Two organisations run IELTS in mainland China: the National Educational Examinations Authority and the British Council. The agreement they signed on 23 February 2004 still defines which side does what, and it has not changed since. Registration, payment, candidate enquiries and test centre management belong to the authority, while materials, invigilation and marking belong to the British Council. Most candidates only notice this division when something goes wrong and they contact the wrong office first, which is why the two halves are worth knowing before test day.
全球雅思的三方共有与中国大陆的合作模式

IELTS is owned globally by three partners, and in most markets a candidate deals with only one of them from registration through to results, which keeps the organisational questions simple. Mainland China is the exception, because the test there is co-organised by the National Educational Examinations Authority and the British Council under a separate arrangement, with Hong Kong, Macao and Taiwan sitting outside it. The authority's own introduction page states this plainly and adds a useful number: 75 test centres spread across 40 mainland cities, a figure worth checking whenever a centre near you changes hands.

The two organisations signed their co-organising agreement on 23 February 2004, and it divided mainland IELTS into two workstreams that rarely overlap. Registration and candidate services went to the National Educational Examinations Authority, while the British Council, acting as the representative of the IELTS network, took materials, invigilation and marking. What the agreement changed was administration and customer service rather than test content, and the same division still decides which side publishes the 2026 fee notices and the computer-delivered schedule that candidates now have to plan around.

Registration in mainland China runs through a single official portal, the authority's IELTS website at ielts.neea.cn, where candidates register as NEEA users, prepay the fee and only then book a seat. Seats are released in batches and cut-off dates usually fall a few days before the test, so late applicants often find that only distant centres are left, while payment counts as complete only through the channels listed officially rather than a third-party service. Everything afterwards, including transfers, refunds and fee adjustments, is handled from the same personal page on that website.

报名、缴费、准考证和账户问题，找教育部教育考试院的服务热线 010-82345671。热线工作时间为工作日上午 8:30 到 12:00，下午 13:00 到 16:30。抢考位、改名、证件类型填写错误这类系统层面的问题，也由这条线处理。很多学生以为打给英国文化教育协会更快，实际上报名系统的数据不在他们手里。需要提交书面材料的场景可以用邮件，地址是 ielts@mail.neea.edu.cn。写邮件时把 NEEA 用户号和证件号一起写清，回复会快很多。
Questions about registration, payment, admission tickets or your own account go to the authority's candidate service line on 010-82345671, which operates on weekday mornings and early afternoons only. System-level problems such as seat releases, name corrections and identity document type errors are handled on that same line, and written submissions can be sent by email to ielts@mail.neea.edu.cn. Contacting the British Council first is a common detour, because the registration database does not sit with them and they cannot change what it holds.

Moving to computer-delivered testing changes that list, because a centre needs extra equipment and reliable connections before it can be used at all. Test materials for mainland IELTS come from the British Council, which supplies listening recordings, reading passages, writing tasks and the speaking question bank to centres around the country. Security and transport follow a separate process, and centres receive sealed materials only at specified points in the schedule, which is why the papers are opened on the day itself rather than before. Because those papers are shared with other markets and marked to the same standards, the city where you sit the test makes no difference to difficulty or to how your answers are judged.

Invigilation sits with the British Council, covering both the staff deployed to each room and the enforcement of test day rules. Check-in, identity verification, storage of belongings and the timing of the whole session follow a single set of standards, and any irregularity is recorded on the spot before it is escalated up the line. Many candidates assume invigilators only keep order, yet those written records turn out to be the main evidence when a result is later challenged through the official process.

Writing and speaking are marked under arrangements run by the British Council, with examiners certified centrally and reviewed at intervals. Results are despatched by the British Council through EMS to the address given at registration, and that postal service covers mainland China only. Each candidate receives a single original Test Report Form, which is not reissued if it is lost, so any extra copies have to be paid for and requested separately. Scores usually appear in the personal page about ten working days after the written papers, although the printed report remains the document that institutions treat as final when you apply.

申请寄送额外成绩单，以及申请成绩复议，入口都在教育部教育考试院的报名网站个人主页。额外成绩单按份收费，填写接收机构时要核对院校或者机构的官方名称。成绩复议有申请期限，超期不再受理，复议期间成绩一般会被冻结。复议由资深考官重新评阅，分数若有变动会重新出具成绩单。常见的错误是把复议与额外成绩单同时申请，两边的时间线互相干扰。做完一项再开下一项，流程会清楚得多。
Both extra Test Report Forms and enquiries on results start from the personal page on the authority's registration website. Extra copies are charged individually and the receiving institution has to be named accurately, while an enquiry on results must be submitted inside its deadline and normally freezes the score until it is resolved. Applying for both at the same time is where candidates get into trouble, because the two processes then compete for the same window and neither finishes quickly.

The Chinese IELTS website at chinaielts.org is where things get explained, carrying test type descriptions, preparation resources, fee announcements and the test day process in one place. Reading only one of them gives a partial picture, since the underlying data changes on one side and the interpretation usually appears on the other.
2026 年的费用与全机考变化落在哪一侧
2026 年 1 月 1 日及以后举行的考试，普通雅思与 UKVI 雅思的费用统一为 1990 元。转考与退考手续费统一为 380 元，Life Skills 费用保持 1250 元不变，这批调整由教育部教育考试院发布。自 2026 年 9 月 1 日的考试起，中国大陆的普通雅思与 UKVI 雅思全部改为机考。主办方一侧同时给出机考与纸笔内容、难度一致的口径。机考后出分时间缩短到考后一到五天，电子成绩单与纸质成绩单效力相同。费用属于报名一侧的事，考试形式属于考务一侧的事，看公告时分清这两类就不会混乱。
Fees for tests taken on or after 1 January 2026 are set at 1990 yuan for both IELTS and IELTS for UKVI, with transfers and refunds charged at a flat 380 yuan and Life Skills unchanged at 1250 yuan, all published by the National Educational Examinations Authority. From 1 September 2026 mainland candidates take the computer-delivered test only, and the delivery side states that content, difficulty and scoring are unchanged from the paper version. Results also arrive faster, within one to five days, with an electronic report carrying the same weight as the printed one.
第三方机构不在这条分工里

Anything outside the two official organisations, including agents who offer to register for you, collect fees, guarantee a band score or sell an inside seat, sits outside this division of work. Official channels never take payment into a personal account and never promise a result, and registration can only be completed by the candidate through the official website. The quickest test of any claim is to log in at ielts.neea.cn and check the account yourself before paying anything.
