英国资格撤资原因 T Level重叠 2027年8月
英格兰 16 至 19 岁教育里，一批职业与技术资格的公共资助审批正在被分批收回。官方把这个动作叫作取消资助审批（removal of funding approval），它撤回的是新生的拨款，而不是把资格从名录上抹掉。很多学生以为某个 BTEC 被撤资就等于这个文凭作废，事实是在读学生仍按原安排读到毕业。英国教育部（DfE）在公开文件里给出的理由可以归成三类：报读人数长期过低、与 T Level 或大型资格的内容重叠、以及提供者自己申报该资格已被改革后的新资格替代。时间上并不是一次完成的动作，而是从 2022 年 8 月起步，中间在 2024 年暂停过一轮，2026 至 2027 学年整体不动，下一批真正的撤资落在 2027 年 8 月 1 日。下面按官方口径把原因、门槛、时间表与三处例外拆开说明。
The funding approval behind many vocational and technical qualifications for 16 to 19 year olds in England is being withdrawn in stages. The government calls this removal of funding approval, and it applies to new starts rather than to qualifications already listed on Ofqual's register. Official publications name three broad reasons: sustained low or no publicly funded enrolments, overlap with a T Level or with large qualifications, and cases where providers themselves reported that a reformed qualification had replaced the old one. The timetable is not one event: it began in August 2022, was paused during the 2024 review, holds steady through the 2026 to 2027 academic year, and the next real tranche falls on 1 August 2027.
撤资撤的是新生拨款 不是资格本身

Removing funding approval takes money away, not the qualification itself. A defunded qualification can still sit on the regulated qualifications register, and a college can keep teaching the students who are already enrolled on it. The implementation plan states that removal affects new starts only, and that learners who begin a course before the removal date continue to be funded to completion. That is why the same qualification gives different answers for different year groups. Only two grounds are accepted for keeping a qualification on the list: a technical error in the listing, or a genuine and specific niche skills need.
低报读的门槛是连续三年 0 到 99 人

The low and no enrolment test is measurable rather than a matter of impression. For the 2025 tranche, a qualification qualified if it had fewer than 100 publicly funded enrolments, or none at all, across three academic years: 2021 to 2022, 2022 to 2023 and 2023 to 2024. The earlier round used a range of zero to 99 enrolments and required the qualification to have been operational and funded since 31 July 2021 or before. Only three funding lines counted towards the total, namely the 16 to 19 study programme, advanced learner loans and the adult skills fund. That is why privately funded entries never entered the calculation.
与 T Level 重叠只看职业去向

Overlap is judged by occupational destination, not by how similar two course titles sound. A qualification overlaps with a T Level when it is a technical qualification with similar outcomes to a standard covered by that T Level and it aims to support students into employment in the same occupational area. Once that test is met, the qualification joins the removal list and frees up recruitment space for the T Level. The first list, published in October 2022, named 106 qualifications in education and childcare, digital, and construction and the built environment, with funding due to end on 1 August 2024.
2024 年 7 月 24 日审查与一年暂停

On 24 July 2024 the Secretary of State announced a short, focused review of post-16 qualifications reform, to conclude before the end of that year. To create room for that review, the removal of 16 to 19 funding from qualifications assessed as overlapping with T Levels was paused for one year in four routes: construction and the built environment, digital, education and early years, and health and science. Those qualifications had originally been scheduled to lose funding after 31 July 2024. Funding extensions were published on 13 August 2024 and went live in the learning aim service on 27 August 2024.

The outcomes were published on 12 December 2024 and covered 539 level 3 qualifications after appeals. Funding continued to be withdrawn from 216 qualifications because of low or no enrolments across three years; 52 had already fallen out of funding during 2024 to 2025; six had an operational end date on or before 31 July 2025; and 42 had direct replacements already approved. Of the 223 remaining qualifications, 157 were retained, which the department described as temporary, lasting until reformed alternatives arrive or until low use becomes clear. The removal for those 216 took effect on 31 July 2025.

The 157 retained qualifications were kept for longer rather than exempted forever. Two criteria govern how long they stay: when a reformed alternative becomes available, and whether the qualification is still used too little to justify funding. The same response set out a clear expectation that a 16 to 19 learner who wants a large qualification of 720 guided learning hours or more inside a T Level route should take the T Level instead. That expectation is why the lists keep moving, because the pace of replacement development shifts removal dates. The final list was confirmed on 25 March 2025 after a procedural review, and the page was updated again on 24 October 2025.
2025 年 10 月白皮书与 V Level

The white paper published on 20 October 2025 announced V Levels: vocational qualifications of 360 guided learning hours, the same size as one A level. It also acknowledged the weakness of the previous approach, since a blanket overlap rule caught qualifications in routes where no replacement was ready, and committed to a route-by-route, evidence-led method. The accompanying post-16 level 3 and below pathways consultation said funding would be retained for all qualifications of 719 guided learning hours or fewer that were otherwise due to lose it in 2026 and 2027, until V Levels arrived. That decision explains a later round of qualifications being taken off the removal list.
2026 至 2027 学年为什么整体不动

The implementation plan states that no funding will be removed from qualifications during the 2026 to 2027 academic year, including in the health and science and digital routes that had previously been named. That is a sequencing choice rather than a retreat, because the department wants removal to line up with the arrival of replacements. Funding is also retained for the Foundation for Learning and Life and Preparation for Life qualifications until the approach to employability, enrichment and pastoral provision is updated. Officials accept that removing funding ahead of replacements creates gaps in provision.

