The Department for Education began a free breakfast club pilot in 750 primary schools in England in April 2025; another 2,000 schools joined in April 2026. On 28 May 2026 the department published an Ipsos summary of parent interviews that answers one question: why families use the offer, and why some do not. The study rests on 43 parents, 29 of them regular users and 14 non-users, and the findings fed directly into planning for the national rollout.
Section 30 of the Children's Wellbeing and Schools Act 2026 inserts new sections 551B to 551D into the Education Act 1996. Under 551B the appropriate authority of a relevant school in England must secure free breakfast club provision for pupils on roll from Reception to Year 6. The legal minimum is a childcare period of at least 30 minutes ending immediately before the first school session, plus breakfast; the setting can sit on the school site or on suitable premises nearby, as long as it does not force parents into a long detour. The Secretary of State can exempt a school under 551C, and 551D requires schools to have regard to official guidance.
Across the 8 observed primary schools, provision looked calm, practical and well established. Spaces ranged from halls and canteens to gyms and, in some cases, separate quieter areas; most clubs paired simple food such as cereal, toast and fruit with child-led activities including colouring, building blocks and games. Staffing models differed by school size and need, yet routines were clear and supervision light-touch. Attendance tracking varied: some schools asked for weekly pre-booking while others accepted drop-ins, and even where booking existed, children were not turned away.
The parent sample came from 26 in-depth interviews and 4 focus groups, covering 43 parents with varied employment circumstances, including parents of children with special educational needs and disabilities. Because the design is qualitative rather than quantitative, it cannot represent the national picture or attach percentages to any reason. Read it as a list of motives and obstacles, not as a scoreboard. The department says these insights were used to inform the rollout from 2026 onwards.
Parents who use free breakfast clubs are highly positive. They value a calm and social start to the day, the way provision supports childcare and work, and the certainty of a reliable breakfast, so the club becomes part of how the household runs rather than an extra to arrange. Reliability and flexibility matter just as much, because both make planning easier; one parent said the shifts simply would not have worked without it.
The reported benefits stretch well beyond food. Parents described children settling into school more easily, building friendships and starting the day in a more relaxed frame of mind, and it was the children's own enjoyment that kept attendance going: after a first visit, many asked to return. Parents also reported greater confidence, wider friendship groups, better routines and improved punctuality and independence.
In special school and SEND contexts, the calmer and smaller-scale morning setting was especially valued because it helped children regulate before lessons. Schools used quieter rooms, sensory spaces and one-to-one support; one parent spoke about the extra adult time and easier social contact, while another stressed how much room for development an open, relaxed environment creates. The summary folds this into its SEND recommendations: keep quiet spaces, sensible staff ratios and facilities for personal care or medical needs.
Non-users rarely criticised the club; their feedback pointed to a perceived lack of fit. Some said their children already ate at home or that morning childcare was not needed, and one parent summed it up by saying the children eat at home anyway, so the offer was not something the family required. Patterns of non-use varied by circumstance: parents of younger children worried more about the length of the day, working parents ran into timing clashes, and rural or transport-dependent families struggled to fit the club around existing travel.
Some parents felt that adding a breakfast club, particularly alongside after-school provision, would make the school day too long for younger children, and even some users shared that worry. Stacking two forms of care clearly stretches the hours a child spends on site, which sits awkwardly beside a wish to bring young children home early. Schools have limited room to adjust, since morning and after-school teams are often separate.
Some non-users had only a vague idea of how the offer worked and were unclear that it applied to every child. One parent assumed it was only for children eligible for free school meals, which shows how easily a universal policy is read as a targeted one. Free school meal eligibility is assessed separately and has nothing to do with access. Polling cited by the department in February 2026 found six in ten parents more likely to take up support available to everyone, and about 45% saying a free breakfast club would sway their choice of school.
Practical barriers listed in the summary include compulsory advance booking, narrow drop-off windows, transport constraints and the difficulty of knitting together different family routines. These are not the same kind of problem: booking and timing are design issues, whereas transport is a matter of household circumstance. Parents of children with SEND had a further worry about noise, structure and whether the setting could meet their child's needs, and for them uncertainty often discouraged participation more than the practical difficulty itself.
In the School and College Voice survey run between 1 and 27 May 2025, 770 primary leaders were asked what barriers they expected when delivering free breakfast clubs. Three quarters said the offer was not financially viable for their school, 71% said they would not have enough staff, 51% cited space or facilities, 50% flagged accommodating individual needs, and 16% expected too little demand from parents. These are anticipated rather than observed difficulties, and the department noted that most respondents were not from early adopter schools.
Observed engagement was positive: many children arrived eagerly, slipped into familiar routines and moved comfortably between food and activities, so staff intervention stayed limited. Genuine choice over what to eat and how to spend the time appeared to support independence and enjoyment; one parent noted how rarely a child gets to decide much in an ordinary day. Social contact was flexible rather than forced, which is what gives the morning its soft start.
The summary makes four sets of recommendations. Schools should state repeatedly, through a range of channels across the year, that the club is open to all children rather than only to those on free school meals or needing childcare, and could add parent visits or open mornings. They should keep accommodating children who have not pre-booked, because families value using the service according to that morning's needs. Menus and activities should stay varied and child-led, and SEND provision, including quiet space and appropriate ratios, should be actively communicated to parents.
Earlier evidence comes from the Magic Breakfast trial funded by the Education Endowment Foundation and independently evaluated by the Institute for Fiscal Studies, covering about 8,600 pupils in 100 schools and completed in January 2017. The updated evaluation found roughly two months of additional progress for Key Stage 1 pupils, on low to moderate security, with no measurable attainment effect at Key Stage 2. Behaviour and attendance also improved, and the authors stressed that attending a school breakfast club, rather than simply eating breakfast, appeared to drive the gains.
