return home that September. The previous cycle followed the same shape, with a closing date of 26 February 2025, shortlisting by 18 April, interviews between 28 April and 14 May, and final outcomes by 22 May.
名额、评审与不可并用条款

Places are limited and openly so, with up to ten fully funded scholarships offered in the 2025-26 round and every application assessed jointly by the university and the trust rather than by either side alone. Two conditions in the terms are easy to miss, in that awards cannot normally be held alongside another scholarship, and a deferred offer or a change of fee status can invalidate the award. The trust also reserves the right not to make awards if no suitable candidates emerge, which signals that the scheme selects for fit rather than for volume.
回国之后的三类支持

The scholarship is designed to end where it starts, since its stated objective is that scholars return home able to strengthen English language teaching in their own country, and selection favours applicants who can show they will deliver new initiatives there. Support continues after graduation through an alumni network of more than 500 members across over 40 countries, through alumni project grants for in-country capacity building, and through backing for local seminars and workshops. Some alumni are also supported to present their research at the annual IATEFL conference.
教师协会项目资助的节奏

Teacher associations are funded separately from individuals. The scheme supports small projects run by associations in low- and middle-income countries, with the aim of making English teaching in public education systems work better in local conditions, and it expanded to fund up to 15 projects in each of 2024 and 2025. The cycle is fixed in autumn, as proposals open in July, drafts must reach the panel by 18 October for feedback, the closing date is 31 October, decisions follow in November and December, funds move early the next year, projects start in February and reports are due in April. Applications that begin from local needs and collaboration tend to fare better than those that import a model wholesale.
词典研究奖与难民教师奖学金
同一笔词典版税还支持另外两条资助线。A.S. Hornby 词典研究奖按年征集项目提案，用于词典学方向的创新研究，2026 年的提案征集已经关闭。面向难民英语教师的奖学金是近年新增的一类，它支持本身是难民或曾经持有难民身份、目前在英国为难民或寻求庇护者教授英语的有经验教师。这类奖学金每年资助一名教师，全额修读埃克塞特的 MEd TESOL，覆盖学费与每月生活津贴，并支持必要的英语语言测试。获奖者需要在课程期间住在埃克塞特。本轮申请已经关闭，下一轮的开放时间以官网当页为准。这两条线的共同点是资助对象非常具体，凑不上条件的申请人不必花时间准备材料。
Two further strands sit alongside the Master's awards. The A.S. Hornby Dictionary Research Awards fund annual projects in lexicography, and the call for 2026 has closed. A newer refugee scholarship supports experienced teachers who are themselves refugees, or who have previously held refugee status, and who now teach English to refugees or asylum seekers in the UK; it funds one teacher a year on the same Exeter MEd TESOL, covering tuition fees, a monthly stipend and approved language testing, with the award holder based in Exeter for the duration. Both strands are deliberately narrow, so checking fit first saves considerable effort.
核查路径与常见误区
把上面几条线合起来，核查路径只有一条，就是以基金会官网当页正文为准。名单与截止日会随年份变化，转述过的数字容易过期，尤其是收入分组名单与当年名额。官网把关键日期直接写进页面表格，申请人自己读到的那一版才是有效的。常见的错误是把录取通知当成资助通知，或者在截止日前一天才去要学号。遇到表述冲突时，以官网当页为准，必要时用页面上公布的邮箱直接询问基金会。奖学金条款写明不与其它奖学金并用，这一点在同时申请多个资助时要提前算清。对正在准备申请的老师来说，最实际的准备是先把三年全日制教学经验证明与本科成绩单备好，再动笔写那一千词。
Everything above comes from the trust's own pages, which are also the only place worth checking before applying, because income bands and closing dates change from year to year and the page-level version overrides any summary, including this one. A common error is to treat an admission offer as a funding offer, or to start chasing a student number the day before the deadline. The most useful preparation is unglamorous, in that proof of three years of full-time teaching and a degree transcript have to be assembled before the thousand-word statement can be written.