The next real removal date is 1 August 2027, covering 153 qualifications in two groups. The first group is the 33 large qualifications published in March 2026, at 1080 guided learning hours and above, sitting inside existing T Level subject areas. The second group, published in July 2026, adds 120 qualifications across level 3 digital, level 3 accounting and finance, and level 2 and level 3 qualifications in child development and wellbeing, teaching and lecturing and direct learning support. An equality impact assessment covering 100 of them looks at the digital, legal, finance and accounting, and education and early years routes. Funding is removed only for the 16 to 19 cohort, and the assessment records disproportionate effects on male learners, learners with SEN support, learners eligible for free school meals, learners from the most disadvantaged areas and learners from black ethnic backgrounds.
三处例外 大型健康照护 720 小时 餐饮
名单上有三处例外值得记住。第一处是大型健康与社会照护资格，它们不在 2027 年撤资，而是推到 2028 至 2029 学年，配合社会照护 T Level 的推出。第二处是 720 指导学习小时、相当于两门 A Level 大小的资格，在 2027 至 2028 学年继续获得资助，实际效果是现有的数字类资格多留一年。第三处是餐饮与酒店管理，虽然 2027 年就有职业证书，但现有资格的资金要等 2029 至 2030 学年二级基础证书到位后才撤。此外，就业充实类资格、青年工作类资格，以及特殊教育需求、特定学习困难与读写困难意识这类专项资格，被官方明确排除在本轮之外，等待进一步考虑。名单也不是铁板一块：2026 年的最终名单里，两个超过 1080 小时的土地与乡村管理类资格因新的 T Level 范围决策而被保留。
Three exceptions are worth remembering. Large health and social care qualifications are pushed to the 2028 to 2029 academic year, to line up with the new social care T Level. Qualifications of 720 guided learning hours, the size of two A levels, keep their funding through 2027 to 2028, which in practice keeps existing digital qualifications in place for another year. Catering and hospitality qualifications keep funding until the level 2 foundation certificate arrives in 2029 to 2030. Enrichment qualifications, youth work qualifications and specialist qualifications such as SEN, specific learning difficulties and dyslexia awareness are excluded from this round pending further consideration.
撤资只影响新生 在读学生读完为止

Removals apply to new starts, which is the most student-friendly feature of this policy. The implementation plan states plainly that students who begin a course before funding approval is removed will continue to be funded. That matters most for two-year diplomas, because a cohort starting in September 2026 finishes in 2028, so a course that stops taking new students on 1 August 2027 still runs to completion for that group. Providers usually manage this by recruiting a final cohort and moving later groups onto reformed alternatives. When checking a qualification, families should compare two dates: the year the student would start, and the removal date on the list.
通知与申诉的窗口与两条理由
撤资名单不是最终判决，提供者可以在窗口内提交通知。2026 年 7 月公布的那批追加名单，通知截止时间是 2026 年 6 月 22 日下午五点，通过 QFAST 系统提交，官方在 2026 年 7 月告知结果。可接受的只有两条理由：一是技术性错误，例如学科领域、级别或资格类型归属有误；二是小众资格，即该资格对应的技能缺口具体而真实，并得到外部行业机构确认，而且不存在可用的学徒标准或 2027 至 2028 学年可交付的改革后资格。政府还保留了一条更早的规则：与已撤资或已宣布撤资资格内容相同或相似的新资格，一律不批资助，这条写在公共审批原则第 11 条。自 2020 年 9 月 1 日起，16 岁及以上新的三级及以下受监管资格一直处在暂停审批状态，改革路线里的豁免通道也已经关闭。这条暂停规则的作用是防止换名的旧资格重新进入受资助名单。
A removal list is not automatically final, because awarding organisations can submit notifications within the window. For the additional qualifications published in July 2026, notifications were due by 5pm on 22 June 2026 through the QFAST system, with outcomes reported in July 2026. Only two grounds are accepted: a technical error such as the wrong sector subject area, level or qualification type, or a niche qualification whose specific skills pipeline need is confirmed by an external sector body and is not covered by an apprenticeship or any reformed qualification available in 2027 to 2028. Since 1 September 2020 the department has also paused routine approval for new regulated qualifications at level 3 and below for learners aged 16 and over.
2028 年之后按学科块撤资的顺序

From the 2028 to 2029 academic year, removals move block by block, judged by whether a replacement can actually be delivered. Level 2 funding goes when both occupational certificates and foundation certificates are available in that subject area. Level 3 qualifications at 1080 guided learning hours or above go when a corresponding T Level is available, and level 3 qualifications below that size go when a corresponding V Level is available. New T Levels in social care and sport arrive in 2028, and the social care T Level is tied to the removal date for large health and social care qualifications. The first tranche of reformed qualifications needed accreditation on Ofqual's register by 3 May 2027 to be guaranteed funding from 1 August 2027.
